    Abstract:

    By establishing urban unit management, it is possible to manage affairs in a proper way and provide services in less time and faster. The management of the urban unit seeks to satisfy the clients. This satisfaction is achieved by providing diverse, fast and quality services. The purpose of this research is to investigate and present the urban unit management model in Gilan Gharb city. The current research is a descriptive research. The method of conducting research is survey. The statistical community in this research consists of all the managers, assistants and experts of the departments, organizations and government bodies of Gilan Gharb city.

    Sampling was done by purposive sampling method and 182 experts were randomly selected. Descriptive and inferential statistics methods have been used for data analysis. The results of the research showed that there is a significant relationship between the implementation of urban unit management in West Gilan and the reduction of the costs of organizations. Also, the results showed that there is a significant relationship between the implementation of urban unit management in West Gilan and the increase of services to citizens. In addition to these research findings, there is a significant relationship between the implementation of urban unit management in West Gilan and the increase in citizen satisfaction.     Generalities of the research

    Introduction:

    In the perspective of Iran 1400, it has been emphasized that in the horizon of 1400 A.H., Iran will be a country with the first economic, scientific and technological position in the region, with an Islamic and revolutionary identity, inspiring in the Islamic world and with constructive and effective interaction in international relations. In addition to these, diverse goals such as development based on cultural, geographical and historical requirements, having advanced knowledge and relying on the superior share of human resources and social capital in production, benefit, equal opportunities, proper distribution in national security, providing social security, preserving the favorable environment and other diverse goals have been emphasized. Without a doubt, achieving these goals depends on efficient, effective and integrated management in order to be able to make optimal use of capital and Provide human resources, platforms and the necessary fields to achieve the defined vision. The issue of efficient management is necessary, especially in urban areas (which are accompanied by many issues and challenges). The region is one of the main concerns of policy makers, planners and city managers in Iran. The expansion of urbanization and the specific problems of urban life have made it necessary to pay more attention to strategies and useful solutions to optimize the lives of citizens. Among issues such as urban environment, urban transportation, urban safety and urban planning, one of the very important factors that has an increasing and decisive influence on the urban factors is urban management, and other components and elements of the urban system are somehow under urban management. (Mansouri, 2008)

    The city acts as a dynamic and open system, the structure of this system is its own functions, and at the same time, each of them functions in mutual relation with other structures of the system. These functions and functions are changing and evolving as well as reproducing in the spatial temporal and spatial continuity. However, it should be noted that the entire urban system is something beyond all its components, structures, functions and functions, and this requires a management system that takes a big view of urban issues, not just the totality of the system to manage the urban components and elements and structures, but also the urban administration. Meanwhile, in Iran, as one of the countries in The current development, which has been faced with the rapid growth of urbanization in the last few decades, the problem of city management and as a controversial issue in scientific circles, how to manage the city has always led to political tensions between academics and executives, and sometimes political parties and groups with different approaches to the city have come up. (Alwandi, 2009) In this research, the issue of examining and presenting the management model of an urban unit (case study of Gilan Gharb city) has been discussed.(Alwandi, 2009) In this research, the issue of examining and presenting the urban unit management model (case study of Gilan Gharb city) has been discussed. Statement of the problem: A city is like an integrated system that must be managed in an integrated way, and the term Integrated Urban Management can also be used here because cities have a single and integrated identity. (Ghorbani, 2010)

    On the other hand, considering that currently high costs are spent due to the lack of coordination of various institutions and bodies on various activities, especially at the executive level, and each organization operates in the city according to its own plan and needs, the unit management has brought about the integration and coherence of the management in the city, then the unit management leads to the saving of city costs. is Therefore, it needs a center to manage it so that it can be planned for the city. Therefore, the conditions must be provided in such a way that an organization can consistently accept its responsibility.

    Actually knowing the way of managing an urban unit because we do not have a history in this regard in the country and the officials of the country, provinces and big cities do not suffer from trial and error and mistakes caused by it, before doing anything in this field, there should be sufficient knowledge. (Kelwani, 2007)

    It should be acknowledged that until now no effective and acceptable action has been taken by the parliament in order to realize the urban management. The experience of the last few years of the councils and consequently the municipalities showed that the city cannot be managed with the existing laws and organizational structure. In fact, many who believed that many urban problems would be solved with the formation of councils realized that it is impossible to solve problems by councils and municipalities because councils and municipalities need the cooperation of many other organizations and institutions to carry out the smallest activities and implement the approvals. According to past experiences and various studies and surveys, it was found that the best way to get out of the mentioned conditions is to realize the management of the urban unit, and measures have been taken to achieve it. In fact, it can be acknowledged that the management of an urban unit creates coordination between municipalities and councils with other organizations and executive institutions in order to prevent parallel actions, waste of energy and money. It is fruitful. (Zarabpour, 1388)

    In the third and fourth development plans of the urban unit management law, according to which the government should abandon all the responsibilities and institutions that citizens are directly related to and leave its management to the municipalities. (Mohvedian, 1388)

    Unfortunately, due to the non-implementation of urban unit management, every year we witness the wastage of budgets and financial resources of municipalities, departments and organizations in cities, as well as a kind of parallel work and inconsistency. Therefore, if it is possible to apply urban unit management, these problems could be prevented. Even though the city of Gilan Gharb has the appropriate human potential and physical and organizational resources, it has not been very successful in the implementation of urban unit management, and it is necessary to investigate the urban unit management and its needs in this city in the form of a scientific and accurate research. Therefore, the main question that is raised in this research is what is the management model of an urban unit in Gilan Gharb city?

    The importance and necessity of conducting research:

    The special necessity of research originates from the fact that every year large sums of money are spent for managing executive affairs and providing services in cities. Despite this, we see that due to the parallel work and low speed of providing services by organizations and departments, there is not much satisfaction for the citizens. It seems that by applying urban unit management in an integrated manner, it is possible to provide quality services in a coherent manner while preventing waste of costs. In addition, it has been determined from the investigations that little research has been done on urban unit management. In addition to this, the special necessity of conducting this research is from where it can help to localize research concepts and theories.
