    Abstract:

    Strategic planning is a process in order to equip the resources of the organization and unify its efforts to achieve the mission and long-term goals according to the internal and external possibilities and limitations of each organization. The purpose of this research is to design and compile a strategic plan for women's public sports in Tehran. The survey descriptive research method is of the applied objective type. In order to collect data, documents were reviewed, background literature was studied, and the opinions of experts in this field, both academic and executive, were used, and a researcher-made questionnaire was used, the validity of which was confirmed by experts and its reliability through Cronbach's (? = 0.94). The questionnaire includes: strengths 10 items, weaknesses 14 items, opportunities 13 items, threats 9 items. Data collected using SPSS software, descriptive statistics indices (frequency, frequency percentage, mean, standard deviation) and Friedman's inferential statistics index were used to rank each of the internal and external factors. The statistical population of the research includes the experts of the general sports department of the Federation of General Sports and the Vice-Chancellor of Women and Development of General Sports of the Ministry of Sports and Youth. The results of the research showed that women's general sports is in the WO position in terms of strategic position and should use conservative strategies and formulate a strategic plan and choose appropriate strategies such as increasing the share of credits required from public sources and increasing the amount of public participation in financing the costs of general sports. Especially women, considering the cultural, social and climatic requirements, should try to exploit the opportunities in the external environment to improve the internal weaknesses.

    Chapter One

    (general research)

    1.1. Introduction

    Strategic planning enables the managers of organizations to identify the most suitable methods of fulfilling the mission and meeting the expectations of the stakeholders and will help them to take steps towards the realization of goals with strategic implementation and strategic control of the organization. Organizations whose stakeholders are the entire community cannot achieve their goals without using this approach.

    Until a goal is defined for a system, that system does not know where it is going, and if the goal is defined, but not planned, then that system does not know how to reach that goal. (Rasakhi, 2013) In today's world, where we are witnessing tremendous changes and developments in various fields, the environment is facing a lot of turbulence and uncertainty, and the competition has become more intense. In order to achieve success in the field of competition, organizations should use a type of planning that is forward-looking and environment-oriented, so that while identifying environmental factors and developments, in a long-term time horizon, it determines their impact on the organization and how the organization interacts with them. This type of planning is actually the same strategic planning that, by examining the organization's internal and external environment, identifies internal strengths and weaknesses, and external opportunities and threats, and takes into account the organization's mission, sets long-term goals for the organization, and in order to achieve these goals, from among strategic options, choose strategies that rely on strengths and eliminate weaknesses to make the best use of the opportunities and avoid threats, so that ultimately the organization's success in competition (David 1385[1]) This applies to all sports organizations.

    Sports and physical activities as a social reality have existed in human societies since ancient times and formed a part of people's daily life. Despite the many benefits that sports and physical activity bring to women and society, one of the most important challenges in planning and policy-making in today's societies is the spread of the culture of inactivity and convenience among people.. The industrialization of societies and entering the world of different and diverse technologies has affected all aspects of human life, including his mobility. Public sports is a form of physical activities or regular participation in physical activities that leads to physical and mental health, shapes social relationships and has positive results. On the other hand, by strengthening the physical foundation and cultivating the psychological and social dimensions in this sport, it is linked with the sport in which competition is involved, and due to it, it can lead to the emergence of national and international values ??and honors in different fields. (Shabani 90)

    According to contemporary developments in the third millennium, it is predicted that in the future, sports and
    sports organizations of the country will be successful if they have a clear vision of what they should do. This cannot be achieved without strong management and effective tools, i.e. strategic planning. (Javadipour 92)

    2.1. Statement of the problem

    When a person realized the necessity of planning in his life in the path of his rational development, he paid attention to it in social systems as a tool in the service of management and leadership. Today, it is clearly clear that the structure of organizations has become so complicated that they cannot continue their existence without detailed planning. The basis of planning is the awareness of future opportunities and threats and how to use opportunities and fight against threats. Planning philosophy as an attitude and a way of life that involves commitment to action based on thought, forward-looking thinking and firm determination to regular and continuous planning. It is an inseparable part of management (Rashki 91)

    In today's world, which is changing at a breakneck speed. Women's sports are also changing as a result of the growing human knowledge. The attention of strategic management to sports is one of the basic principles in its development and expansion (Lusmagi 2011) [2]

    Planning includes defining the goals of the organization, formulating a general strategy to achieve those goals, and preparing operational plans for the integration and coordination of activities. Setting goals will ensure that work is done with sufficient accuracy and helps organization members to focus their attention on what is most important. are oriented Basically, organizations are managed according to two types of programs. Strategic plans are formulated by high-level managers and the general goals of the organization are determined. Operational plans are descriptive descriptions or executive instructions of strategic plans that are specified in the form of daily activities (Rashki 91)

    Strategic planning is related to the optimal performance of organizations, and strategic planning is a process It is dynamic and logical in the operational plan of organizations, so it helps sports managers as a powerful tool in the development of public sports. (Manourian et al. 2018)

    Determining appropriate strategies and strategic planning is one of the important factors in achieving the goals of an organization and the key to the success of many projects. Determining the appropriate strategy and, accordingly, honest analysis and forecasting of external factors guarantee the success and maximum productivity of an organization (Nadri 1388) ABSTRACT The goal of present research is to design and develop a strategic plan for sport for all that aims at female residents of Tehran City. The research methodology is descriptive survey and in terms of the goal, it is applied.
