    Abstract

    The purpose of this research is to examine the obstacles and provide suitable solutions for the establishment of a comprehensive quality management system in Hormozgan province, for this purpose, a descriptive research method was used to conduct the research. The statistical population of this research includes all presidents, secretaries, and vice presidents of active sports committees in Hormozgan province, which is a total of 137 people, and the cities that were investigated include: Bandar Abbas, Qeshm, Rodan, Minab, Jask, and Bandar Khmer. The statistical population was the total number. Also, the reliability of the main scale of the questionnaire tool used to conduct the research was confirmed by Cronbach's alpha as 0.92, and the validity of the questionnaire was also confirmed according to the opinion of the relevant professors and experts. The results of exploratory factor analysis, which was conducted with the help of spss18 software, indicate that the components under investigation explain a total of 68% of the variance. The prioritization of obstacles also shows that the lack of effective management and the lack of a culture of acceptance of comprehensive quality management are among the most important obstacles to the establishment of comprehensive quality management in sports boards of Hormozgan province. Finally, according to the results of the factor analysis, the barriers to the establishment of comprehensive quality management, in order of priority, include the absence of effective management, the absence of a culture of acceptance, the absence of vision, mission and goals, the absence of training and continuous training, the absence of material and human resources, the mismatch of responsibilities and authorities, and the absence of communication-information items. The absence of effective management was identified as the most important obstacle.

    Generalities of the research

    1-1- Introduction

    In today's organizational environment, whose main feature is complexity with many changes, in order to survive, in addition to competition, organizations are forced to reconsider many matters and procedures governing the way are doing their main activity. In this complex and changing environment, the organization must anticipate changes and adapt itself to them, but due to the difficulty of making changes in the environment, every organization must initiate changes from itself. Therefore, choosing the direction of changes is very important and the organization must take into account the changing needs of customers, strategies, long-term goals and other effective factors (Ansari, 2007). It was accepted in America from 1987 to 1990 (Koch [2], 2010). Deming [3] was the first person who started his activity in this field and he is considered the founder of this type of management (Ministry of Cooperation, Deputy of Research, Education and Promotion, 1380). The most important issue in comprehensive quality management is to recognize that quality improvement is comprehensively and seriously pursued in all organizational units and to ensure that all people participate in this matter (Motaghi, 2014). In recent years, organizations have sought to establish a comprehensive quality management system based on customer-oriented thinking. Comprehensive quality management is an evolving system and provides a set of executive methods, tools and training methods to managers of organizations so that they can satisfy their clients in today's fast-paced world by eliminating waste, speeding up service delivery and reducing costs (Riahi, 2014).

    1-2- Statement of the research problem:

    Today, the rapid growth of technology and the variety of products in a highly competitive environment, despite the limitations of resources and the problems of using human power, have forced the managers of large and small, public or private, production or service institutions to look for appropriate solutions to solve the problems of their organization (Chadwick [4], 1995). Therefore, in the current situation, one of the appropriate tools for having a dynamic and purposeful organization that can operate in a competitive environment is known as total quality management or TQM (Abzari, 2012).

    In the definitions of this type of management, researchers have various opinions, but in a general definition, total quality management can be a persistent effort for continuous processes, outputs and all organizational activities with a greater focus on activities and programs.

    In the definitions of this type of management, researchers have different opinions, but in a general definition, comprehensive quality management can be considered a continuous effort for continuous processes, outputs and all organizational activities with a greater focus on organizational activities and programs in order to meet the needs of customers, strengthen competitive leverage and achieve the optimal level of quality in relation to constantly changing environmental conditions (Adams [5], 2004). Quality is the duty of every member of the organization and not just the responsibility of a certain unit. Services and products must meet or even exceed customer expectations. Quality requires the existence of a dynamic organizational culture to pay attention to quality throughout the production or service chain (from source to supply and delivery). Partnership and cooperation must replace hostile relationships with employees and customers. Employees of the organization, at all levels, must be given authority and authority to make decisions that lead to better quality and service. It should be considered as a journey, the purpose of which is to exceed the customer's expectations (Ministry of Cooperatives, Vice President of Research, Education and Promotion, 2018).

    According to the stated content, it can be stated that the emphasis of this management method is on increasing the satisfaction of customers and consumers, through systematic methods and attitudes in the process of continuous improvement, that such improved performance directly leads to the achievement of various goals such as: quality, correct timing, meeting customer needs, suitability of services and reducing costs. (Kazazi, 1378).

    In order for the comprehensive quality management system to achieve success in any organization, there are some things that must be followed, including: training all future managers from now on, replacing the traditional control and management style with new management methods (participatory management), improving the working and favorable communication between managers and employees, creating and strengthening a suitable system for continuously displaying the performance results of supervisors and management, making employees aware of the need to improve quality, creating motivation and dynamism in employees, providing an enabling environment for creativity, innovation and entrepreneurship, forming self-governing teams and circular quality control departments, determining the career development path of employees, creating a strong organizational culture and developing common values ??of employees (Ministry of Cooperation, Vice-President of Research, Education and Promotion, 2018). Considering that the implementation of comprehensive quality management is a necessity in all parts of the country, it seems that organizations will not get the necessary benefits from the establishment of comprehensive quality management until the proper foundation is made (Dargahi and Rezayan, 2012). The application of comprehensive quality management in sports organizations and organizations such as federations, boards and sports clubs in different countries has caused a transformation in their performance (Hamidi, 2018). On the other hand, there is evidence that the increase in costs and, in other words, the allocation of more resources to these organizations in return for less efficiency and products in sports organizations, is caused by the poor quality in the system and activities of those organizations (Amiran, 2018). Investigations show that in Iran, most of the sports and youth departments and sports boards are not at an acceptable level in terms of quantity and quality, and there are many problems in their way that have led to a decrease in their efficiency, among these problems are: lack of leadership and proper management in sports boards, lack of awareness among employees about the comprehensive quality management system, lack of strategic planning, the existence of inappropriate communication between these organizations with officials of higher or lower ranks and even with athletes, existing inappropriate organizational structure and Finally, the lack of creating cultural changes in order to accept comprehensive quality management in the boards can be mentioned (Zulfaqari, Zafarani, Kalantari, 2017).

    Given the fact that sports boards are responsible for the development and generalization of sports and the cultivation of physical strength and strengthening the healthy spirit of people in the province, the education and training of sports coaches, preparation and regulation of quantitative and qualitative development programs for physical education and sports at the provincial level, etc. (Hemtinejad, 2016), and with Paying attention to the issue that sports boards are the main sub-structures of sports development and having a correct and efficient management system is one of the prerequisites for the development of sports boards, the question arises as to what are the obstacles in the establishment of comprehensive quality management and appropriate solutions in order to apply and improve comprehensive quality management services in sports boards.
