    Abstract:

    Nowadays, the progress of any organization depends on the management of that organization, it can be said that progress and progress in every organization owe It is the management system of that organization. One of the most important factors that indicate correct management and can increase the efficiency of the organization is the optimal performance of management; that performance is also influenced by various factors such as organizational culture and entrepreneurship. The present research was carried out considering the various uncertainties surrounding the performance of managers in physical education free universities. In the above research, a survey was conducted among the directors of physical education universities in Tehran province, so the statistical population of the present study included all educational, research, administrative, and student managers of physical education universities in Tehran province, which were 475 people. Sample size with the help of Morgan Table, 159 students of Research Sciences Universities - Central Unit-Qiyam Dasht and South Unit completed Robbins' 22-item organizational culture questionnaire, Samad Aghaei's 30-item entrepreneurship questionnaire, and Hersey's and Goldsmith's 14-item performance evaluation questionnaire. The current research is descriptive, correlational, and retrospective. After checking the validity-reliability of the tools, data analysis was done with the help of spss19 software. The data, through the statistical method of regression, showed the prediction of managers' performance through organizational culture and entrepreneurship. And it is suggested to conduct more research among different groups on the entrepreneurship variable with another tool. Introduction

    In today's age, due to scientific and technical advances, human mental representation of the earth has turned into a global village. Therefore, the factors associated with this representation have been paid more attention to humans. It can be said that progress in any organization is owed to the management system of that organization. One of the most important factors that shows correct management and can increase the efficiency of the organization is the optimal performance of the management.

    Given that the progress of any organization today depends on the management of that organization, it can be said that progress and development in any organization is owed to the management system of that organization. One of the most important factors that indicate correct management and can increase the efficiency of the organization is the optimal performance of management; that performance is also influenced by various factors such as organizational culture, organizational health, entrepreneurship, manager's ways of thinking and many other factors, each of which alone can have direct effects on the manager's performance. (Yang[1], 2011)

    In other words, nowadays, various organizations and institutions consider the training and development of human resources, especially managers, as one of their most vital tasks in the way of structural and organizational improvement, and considering its important resources, they make many investments to increase the performance of managers.

    One ??of the most important factors affecting productivity, As it was mentioned, culture is an organization, "culture is one of the structures that has been assigned many different definitions due to its wide spectrum. Ruth Benedict (1952) defined culture as "a pattern of thinking and acting" and Levi-Strauss considers culture as "a common symbolic system created by the human mind". Autoclin Berg is one of the prominent theorists who emphasizes on acquired abilities and defines culture as the set of habits and acquired abilities of humans. (quoted by Ezkia, 2013)

    As mentioned, culture itself covers a wide range and its broad categories are different according to different organizations, as if each organization includes its own culture. The culture of any organization is the personality of that organization and includes a system of common inferences in the respective organization. The culture of every organization includes certain values ??and beliefs, and its members aim to align themselves with the characteristics of that culture.. One of the basic elements in evaluating the performance of employees is the adaptation and coordination of their performance with the cultural characteristics of that organization. Therefore, the more there is a match between the cultural indicators of an organization and the performance characteristics of the members of that organization, the more suitable platform is provided for the integration and unity of the organization. This is a suitable platform for ideal relationships and the flourishing of potential talents, as well as the formation of a favorable organizational culture and the creation of entrepreneurship, and it promotes organizational culture and, as a result, increases the performance of managers.

    Organizational culture is a system consisting of values ??and beliefs that interact with human resources, organizational structure, control system, and behavioral norms that are established in the organization (Kia, 2013).

    Therefore, organizational culture plays a special importance in an organization's strategy and optimal performance in order to advance its goals. As many experts believe that the organization's goals are based on its culture and effective measures to improve work behavior will not be effective without changing the organization's culture and cultural substitution. On the other hand, entrepreneurship is one of the factors affecting performance and is a guiding force for establishing business ideas, mobilizing human resources, financial and physical resources, creating and developing business enterprises, and creating employment. In all countries, a wide range of jobs has been created by small and medium enterprises in the private sector (including cooperatives). Such trades or businesses significantly help to create jobs (International Labor Office, 2004).

    According to Robbins theory, organizational culture is based on six dimensions. These dimensions are defined as group cooperation, creativity and innovation, work accuracy, productivity, work motivation and employee valuing. By carefully examining the state of organizational culture in six dimensions, it is possible to accurately understand organizational culture and entrepreneurship with performance, adopt practical strategies, and in this way, it is possible to increase performance, and organizations and training centers can coordinate the performance of managers with the desired goals through the prevailing organizational culture and entrepreneurship of employees.

    2.1. Statement of the problem

    There are various uncertainties about the performance of managers in universities. As many researchers suggest, performance is affected by several factors, including: organizational culture, organizational health, productivity, managers' ways of thinking, conflict resolution methods, and many other factors that can affect managers' performance. Organizational culture is strong, and it is one of its principles to match the content of the culture with the environmental conditions of the organization, and they believe that if the organizational culture is strong, it can show good performance. The culture of the organization instills things such as the acceptability of absenteeism, coming to work on time and the amount of effort that a person should have to the employees (Alwani and Danai Fard, 1381).

    The progress of any organization depends on its management. It can be argued that the progress of any organization owes the organization's management system. One of the most important factors that indicate the proper management and can increase proper organizations' efficiency, is the good performance of the manager. Performance is affected by various factors such as organizational culture and entrepreneurship. This study was done on managers' performance of physical education of Azad universities. In this study, a survey of managers of physical education universities of Tehran was done.  The study population included all directors of education, research and administrative managers of physical education of Azad universities of Tehran and they were 475 subjects. The sample size based on Morgan table was 159 individuals from Azad universities of Markaz. They completed the questionnaires of 22-point Organizational Culture of Robbins, 30-point entrepreneurship of Samad Aghai and 14-point performance evaluation of Hersey and Goldsmith.
