    Abstract

    In the current situation, due to the increase in the price of fuel, the transportation fare increases, and then the price of production and service products also increases, which causes inflation in the society, and the transportation fare and inflation are subject to the price of fuel. The parameters are not suitable for the balance between the manufacturing and transportation companies and the existing parameters have no relation with the manufacturing (service) companies. There is a need for a common parameter to create a balance between the two. That parameter is time management and the rise and fall of the fare should be calculated based on time management. Due to the fact that in the transportation industry, delivery time and cargo safety are two issues that are considered by cargo owners and carriers, all activities that are related to these two issues require work and time measurement, and these activities include time measurement of work and time, traffic, accidents, repairs, and other activities, including the value and safety of cargo and product insurance. In order to implement time management, these activities are needed to ensure delivery time and cargo safety, and on the other hand, to implement transit time management, you need interval time (determined transit time or standard time or Average transit time (we have) and the average transit time between the origin and destination can be determined by the average transit time of several similar means of transportation, and this average transit time is different according to the types of transportation means, and by implementing time management in this time, it is determined by keeping in mind all the transportation activities such as the appropriate cargo delivery time and cargo health. If the cargo arrives earlier, the transportation fare will be higher and vice versa. Time is obtained for the balance between production and transportation companies, because the earlier and healthy cargo arrives, the production companies will have more customers and will not lose customers, and it will strengthen the inventory management and lead to more production, and the aforementioned benefits are the answer to the increase in the cost of transportation fares, and the production companies will be satisfied by time management, and they will not have an excuse to increase the price of the product, and the inflation in the society will be lower, and on the other hand, the balance fare is also effective for the transportation companies. It is suitable because the transportation companies, by implementing work measurement and time measurement of activities that include work time measurement and time when the means of transportation is stopped, such as loading and unloading cargo and time measurement in traffic, accidents, and repairs, lead to the prevention of time wastage, and the cargo reaches its destination at the right time. The price of parts, fuel, insurance, etc., and transportation companies are saved from bankruptcy, and the life and models of transportation vehicles are improved. The questionnaire collection tool and the field research method and the validity of the 0.898 tool and the statistical population of 320 companies related to transportation and a sample of 200 companies related to transportation and the research has been done in the metropolis of Arak, and the random sampling method is simple, and the data analysis method is with LISREL and SPSS software, and the result is the equilibrium transportation fare as a function of time management.

    Research Overview

    1 - 1 - Introduction:

    In our society, there is an economic damage of inflation and this problem is directly related to the increase in transportation fare caused by the increase in fuel prices, and this increase causes inflation in products and services, and the result of inflation is a decrease in demand from customers, and in this current situation, the production of goods and products is reduced. It is possible that manufacturing companies will suffer a lot of damage, and on the other hand, if fuel prices increase and transportation fares do not rise, due to high transportation costs such as depreciation, fuel, repairs, etc., we will not have inflation of products and services, but transportation companies will decline and go bankrupt. In this research, the researcher has prepared the purpose of his research on the basis that the increase in inflation of products and services and the bankruptcy of transportation and production are not subject to the increase in fuel prices and this relationship is direct and indirect.In this research, the researcher has prepared the goal of his research based on the fact that the increase in inflation of products and services and the bankruptcy of transportation and production is not subject to the increase in fuel prices and that this direct relationship appears indirectly in the society so that inflation and bankruptcy are controlled. In the current situation, there is no relationship between these two groups (production and transportation), and due to the lack of this relationship, there is inflation in our society, and the appropriate variable that establishes a relationship between the two, according to the researcher, is time management and the role of traffic engineering in the effective evaluation of work and time. Reaching the fuel price to the global price (FOB) [1] and the targeting of subsidies is effective.

    1-2- Statement of the problem:

    In the current situation, as the price of transportation increases due to the increase in fuel, the prices of manufactured goods and the provision of product services also increase, and the demand from the customer decreases, causing low sales of production and services, and as a result, it leads to the bankruptcy of manufacturing and service companies. The price of fuel and transportation fares should not rise. Due to the high transportation costs, including fuel, depreciation, insurance, accidents, etc., transportation companies are going bankrupt. In the current situation of these two groups (production and transportation), there is no coordination, and due to the increase in fuel prices, both groups are moving towards bankruptcy, and bankruptcy is subject to the increase in fuel prices, and transportation fares are calculated based on the price of fuel, distance, hours, and the type of road (mountain - rail - normal, etc.) The time in loading and unloading is not considered, and the safe delivery of the cargo is not included in the cargo insurance discount for the cargo carriers, and the balanced fare based on the duty motivates the cargo carriers. In the ideal situation, the manufacturing and transportation companies are not subject to the increase in fuel prices, and this relationship becomes indirect, and time management is effective for the balance between these two spectrums. In the ideal situation, by studying the evaluation of work and time and using a traffic engineer, the standard time of the transit distance (the average time between the origin and the destination) is calculated through statistical sampling of vehicles (its types), and the transportation companies use time management during the transit time and prioritize all their activities along the time path and eliminate redundant activities. are reduced along the way. If the time to reach the destination is less than the average time, the fare will be higher, and if the time to reach the destination is longer, the fare will be lower. In the current state of field research of companies related to transportation: (road type, hour, distance, fuel price) F=y fare in the current situation. Fare is a function of fuel price, distance, hour, and road type. Four parameters in the current situation do not communicate between transportation companies and production, and these four parameters do not create an obligation for transportation companies to deliver on time, and the fluctuation of fare is a function of The parameters of the situation are favorable, and the parameters of the favorable situation that measure time management include work time measurement, time and traffic and accident time measurement, repairs, and activities related to the value and health of cargo and product insurance.     In a favorable situation, the parameter of time management is effective for the communication of manufacturing companies and proper transportation. :

    In the current situation, transportation fare has a direct relationship with the increase in fuel prices, and in this research, this direct relationship becomes indirect.

    If transportation fares are controlled, inflation will be lower and society's problems will be reduced. Transportation is directly related to inflation, and on the other hand, transportation is directly related to the increase in fuel prices, and if this close relationship is lost, transportation fares are not subject to fuel price increases, and if there are other variables such as time management, this The connection (fare with fuel) will be much less.

    Equilibrium fare between production and transport companies is effective to reach the goal of FOB and the targeted implementation of subsidies.

    Equilibrium transport fare is related to the value of the cargo.
