    Abstract

    The Imam Khomeini (RA) Relief Committee, as one of the public institutions, in drawing its basic policies, emphasizes support, cooperation and public participation, and on this basis, it considers attracting public assistance as a mechanism for directing public participation towards the most needy sections of society. Since the attraction of people's aid and planning in this field has complex economic, social, and most importantly religious and religious dimensions, and on the other hand, its activities are concentrated in one organization, whether it wants to or not, it faces factors and possibly obstacles that can affect this process. These factors, which are partly internal and partly external, need to be recognized and investigated because they can affect the continued attraction of aid and the improvement of its efficiency and quality. This research has been carried out with the understanding of this necessity and with the aim of identifying some external organizational factors affecting the attraction and development of public contributions and identifying new models of aid payments, and it tries to test the impact of external variables such as the level of familiarity and acceptance of people to the activities of the relief committee by facilitating the use of new technologies and the costs related to the implementation of new methods of collecting donations on public participation.

    Generalities

    1-1- Introduction

    Based on statistical surveys in recent years, it shows a decrease in public interest in people's participation in some traditional ways of helping non-profit institutions. On the other hand, the growing economic problems have doubled the provision of the needs of the needy in the society, so that the lack of help to this segment of society from the able-bodied and non-profit institutions can cause serious challenges in the lives of these families, their children and Finally, the government should create it.

    For these reasons, finding new solutions to attract as much help as possible from the capable sections of the society in facilitating the lives of the needy is a necessary step, in this regard, one of the possible solutions is the use of electronic methods, available and easy.

    Identifying and using each of these methods requires investigation, analysis, cost and. Therefore, it is necessary to investigate and analyze the reception of donors and the amount of donations that can be collected through them before making a large investment in creating the infrastructure of each method in order to ensure the appropriate efficiency of the costs in each method. Then the research questions and hypotheses are explained and the research variables are identified. In the following, the objectives of the research, the theoretical framework of the research and the introduction of the variables, as well as the conceptual model, the research method, the method of collecting data and information, the statistical population and the statistical sample, the definition of the scope of the research, and finally the specific vocabulary and concepts of the project are defined. This group of people in the society has been neglected more and more and the able-bodied people have less participation in this regard due to various reasons such as lack of sufficient information about the problems of the needy compatriots, lack of trust in non-profit institutions and charities, and lack of easy access to ways to help the needy. Therefore, non-profit institutions, in addition to providing accurate and transparent information and building trust, should focus on creating appropriate and accessible platforms in order to attract as much participation as possible from the able-bodied in society.

    Of course, groups like the committee Aid and welfare use different sources to cover the expenses paid to the needy and vulnerable groups, part of these resources comes from the government budget, another part comes from special revenues, such as the income of companies and subsidiary factories, and the rest comes from people's aid. In the case of the aid committee, since according to the fifth development plan, the annual government budget of this institution is supposed to decrease by 10% every year, therefore, on this basis, the need to pay attention and focus on people's grants and aid will be doubled.

    On the other hand, during the observations and feedback received from the community level (calls and messages from people on the Internet system, short message system, response centers for popular participation, etc.) due to many reasons such as the urban lifestyle and the lack of access for many citizens who, for example, use private vehicles, or seeing thieves and people addicted to charity boxes on the streets and roads. Public trust and favor towards the traditional payment of aid has decreased, on the other hand, the access and high penetration rate of the Internet and electronic services and the assurance of their receipt have increased people's willingness to use new methods to pay alms and donations, and therefore require the creation of a suitable, easy and accessible platform. The infrastructure of each of these methods has its own costs, and on the other hand, the amount and volume of aid attracted in the context of each method is different, and the income (aid) attracted from each method should be compared with the cost of its implementation and development, and in this way, the cost-effectiveness of the methods and the implementation of the infrastructure included in it should be evaluated, in order to avoid wasting income and imposing additional costs by finding the optimum points.
