    Abstract

    The present research has been conducted under the title of investigating organizational factors affecting administrative corruption in the banking system in selected branches of banks in Qom province. The purpose of doing it is to identify organizational factors affecting administrative corruption and to determine the relationship between organizational factors affecting administrative corruption and administrative corruption in the relevant branches. In order to measure administrative corruption and the organizational factors affecting it, the questionnaire used by Abbaspour (2015) has been used. A questionnaire tool with appropriate validity and reliability was used to collect data related to research variables. A cluster sampling method was used to access the sample members. Based on the results of the regression test, the components of "transparency of work processes and procedures and the monopoly of duties in the organization" and "salaries and benefits paid to employees in the organization" have an effect on "administrative corruption" and since the value of ? < 0, the type of effect is negative.

    Correlation test was used to test the research hypotheses, the results of the Spearman correlation test indicate the existence of a negative correlation. Among the organizational factors affecting administrative corruption was administrative corruption. At the confidence level of 95%, the main hypothesis and all 3 hypotheses were confirmed and there is a negative correlation between all components.

    Introduction

    Administrative corruption is a problem that plagues many developing countries, including Iran, and it wastes a lot of time, energy, and facilities from these countries. The bed and shelter of administrative corruption is the administrative system of the country and the administration of government affairs. The Islamic Republic of Iran has inherited an inefficient administrative system coupled with corruption in the government and its sub-systems. Naturally, part of this corruption is left over from the previous regime, and part of it is a consequence of the inevitable performance and conditions of the years after the Islamic Revolution. After the victory of the Islamic Revolution and for many reasons, the Islamic Republic system and its various governments were not able to carry out the necessary reforms and positive changes to identify and fight against the agents of corruption, and the conditions of war and its imposition on the country have also been another important factor in its escalation. Lubricating the gears of development to solve the problem of corruption loses its importance, and the view that corruption acts more than anything else as a problem that leads to the disruption of the gear process of development grows. (Rabiei, 1381, p. 15)

    Most experts believe that the success or failure of governments depends on how public affairs are implemented, to the extent that Brooks Adams connects the survival of civilization and the administration of public affairs, and Vincent Sturm considers the health of any society to be related to how public affairs are administered in that society. The bureaucracy in government offices is an undeniable disease in all governments and is not specific to a specific continent, region or ethnic group, and corruption is also found in democratic and dictatorial political regimes, socialist, capitalist and feudal economies, and corrupt practices are not related to the present, but their history is as old as the world. Therefore, the age of corruption is as old as the age of the concept of government. In fact, wherever power and wealth are concentrated and wherever there is a government, there is corruption. In order to correct and eliminate them, we can deal with the problem and complications of that disease, including file corruption.. The purpose of this research is to identify the effective factors and the degree of influence of these factors on administrative corruption.

    As we know, organizations can be examined and recognized from different aspects. One of the ways of knowing is knowing the structural and institutional factors of the organization. Some of these institutional factors are factors that directly affect the way of work and activity and naturally the result of the employees' activity, that is, the presence or absence of these factors and how they exist will have a great impact on the quality and quantity of the employee's behavior, and according to the goals of this research, finding the relationship between administrative corruption, which we will bring in the next part, a form of this behavior can be an example of corruption, and we intend to see the relationship between those factors and this corruption.

        Among these factors It is possible to control and monitor systems in the organization, including controlling and monitoring the work behaviors of employees and. named This system supervises and controls those activities of employees that are directly related to the goals and tasks of the organization.

    Among other organizational factors is the salary system in the organization. The amount of people's rights at different levels of the organization and their difference with each other and with other organizations and whether this system has any effect on the occurrence or non-occurrence of corruption in that organization and if so, how it is.  Whether these processes and their characteristics can be involved in the occurrence of corruption or not, and if so, to what extent?

    In this research, we are trying to investigate and understand the effect of these three categories of internal organizational factors on the occurrence of administrative corruption in selected branches of banks in Qom province.

    1-2- Importance and necessity of research

    Observing the principles in organizing a social system can prolong its life so much that we feel that it has an eternal life and the occurrence of disorder in The construction and operation of that system can cause it to die prematurely. Political systems are not exempted from this rule and their durability and consistency are determined by several factors. Since the administrative system of any society is the executive arm of the political system of that society. Therefore, its correct or incorrect performance can perpetuate or delegitimize the political system. Therefore, the next attention to the administrative system of each society and the correct pathology of this system can be a great help to the policy makers of each society to recognize the problems in advance and think of the necessary solutions to solve them. One of the important topics in the field of pathology of the administrative system is to pay attention to the issue of administrative corruption. If it is neglected, it penetrates like a cancerous tumor in all parts of the society and causes the disintegration of the social system and the political system of that society.

    Corruption hinders the growth of healthy competition and lags behind efforts to reduce poverty and social injustice.

    Administrative corruption weakens the belief of nations in their ability and causes disappointment and disillusionment towards the foreseeable future. It disrupts and limits the possibility of predicting the economic situation. (Pope, 2000, 6)

    On the other hand, it should be noted that it is not possible to achieve development without having a healthy government and a healthy and corruption-free administrative system. The positive effects of the administrative system on economic development and other aspects of development depend on the health of the administrative system, and in fact, a healthy administrative system provides a suitable platform for development, and in this way, the corruption of the administrative system imposes heavy additional costs on the society and the government. An unhealthy administrative system can become a huge eater of resources that should be spent on development and not only does not cause development, but is like a swamp that sinks resources into itself. (Farajvand, 2012, p. 56)

    In societies that are suffering from administrative corruption, knowing the causes and factors of administrative corruption, not in the form of speech and words, but in practice, should be seriously investigated in order to face this social problem.
