    Abstract

    Examining the Islamic perspective on population and population policies is one of the essential and important issues in Islamic societies. Since there are four general theories about the population and population policies, namely the theory of population decrease, the theory of population increase, the theory of constant population and the theory of optimal population, some consider the basic principle of population policies in Islamic jurisprudence to be the policy of population increase and believe that due to the desirability of adoption and the increase of the Muslim generation, this policy has inherent usefulness, and based on this, they have tried to extract the jurisprudence and jurisprudence of population proliferation policy. Of course, this theory also has challenges and harms, the biggest challenges in front of this theory are the policy of "population control" and "family planning" and there will be economic and cultural harms to it. to be For this reason, one of the important topics that is raised in human societies as a fundamental variable in political and economic issues is the issue of population and population policies. Demographic changes affect almost all aspects of human life and the world around humans. And they have many effects on the social, economic and political sub-systems and are the source of significant changes in these areas. And it should be accepted as the main principle of population policies by Muslim governments and religious governments.

    According to the demography theories of population increase theory, population decrease theory, fixed population theory, and optimal population theory that exist, most of the experts consider all divine religions, especially Islam, to be in favor of population increase and encouraging large numbers of children. Usually, the problem is taken into consideration from the perspective of the social interests of Muslims.

    Therefore, in this article, while carefully examining the jurisprudence and jurisprudence of population proliferation policy, this issue is examined from a jurisprudential point of view, and the opinion of Islamic jurisprudence regarding this issue is obtained in a clear and evident manner.

    1- Definition and explanation of the topic

    One of the main foundations of any society is the population of that society. Because the population of a society is the foundation and factor of its growth, dynamism and development. Therefore, having the maximum population according to the available facilities and conditions is the ideal of every society, especially Islamic societies, and the population policies of Islamic societies seek to create such a population. One of the effective pillars in adopting population policies in Islamic societies is the population policies adopted by Islamic jurisprudence. Because family planning and the issue of population is one of the issues raised in Islamic jurisprudence, and some believe that according to what is obtained from Islamic texts, the primary principle in the issue of population is the inherent desirability of increasing births from the point of view of Islamic jurisprudence. It means that the basic principle of population policies in Islamic jurisprudence is the policy of increasing the population, and increasing the population according to the first title is beneficial, and only according to necessity and expediency, the decision to limit and reduce the population can be made. Therefore, what is important to discuss and examine in this regard is the position of jurisprudence regarding the necessity of reducing or increasing the number of births in Islamic societies. Therefore, in this research, the jurisprudence and proofs of the policy of population increase in Islamic societies are discussed and examined more closely, and finally it is determined how and in what form the position of Islamic jurisprudence is regarding the policy of increasing the population of Muslims.

    -2 Necessity and importance of the issue

    Since the issue of population increase has not been addressed so far, researches and researches have always been conducted in the direction of population control and family planning, therefore addressing this issue seems important and necessary considering the current situation and conditions of Islamic societies..

    In fact, there is a need to once again review the jurisprudential rulings and evidences regarding the policy of population proliferation and address its foundations in detail.

    3- The purpose of the research

    Discussions of previous works have mainly been in the field of the necessity of reducing or controlling the population in the sense of reducing or stopping, while this treatise intends to examine the policy of proliferation in jurisprudence; A research that has not been carried out seriously.

    4- Background of the research

    Population and its related issues such as marriage and birth are among the issues that have been of interest to Islamic scholars and jurists for a long time. In such a way that in all the ancient jurisprudential and narrative books, chapters such as the chapter on marriage or the decrees of children, etc. can be clearly seen. Of course, there have been some Islamic thinkers, such as Ibn Khaldun, who have looked at this issue with a sociological perspective, away from the jurisprudential approach. Islam and the issue of family planning by Mohammad Reza Tadin, population control by Hossein Nouri Hamdani, family planning from the perspective of Imamia jurisprudence by Jamshid Jafarpour, the impact of Shiite teachings and fatwas on the growth and control of the population by Muhammad Wali Alii, and a book such as the treatise on marriage by Mohammad Hossein Hosseini Tehrani and population control from the perspective of Islam by Farajullah Naderi in the interior and writings such as Thadid al-Nasl and Procreation and Madi Sultana al-Dawlah in the prohibition of childbirth by Hatem Amin Muhammad Abadah and Muhammad Abu Zahra's "Progeny" have been written abroad, but in most of these sources, as their names suggest, the necessity of population reduction and the legitimacy or otherwise of population control methods and pregnancy prevention have been discussed, while in this research, the policy of population proliferation and its rulings and evidences in Islamic jurisprudence have been discussed and examined in a general and macro way. 5-Main and secondary questions.

    What is the position of population proliferation policy in Islamic jurisprudence and what are its foundations?

    Subsidiary questions:

    What is meant by population and population policy? And what are the rulings and evidences?

    What are the most important challenges and harms of the policy of population increase?

    6-Research hypothesis

    The policy of population increase in Islam has an intrinsic benefit.

    7-The merit of the research

    The merit of this research is that according to the review of jurisprudential sources, it was determined that so far no independent source has investigated the jurisprudence of the population increase policy. Rather, in most of the sources that have dealt with the issue of population and its jurisprudential aspects, by assuming the desirability of the policy of population increase according to the first title, attention has been paid to the investigation of its secondary ruling.

    8- Structure of the research

    The present research consists of four chapters.

    The first chapter is a general statement about how to conduct the research.

    Chapter 3, in this chapter, the reasons for the inherent desirability of the population proliferation policy are first examined, then the jurisprudence and jurisprudence of this population policy are explained in detail. Its economic and cultural damages are discussed and investigated.

    9-Limitations and research problems

    The most important problem and limitation in conducting this research was the lack of up-to-date and efficient jurisprudential sources. So that in some cases when collecting materials, it was very difficult and sometimes impossible to find jurisprudential points of view.

    10-Research method

    This research is practical and its method is descriptive. The information was collected in the library method, that is, by referring to books and articles and extracting from them, firstly, the collected materials from jurisprudential and narrative sources were discussed, then attention was paid to examining the sayings and commenting on them. Of course, it should be noted that in the meantime, software has also been used to collect materials.

    After giving a general statement about the stages of compiling and writing the thesis, it is necessary to provide a definition of the concepts used in the thesis.
