    Abstract

    Title: Designing a football development strategy in Gilan province based on SWOT analysis

    Student: Hisham Rostami

    The purpose of this research was to design the football development strategy of Gilan province based on SWOT analysis. This applied research has been carried out with a descriptive-analytical method. The statistical population of the research included all football experts in Gilan province and the target sample was selected from managers and experts of departments and boards, school and university sports instructors, coaches and veteran players (n=50). The research tool was made by the researcher based on exploratory study and rewriting of the basics and similar studies, whose content validity was confirmed based on experts' opinion and reliability with Cronbach's alpha (?=0.95). Friedman's test, weighting method, evaluation matrix of internal and external factors were used to analyze the findings and appropriate strategies. The results of the research showed that the desirability of information technology, the desirability of the quality of land and places, the policy of privatization of clubs, and the tendency of people to an inactive lifestyle were identified as the most important strengths, weaknesses, opportunities, and threats, respectively. Also, based on the matrix score of internal factors (2.38) and external factors (2.49), the strategic football situation of Gilan province is located in the WT region. Also, based on SWOT analysis, a total of 20 strategies including six SO strategies, six ST strategies, six WO strategies, and two WT strategies were formulated for Gilan football. Therefore, according to the results of the SWAT analysis matrix, it is necessary to use more defensive or stability strategies to manage the development of football in Guilan province.

    Abstract

    Design a strategy of football development in Guilan province based on SWOT analysis

    The present study intended to design a strategy of football development in Guilan province based on SWOT analysis. This applied research has been conducted through descriptive-analytical methodology. The statistical population of this study included all Guilan province football experts. Through purposive sampling, the sample was selected out of managers, experts of organizations, schools' and universities' sport educators, and veteran players and coaches (n=50). The authors have developed a questionnaire, as an instrument, based on exploratory studies and rewriting similar foundations and studies. Validity of this instrument was confirmed by experts (content validity). The reliability of the instrument was also proved to be suitable (=?0.95). To analyze the data and the suitable strategies, Friedman test, Weighting Method, and external and internal factors evaluation matrix were used. Findings showed that the desirability of information technology, undesirability of the quality of football pitch, policy of privatizing the clubs, and the tendency of people towards inactive lifestyle were identified respectively as the most important strong point, weak point, opportunity, and threat. Additionally, according to matrix of internal factors (2.38) and matrix of external factors (2.49), the strategic condition of Guilan province football is in WT region. Based on SWOT analysis, finally 20 strategies including 6 SO strategies, 6 ST strategies, 6 WO strategies, and 2 WT strategies were designed for Guilan's football. Therefore, due to the results of SWOT analysis matrix, it is required to employ Stability Strategy or Defensive Strategy in managing football development in Guilan province.Keywords: SWOT analysis, Guilan's football, internal factors, external factors, development strategy rtl;">1-1-Introduction

    Today, sport has gone beyond mere physical activity and has been developed in different countries to the point where sport is considered as a tool for business and capital production in most countries (13). In today's age, sports have almost penetrated into people's lives, and among sports, football, due to its special appeal, forms one of the largest sports populations in the world and has a unique position, in such a way that it has become an all-encompassing and global phenomenon, and no limits can be set for it. Due to its social, cultural, economic and political dimensions, this field has completely gone out of the simple game mode, this point reveals the reason for paying attention to the promotion of this sports field at the world level. Today, with more than 209 members in the International Football Federation, 207 thousand professional footballers, 245 million amateur players and 3.4 billion fans, football is considered one of the most common and popular sports in the world (59). Many people are surrounded by this sport and its related affairs, they go to watch matches and events, participate in this sport and discuss about football with their friends. In the same way, this sport has become an important and income-generating industry in the advanced countries of the world, which sometimes ranks higher than the automobile industry with more than 50 years of history in some countries. So that it has become an international and global industry and has attracted many workers directly and indirectly (52). Monitor internally and externally so that they can adapt to changes at the right time and as necessary. Organizations must identify these changes in a fundamental way and adapt themselves to them. In the current world that is changing at a dizzying speed, one-time decisions based on intuitive and experimental judgments can no longer be used. Today, organizations that can use science and strategic management will be successful. Therefore, all organizations are bound to be in charge of strategy or strategic management. Sometimes strategies are defined from the position of power and sometimes emerge to overcome problems.

    Many scientists have examined the importance of strategic planning from various aspects and they all agree on the correlation of strategic planning with the optimal performance of organizations. They believe that strategic planning is a dynamic and logical process.

    Fray and Stoner and Fred David define strategic planning as a powerful management tool that is designed to help small organizations to competitively adapt to anticipated changes in the environment. According to Lerner, strategic planning is a continuous and complex organizational change process that looks to the future and focuses on predicting the future (60).

    According to Machado [1], strategic planning is a key element for organizational excellence. This process focuses on strategic and operational goals, goals and strategies based on organizational policies, programs and activities formulated to achieve the goals and expected results of the organization and is a very important tool for organizational effectiveness (29).

    Peffer[2] defines strategic planning as the process of creating and developing necessary procedures and operations to achieve the future. He differentiates between long-term planning which is reactive and strategic planning which allows the organization to create its future.

    Strategic planning makes the organization adapt its activities and services to meet the changing needs of the environment. This planning not only provides a framework for improving programs, but also provides a framework for restructuring programs, management and collaborations, as well as for evaluating the organization's progress in these areas (60).
