    Abstract

    Human resources are considered the most important factor of organizations, human resource development is related to training and development of human activities in organizations and helps organizations to create specific cultural conditions in which employees reach their potential to benefit people and organizations. find In this research, the role and place of technical and vocational education in the development of human resources in Chaharmahal and Bakhtiari provinces is investigated. Based on the selected model of the researcher, change of attitude, knowledge, skills and abilities, employment creation, better understanding of organizational goals, organizational communication, problem solving and decision-making power were among the most important and influential components in this research that were studied. The present research method is descriptive-correlation and the statistical population of the research includes all the skilled workers working in the private sector of Chaharmahal and Bakhtiari province. The number of 116 graduates was selected as a statistical sample. Tools The measurement of the research includes a questionnaire related to the impact of technical and professional training on the development of human resources (made by the researcher). To measure the validity of the questionnaire using the content method and to determine its reliability, Cronbach's alpha was calculated, and its value was estimated to be 0.87. The results of the research showed that the first hypothesis was confirmed with a correlation coefficient of 0.69, that is, there is a relationship between technical and vocational training and the development of human resources. After that, the following hypotheses were confirmed in order of priority. The third hypothesis (technical and vocational training affects people's knowledge, skills and abilities). The seventh hypothesis (technical and vocational training affects people's better understanding of organizational goals.) Professionalism has an effect on people's problem-solving and decision-making power. The sixth hypothesis (technical and vocational training has an effect on people's employment.) The fifth hypothesis (technical and vocational training has an effect on organizational communication). And the eighth hypothesis was rejected and not approved.

    Generalities of the research

    1-1 Introduction

    The development of human resources is related to the training and development of human activities in organizations and to organizations It helps to create certain cultural conditions in which employees achieve the potential to benefit from people and organizations, and in this case, they see the development of their human resources very closely aligned with the development of the organization. For the proper management of human resources, the level of knowledge, information and skills and abilities of employees should be improved. The development of human resources is not achieved only with a lot of training, but it should be done in a planned and systematic way. On the other hand, if we want to point out the importance of human resources in today's organizations and the role of their development, it should be said that nowadays there is a gap between societies and organizations in terms of knowledge and ability, and the main challenge among organizations is the challenge of capable and knowledgeable human resources. Human power is considered as the most important, expensive and valuable capital and resource of the organization and it is the only intelligent element that plays the main role as the coordinator of other organizational factors. It can be simply stated that without efficient people, it is impossible to achieve organizational goals. Therefore, developed human resources play an essential role in the growth, dynamism and development or failure and destruction of an organization. The training of human resources needed by societies in the form of technical and vocational trainings has been the focus of many countries in the world since the end of the 19th century and the beginning of the 20th century. Following the scientific and industrial progress after the Second World War, these trainings spread in an unprecedented way in the world until today, the technical and vocational trainings of the Ministry of Cooperation, Social Work and Welfare after education and training are moving in many countries, especially industrialized societies, in order to respond as much as possible to the economic and social needs. The training of efficient manpower and its preparation on a global scale should always be considered in all levels of education, i.e. preparatory, primary, secondary, university and specialized. be; Because negligence at any stage can lead to extremely harmful effects in the next stages, which will require huge energy and costs to compensate.The training of efficient human resources and its preparation on a global scale should always be considered in all educational levels, i.e. preparation, primary, secondary, university and specialized; Because negligence at each stage can lead to extremely harmful effects in the next stages, which will require energy and huge expenses to compensate. Therefore, every government and nation to strive in the path full of ups and downs of development will need managers who, with national spirit, valuable inherent and acquired abilities, can move the wheels of development in the context of the specific culture of their society. It is at such a time that by focusing on the human being in the development and management of human resources, economic prosperity can also be achieved while solving the problem of employment. 1-2 Statement of the problem Rapid and profound scientific changes have caused new materials and theories to enter the field of life from time to time. Technological changes cause changes in the organization's networks and methods, and every change makes it necessary to acquire new knowledge and skills. The quantity and quality of these changes are so great that sometimes they make managers and employees panic and they may feel that they don't have the opportunity and ability to adapt to these changes. With all the difficulties and problems, it should be accepted that the survival of the organization depends to a large extent on knowledge, awareness and various and new skills. The literature review of human resources development in organizations shows that training programs from the point of view of managers are always considered one of the key solutions to solve problems in organizations. This sentence is frequently heard that "employees do not do what is expected of them", or "we have a training problem". These sentences are signs of the necessity of empowering human resources in carrying out organizational tasks. Until the training need is not properly recognized and investigated in detail. Human resources are one of the most valuable assets of any organization, because it is dependent on human resources. Despite the new technical developments, human resources are still considered as a key factor in the organization. With this in mind, the management should try to properly recognize this potential and mobilize it in the advancement of the organization's goals. , 2013: 20). In a society like Iran, the services provided by the government are usually prepared by planners at the central levels who are usually not familiar with the real needs of the region's employees. Plans such as the comprehensive and special education plan are centrally designed and have not taken into account the social and cultural differences in the regions of different provinces of the country, which has resulted in a mismatch between educational needs and educational services, reducing productivity and, as a result, wasting resources. According to what was said, the purpose of this research is the effect of technical and vocational training in the development of human resources in Chaharmahal and Bakhtiari districts. which relies more than anything on the development of human resources. It is obvious that the quantitative and qualitative characteristics of technical and vocational training of human resources have a significant impact on the fate of organizations and entrepreneurial centers. Therefore, it is very important to pay attention to this issue, which is to improve the quality and update the knowledge and skills of employees and entrepreneurs. The degree of success of technical and vocational training in the development of human resources is a vague and unknown variable, and the lack of transparency regarding the success in job creation, the level of the ability of the implementers of employment plans and The skills of the executive staff of government organizations and institutions are another unknown variable of this research.

    In order to improve technical and professional trainings and develop efficient human resources, the impact of these trainings should be determined first. Therefore, the first step in developing human resources to improve performance in organizations is to identify the correct and accurate effectiveness of training. Needs are part of the educational planning process, which aims to identify and solve behavioral (performance) problems of citizens. (Mahdavi and Mojtahed, 2012) Without a doubt, no system could and will not be able to solve all the needs of the individual and the society in its wide range.  For this reason, to what extent the General Administration of Technical and Vocational Education of Chaharmahal and Bakhtiari Province has been able to achieve the development of human resources in different dimensions should be further investigated.
