    Introduction

    Man is a social being who lives in society from the moment of birth to the end of his life and constantly interacts with other people. He must always learn how to live in society and satisfy his needs. This requires a series of social skills that a person learns during the process of socialization, and learning them correctly can lead to the formation of social responsibility. In the last decade, social responsibility has emerged as an extension of the field of studies that was previously called urban and citizenship education. This new concept is much broader in that it includes the development of social skills that enable individuals and organizations to be responsible and active members of the larger society and political community (Berman, 1993). Social responsibility has been defined as following social rules and fulfilling the expectations that society has from the individual. These rules are derived from social roles and actually express cultural and social norms and show the manner and extent of a person's commitment to other members of the society (Ford, 1985). One of the requirements of corporate social responsibility is organizational commitment.  Organizational commitment expresses dependence on the organization. Several concepts such as conscience, work ethics, desire and responsibility are used in spite of having many differences equivalent to commitment, in other words, like many organizational psychological concepts, commitment is also defined in different ways (Shekarzadeh, 2011).

    Recently, the general attitude of organizational commitment as an important factor for understanding, understanding and predicting organizational behavior and a good predictor for the desire to remain in The job is given. Commitment and adherence, like satisfaction, are two closely related attitudes that affect important behaviors such as displacement and absenteeism. Also, commitment and adherence can have many positive consequences. The idea of ??commitment is a main topic in management writings. This idea is one of the basic values; which the organization relies on and the employees are evaluated based on the criteria of commitment. Most managers believe that this commitment is absolutely necessary for organizational effectiveness. The aim of the current research is to investigate the impact of commitment on social responsibility, which will be investigated further. 1-1 Statement of the problem The new era has witnessed the transfer of managers' views to organizations. If in Taylor's time, who has been called the father of scientific management, the advice to managers was to keep their workshops productive, and in the school of human relations, managers were encouraged to satisfy their spiritual and psychological needs, in the present time, managers have been made aware of the environments outside their organizations. The traditional charter of organizations, which saw all the attention of managers in the productivity and profitability of the organization, was replaced by a charter that places attention on environmental and social issues on the agenda of managers. In order to be successful, today's organizations must not only look at the external environment of the organization from the perspective of its customers, but also consider all employees, citizens, all people and all nature of this planet as its customers. In addition to technical, cognitive and human skills, today's managers should also be equipped with the skills of managing social issues and responding to social and environmental needs and consider community issues as part of their organizational goals. Paying attention to social issues requires creating the necessary structures in organizations and establishing a culture of social friendliness and generality. Creating belief in social responsibility is the cornerstone of managing public issues, and whenever managers write social responsibility in their organization as a basic necessity and believe in it, they will definitely seek to provide the necessary mechanisms to realize it. Going beyond the framework of the minimum legal requirements is the social responsibility in which the organization operates. In fact, corporate social responsibility is a superior approach to business that takes into account the social impact of an organization on society, both internal and external, and its main goal is to bring together all sectors, including government, private, and volunteers, to work together to align economic interests with the environment on the one hand, and on the other hand, to cause the success, growth, and sustainability of business. Of course, it should be noted that the dependence of business on social responsibility is proportional to the type of work and the size of the economic unit.

    Organizational commitment as one of the most important topics of research in industrial psychology and organizational behavior in the past 30 years has left significant effects on the work efficiency of employees as well as many of their behaviors. Organizational commitment means that a person considers the organization to be his representative and wishes to remain a member of the organization. An important issue in the scientific field of organizational behavior is that managers are taught how to motivate their employees, so that they feel more loyal and committed to the organization and their employers, and at the same time, the organization can remain in the global competition scene. One of the ways that managers can increase the commitment of their employees is to have social responsibility. If the commitment in the organization is at a low level, due to switching costs, low innovation, low motivation and commitment can lead to the deterioration of the situation of an organization (Hui, Lee & Roussean, 2004). To overcome these disadvantages, many organizations seek to create satisfaction and belonging in their employees by using social responsibility. Creating positive attitudes towards the organization causes acceptance of organizational goals and values ??and makes people use their maximum ability for the organization. Taken together, these things can be implemented when the organization carries out a series of social measures such as improving the conditions of the work environment, reducing the pressure of relationships between people, providing social welfare programs and health, security (2011, ALshbiel & AL-Awawdeh). As a result, many researchers have emphasized the importance of social responsibility in order to increase organizational commitment (Carroll, 1991; Welford, 2005). The organization studied in the present research is the Central Department of Environmental Protection of Tehran. This organization is one of the most important government agencies active in the field of social responsibility. Some of the goals of this organization can be the protection of the country's natural ecosystems, prevention and prevention of the destruction and pollution of the environment, continuous monitoring of the exploitation of environmental resources, etc. pointed out Based on this, the main goal of this research is to analyze the effects of employee commitment on the social responsibility of the employees of the Central Department of Environmental Protection in Tehran. 2-1 Importance and Necessity The lack of attention and adherence of companies and managers to their duties and social responsibilities has caused many governments and even non-governmental organizations to enact or demand policies regarding the responsibilities and obligations of companies. We should pay attention to this issue, the responsibility of companies towards the society and the general public goes beyond providing services and providing goods. Companies should feel the responsibility that society's problems are part of their problems, and they should strive to solve them and use part of their financial and human resources in this way. If companies do not pay attention to their social goals and continue to externalize their operational costs, environmental pollution, poverty and disease, discrimination and disorder will cover their environment, and if they do not look at the issue with a little foresight, these problems will also affect them in the end. This issue in developing countries should be taken more seriously by statesmen and policy makers; Because many companies and even the government of Mardan, under the pretext of economic development, consider these issues to be of little importance during the period of transition and postpone dealing with these issues until after the period of transition and economic development. The environment of organizations is rapidly changing and due to the current trend towards global trademarks and multinational organizations with global supply chains are also intensifying it. Many organizations have become increasingly aware of the direct economic value of social responsibility and by integrating it as a strategic investment with their main business strategy and management activities, they were able to have a positive impact on their society and environment and at the same time, strengthen their reputation and credibility.
