    Abstract

Environmental risk assessment is the examination of risks that arise from natural events, technology, practices and methods, processes, products, chemical agents, biological, Radiology and industrial activities result and may threaten ecosystems, animals and people. The forward research has been done in the warehouse unit of Yasouj National Oil Products Distribution Company, the warehouse unit is considered as one of the most important and valuable units among other units, and although it has high technology, it still has potential and unique environmental hazards from various aspects. The occurrence of leakage can cause very destructive consequences. On the other hand, the presence of compounds such as hydrogen sulfide, which is the cause of many casualties in this unit, has led to an increase in the risk of hazards in this unit, and there are many compounds in this unit that can lead to a threat to people's health in case of long-term contact. Therefore, in this research, according to the objective of the study, the environmental risk assessment of the warehouse unit has been used to identify the aspects, Hazan and Frank & Morgan methods. In this research, we first identified risks using the HAZAN method, and after classifying the severity of risk and the probability of risk occurrence, the risk rating is obtained. In this method, 6 activities were identified. After the risk rating, 61.90% of the risks in the job are placed in group 4 (acceptable under the condition of being controlled). 33.33% are in group 3, which means acceptable. 76.4% are placed in group 2, that is, the unfavorable group. Second, by using the Frank & Morgan method, according to the tables in this method and scoring the risk of the group and the control group, the overall risk is obtained and finally the final classification is made. In the meantime, the highest overall risk related to the product head was obtained with a score of 5775 and the final ranking with a score of 1, and the washing of the loading and unloading area with the lowest overall risk with a score of 338 and the final ranking with a score of 6. Finally, in order to reduce environmental pollution, we have minimized existing risks by providing management plans and corrective measures.

Key words: risk, environmental hazards, Hazan, Frank and Morgan.

    Chapter One

General 1-1- Statement of the problem

With the invention of the steam engine, human beings moved from the stage of pastoral and agricultural economy to the era of the industrial revolution. With industrial development, the traditional fabric of societies was transformed, cities expanded and villages lost prosperity due to the absorption of labor by industries. For the continuation of its existence, the industry reached the lap of nature and energy, the majority of which was made up of fossil fuels, and it was from here that the air of the cities became polluted, and as a result, the waste of the factories also took away the purity of the water and soil. And at the height of knowledge and technology, man destroyed the environment and caused the destruction of natural resources with the excessive growth of industrial activities. (12)

Today, the use of risk assessment methods in various industries is expanding, so that there are currently more than 70 different qualitative and quantitative risk assessment methods in the world, which are usually used to identify, control and reduce the consequences of risks. Most of the available risk assessment methods are suitable for assessing risks and their results can be used to manage and make decisions about controlling and reducing the consequences of those concerns. Various organizations and industries need a system that, in addition to evaluating their activities and processes, can determine the tolerable risk criteria and accurately specify the risk of their processes. Guide them that depending on the complexity of the activity of any type of system that can lead them to the mentioned goal is different. Most of the time, risk is considered to represent a negative effect on the project, while risk can also be a window to opportunities, improvement or new thinking. Project risk is an event or an uncertain condition that, if it happens, has a positive or negative effect on the project.Environmental risk assessment studies including three main axes of knowledge of hazards and their resulting consequences with an emphasis on full knowledge of the environment of the affected area and its sensitivity level as well as specific environmental values; Estimating the identified risks and providing risk control and reduction methods. The National Oil Products Distribution Company is located in Yasouj city, Kohgiluyeh and Boyer Ahmad province. This province with an area of ??about 16,361 square kilometers is located in the southwest of Iran between 30 degrees 9 minutes to 31 degrees 75 minutes and 15 degrees and 42 minutes east longitude of the Greenwich meridian and due to the fact that this province and Yasouj city in particular has a very different climate compared to its neighboring provinces and this city is considered one of the tourist areas of the country.

Key words: Risk, Hazan, Frank & Morgan, potential environmental risks.
