    Abstract:

    The purpose of this research was to determine the factors affecting the satisfaction of telecommuting among the employees of the National Library and Records Organization of Iran. The statistical community consists of all employees working remotely in the National Archives and Library of Tehran. In this research, using the census method, all 120 employees of the National Library were selected as a research sample. Finally, 84 questionnaires that were completely completed were analyzed. A researcher-made questionnaire tool was used to collect information. Descriptive and inferential statistical methods were used for data analysis. The results of the research showed that there is a significant relationship between the demographic variables of the employees and their satisfaction with the implementation of teleworking in the National Library and Records Organization. In addition, the results of the research showed that there is a significant relationship between the personal variables of employees and their satisfaction with the implementation of teleworking in the National Library and Records Organization. Also, the findings of the research showed that there is a significant relationship between organizational variables and their satisfaction with the implementation of remote working in the National Library and Records Organization.

    Chapter 1

    Overview of the research

    1- Introduction:

    Today, the remote working method is considered as one of the efficient and effective methods in doing things quickly and saving costs. They mention an organization. This is especially important in the shadow of the expansion of information technology and the increasing progress of technology. (Hicks, 2000, 34)

    Information technology is a vital component of modern life. Today, in advanced societies, information technology is the main artery of most organizations and business centers, and plays a fundamental role in the communication that supports modern society. The role of information technology has also increased in productivity. With the extraordinary and rapid developments in information technology, learning opportunities and access to scientific and educational resources have become wider and more inclusive. The use of information technology to develop human resources has not only accelerated and made this process easier, but has also created new methods in development. As a result of the use of this technology, the awareness and ability of employees has increased significantly. This technology supports strong and reliable infrastructures of the development process with special features (conversational, visual, audio, etc.). (Maldeni, 34:2007)

    Today's world is a knowledge-oriented world that emphasizes people as sources of knowledge[1] and the development of these expensive and important resources should be done in the shortest time and in the shortest geographical distance with minimum cost and maximum interaction. To create this space, the use of information technology is considered very suitable and as a basic strategy [2] (because the structure of this technology is rapidly changing and developing, as a result, it moves and develops the human force).

    In this research, the topic of investigating the factors affecting the satisfaction of telecommuting among the employees of the National Library and Records Organization of Iran has been addressed. The design of a new relationship between the work and the employee and the employee with the manager is implemented; So that instead of coming to the office and doing the work, the employee does what is defined for him at home, and instead of the manager supervising the employee in the office, this control is done through electronic processes from inside the home. Employees go to work.

    Teleworking is not a job, but a work organization method built around information processing. Individuals or groups of individuals perform their work away from the employer, client or contracting party; Work that requires the use of various types of electronic equipment. (Batman, 1388, 119)

    In fact, telecommuting is a type of work that allows the employee to do his professional tasks and tasks far from traditional bureaucracies with more flexibility without the need to be in the office, one of the principles of its development is information technology.(Ataran, 1389, 60)

    In recent years, remote work has been proposed as a main strategy for many government organizations in our country. According to Moradian (2013), it is possible to eliminate unnecessary financial processes in the organization through the use of remote work. In addition to this, remote work provides the opportunity to review unnecessary processes and provide services to target groups. According to Moulayian (2009), we need the existence of enabling factors to create and implement remote work. He believes that information technology and the existence of infrastructure related to it can be considered the first and perhaps the most important condition for the implementation of remote working. Alipour, while referring to the laws and regulations and their constructive role in the implementation of remote working, believes that as long as the applicable laws and regulations and If there is no adequate preparation for this issue, we cannot hope for the successful implementation of teleworking in the organizations in question. According to Sheikhi, in the successful implementation of teleworking, it is not possible to refer only to technological factors, but it is necessary to first provide the appropriate culture and trust towards teleworking processes in the society. According to him, the creation of appropriate cultural contexts for the successful implementation of remote work is not less valuable than its technological aspects. It has sometimes been observed that neglecting the issue of remote work culture has created the ground for failure and failure. According to Rezainejad (2008), we also need expert human resources in the process of implementing remote work. Without having an efficient and expert workforce and aware of teleworking goals, it is not possible to expect that the teleworking process will be successful.

    In addition, Rezainejad believes that the management style in an organization can directly affect the success or failure of teleworking implementation.

    According to Morgan (2011), the management style of a manager in an organization can provide the necessary flexibility to create and use teleworking. According to his belief, managers with a collaborative management style that is more flexible can be more successful in the field of remote work application.

    Several factors are effective in employee satisfaction with remote work. Some of these factors depend on the internal characteristics of the organization and some of them depend on the individual and personal characteristics of the employees. Naturally, if these factors are known, teleworking services can be provided with higher quality and by employees who are satisfied with this issue.

    In the last two years, the National Library and Records Organization has implemented teleworking. Some laws and regulations have been used to implement this process, and some specialized human resources have started the teleworking process with the justification and guidance provided. Naturally, examining the factors affecting employees' satisfaction with remote work in this organization can be important and valuable, and it is necessary to review it in the form of an independent research. 1-3- The importance and necessity of conducting research: The importance of this issue stems from the fact that the issue of remote work in government organizations and the investigation of its factors is a new and fresh issue, and so far no coherent research has been conducted on this valuable category in our country. The existing gap in this field is the lack of resources and information about the teleworking category, and the novelty of this issue shows the practical and theoretical benefit of the research. In addition to this, the importance of this issue stems from the fact that by identifying the factors affecting the satisfaction of employees in remote work and its proper and effective implementation, it is possible to increase the satisfaction of clients and the organization while saving costs.  Therefore, the main question that is addressed in this research is what are the factors that affect the satisfaction of the employees of the National Library and Records Organization of Iran? 1-4- Research objectives: The first goal: to investigate the relationship between the demographic variables of the employees and their satisfaction with the implementation of teleworking in the National Records Organization and the National Library. Third: Examining the relationship between organizational variables and their satisfaction with the implementation of teleworking in the National Archives and Library Organization. 1-5- Research questions: The first main question: Is there a significant relationship between the demographic variables of employees and their satisfaction with the implementation of remote working in the National Archives and Library Organization.

    According to Jackson and Johanson (2003) employee satisfaction depends on having the necessary motivation to implement remote work.  They believe that informing employees about the goals of remote work can be related to their greater satisfaction. 64
