Context: For the past few decades, the attention of executives and experts has been drawn to long-term planning, especially strategic planning. In fact, organizations should have strategic thinking, transform their findings and perceptions into effective strategies to adapt to changing environments, and finally provide the necessary platform for their implementation, because strategic planning is a process to achieve the organization's goals in competitive, dynamic and changing environments, which is designed through the allocation of resources. Method: The current study is a descriptive-analytical study in the relevant fields of Qazvin University of Medical Sciences. Information has been collected through group discussions and stakeholders' participation in developing the evaluation method and the forms of reports on the progress of the strategic planning of the areas, as well as interviews and questionnaires.
Findings: the trend of achieving strategic goals in the relevant areas has been upward until 2088, and during this period, the lack of financial resources is considered one of the main reasons for not achieving the goals, while in 2089, the amount The achievement of predetermined goals has decreased and new factors have been added to the list of obstacles to the realization of strategies. The views of program experts and senior managers were also studied and prioritized regarding the factors affecting the effectiveness of the program, and the scores they assigned to the 11 factors affecting effectiveness were completely different from each other.
Rapid social changes and the increasing expansion of mass communication tools, as well as the increase in the level of public knowledge in countries in recent years, have made service and social organizations face new expectations and expectations, which can be answered with traditional mechanisms and in a conventional way. is not A look at the remarkable achievements of societies during different periods of recorded human history shows the fact that planning has always had a special place as the most important growth and development of the organization. On the other hand, in recent years, more and more attention has been paid to strategic planning, and the only way for managers to be effective and efficient is to use this method. Equipping the organization's resources and unifying its efforts to achieve long-term goals according to the organization's internal and external capabilities and limitations are prominent characteristics of the strategic plan. In fact, the design and implementation of this program allows government and non-profit organizations to take advantage of future events (Pierce and Robinson 2014).
At the same time, a look at the remarkable achievements of societies during different periods and the preliminary examination of the conditions of the healthcare market and the fluctuations of the internal and external environment that govern it indicate that healthcare organizations, like other organizations, need to use a strategic plan to continue and maintain their survival. In 1970, the strategic plan entered the health field in response to population growth and to design a new structure and develop health care services. With the invention of payment systems in 1980, a strategic plan for health organizations was proposed as a necessity to succeed in competitive environments (Asefzadeh, 2017). Therefore, managers of healthcare organizations at all levels need to understand the strategic planning process, its goals, benefits, challenges and key success factors. Qazvin University of Medical Sciences is also the most important organization responsible for the health of the province in order to achieve the goals of Iran 1400, in 2014, it developed a strategic plan and a 5-year executive plan, which was developed based on the model provided by the central headquarters of the relevant ministry in three stages, which include the first stage of pre-planning and formulation of the mission statement, perspective and values, the second stage of strategic analysis of the environment and the last stage of determining strategic goals and strategies. In 2016, with the formation of the strategic committee and the evaluation of the strategic plan, activities have been carried out in line with the university's overall goals, such as improving the quality of human resources, improving the level of financial resources of the university, increasing the level of people's participation, and improving the quality and quantity of educational, research, student cultural, health, medical, and pharmaceutical-food services.The members of the aforementioned committee were selected from 14 areas under the strategic plan (including the areas of the presidency, vice-chancellor of education, vice-chancellor of research, vice-chancellor of students, vice-chancellor of health, vice-chancellor of treatment, vice-chancellor of food and drug, vice-chancellor of development of management and resources, emergency medical center, medical school, dental school, health school, paramedical school, nursing and midwifery school). By designing strategic plan progress report forms (Attachment No. 1), this committee has reviewed the progress and delay in the fields' goals every 6 months. (Asifzadeh 1388). Therefore, this study has studied the effectiveness of the strategic plan during the 4 years of 1986-1989 by examining the progress of the program, matching the submitted reports with the available evidence, barriers to not achieving or achieving certain goals, and surveying the members of the strategic committee and senior managers of the university. At the same time, it has examined the views of planning experts and senior managers of the university regarding the factors affecting the effectiveness of the strategic plan in order to determine the gaps or intersections of the views of experts and managers in this field.
1-2 The importance of research
One of the most prominent features of developed countries is to pay attention to management knowledge as one of the necessities. It is indisputable progress, development and economic-social growth. In the meantime, what is discussed as the main function of the management of every country and at every level is planning and trying to achieve the goals foreseen in it. Therefore, for the past few decades, the attention of executives and experts has been drawn towards long-term planning, especially strategic plans. In fact, organizations should have strategic thinking, transform their findings and perceptions into effective strategies to adapt to changing environments, and finally provide the necessary platform for their implementation, because strategic planning is a process to achieve the organization's goals in competitive, dynamic and changing environments, which is designed through the allocation of resources (Irannejad Parisi, 1373). Organizations that have a strategic plan are more likely to achieve their goals than organizations that do not prepare such a plan (Asefzadeh 2017). In other words, by helping the organization to choose priorities, the strategic plan actually determines the direction of the future and makes today's decisions in the light of their future consequences in order to improve the performance of the organization (Bryson, 2012). On the other hand, the achievements of the advanced world have taught us that universities can play the most effective role in creating a fundamental transformation in people, groups, organizations and societies in general. Because the university is the seat of thought and a university can also think to solve everyday problems and achieve the future goals and ideals of national development and at the same time give advice to different management levels of the society. Therefore, in order to play such a role, it is necessary to transform the university itself and take advantage of the new management. Achieving this goal depends on addressing the most important pillar of management in today's world, that is, strategic planning in order to improve the level of the university (Mohbi Far, 2016). Qazvin University of Medical Sciences also reviewed the strategic plan compiled in 2013-2015 in order to institutionalize strategic management at the university level in 2015. Therefore, in addition to comparing the views of planning experts and senior managers of the university, the present research has studied the effectiveness of the strategic plan of the university since 1986 by examining the process of advancing the goals.
