    Abstract:

    Transportation industry as a vital artery and an important economic, social, cultural and political connecting link has always been considered and the strategic role and sensitivity of this industry in providing services that meet the needs of various sectors of society is one of the main goals of today's policymakers in countries. Therefore, the way of using technology and fluid circulation of information in this industry is of special importance. Because in addition to being considered one of the important and infrastructure sectors, it influences many other activities of societies and provides the possibility of proper utilization of the countries' potential talents. It is equally effective in the direction of the country's well-being.

    In this research, considering the importance of transportation, we have analyzed the distribution of road transportation construction projects in the country using land allocation policies and also introduced solutions for a better and fair distribution of transportation projects. and deprived to pay. The longest roads are in the central, north, and western regions, and the lowest amount is related to the deprived regions of the south and southeast. The reasons for this can be mentioned in the favorable climate and the proximity of the northern and central cities, as well as the political importance and the importance of tourist attractions in these areas.

    1-1- Introduction

    In today's world, the transportation industry has a special place in large and growing countries and has always directly or indirectly allocated a major part of the facilities and resources to itself, so that the quality of the transportation system and its capacity have many effects on the economy of a region or a country, and having high quality transportation systems is considered as an indicator for advanced industrial countries. Nowadays, the increase of transportation facilities is always faced with extensive restrictions due to the need for large investments and a lot of time for implementation.

    According to the needs in different parts of the country, we see the implementation of various construction projects in the field of road transportation. The Ministry of Housing and Urban Development, as the founder of the matter, is responsible for planning, detailed engineering design, construction of freeways, highways, main and secondary roads, and maintenance of roads. (Infrastructure and Production Affairs Commission, 2018)

    The importance of road transportation due to its share of about 95% in the movement of goods and passengers in the country, its flexibility, cheapness and nationwide coverage and the wide range of activities in the country and its impact on the growth and development of other economic sectors of the country; It demands that it plays its proper role in moving towards the vision of the Islamic Republic of Iran. Accordingly, the sub-sector of road transportation has determined the achievement of smooth, economical, comfortable, safe and environmentally friendly transportation as its long-term vision. In continuation of the fourth development plan - which is the first five-year plan of the country in the form of a vision document. Improving traffic safety, improving the level of services, developing, improving and maintaining the country's road network, increasing the country's share in the field of international transportation and transit, developing and using information technology, improving the level of public culture and expanding specialized training, and modifying the role, position, and relationship of effective factors in road transportation will be pursued as strategic and macro goals of the road transportation sub-sector in the fifth development plan.

    In line with the policies and vision of road transport, the following macro and strategic goals will be pursued by this organization in the fifth development program:

    Improving traffic safety

    Improving the level of services

    Developing, improving and maintaining the country's road network

    Increasing the country's share in the field of international transportation and transit

    Development and application of information technology in road transportation

    Improve the level of general culture and expand specialized training

    Improve the role, position and relationship of effective factors in road transportation. (Infrastructural and Production Affairs Commission, 2018)

    Land preparation includes the regulation of relationships and interactions between human, economic and environmental factors in order to create a land based on the optimal and sustainable use of human and environmental talents. be In other words, the most desirable, fair and sustainable arrangement that is given to the important component of population, capital and natural and environmental resources in a region or territory is referred to as land development plan. Therefore, this research is conducted in order to analyze the distribution of road transport construction projects based on the land use policy. Considering the regional imbalances in the territory on the one hand and the application of the growth pole theory in the country, which is a long-standing legacy, thinkers and thinkers and academic elites are determined to explain the potential and actual potentials of different regions by expressing the regional imbalances and balances and exposing them to the officials and macro-planners, and provide strategies to overcome the situation. (Nabvi, 2007)

    In Japan, the project of improving the road network has been analyzed with a cost-benefit analysis. However, the conventional evaluation method in the case of step-by-step improvement in each sector, appropriate considering that long-term planning over several decades. In the regional road network planning, the improvement of accessibility by the road section as well as the improvement of the location of the center should be considered. (Casasa 2012)

    The use of GIS to calculate the optimal route in a network is widespread nowadays. In general, a network is a system of interconnected linear features through which transport and communication resources are obtained. The network data model is a presentation of a decomposition of the parts and features of real-world network systems. The network model can be defined as a line graph, which is formed by links. (Sadeghi 2011)

    1-2- Necessity of research

    The one-way, unbalanced and unplanned development of cities, population and activities in the territory has left many of the country's capacities unused and has imposed many problems on planners at different levels. Changing the location of service companies, energy suppliers and threats to large territorial infrastructures, changing the route of the distribution network, as well as unbalanced country divisions, concentration of capital and population of activities and technology in some areas, will increase spatial inequalities in other parts of the country and asymmetric distribution of transportation networks. (Ahmadi Forushani and Mahmoudi, 2009)

    Transportation networks have uncertainty due to the fact that they contain human-system interactions, and it is difficult to make definitive estimates of their status. Geographical and environmental status of input parameters, user activity patterns and travel demands, driver behavior and changes in land use are sources of certainty in transportation networks, and extensive studies by researchers in these fields have been and are being conducted. (Ghaffari and Kalantari, 2013)

    Infrastructure development is one of the important requirements for economic growth and increasing public welfare. Meanwhile, transportation infrastructure, especially the road transportation network, is of particular importance. Transportation infrastructures, in addition to improving economic and social indicators, play an effective role in the prosperity of other economic sectors and create the possibility of benefiting from international transit and transportation capabilities, providing valuable opportunities to play an active role in international equations.
