    Abstract

    This research was conducted under the title of investigating the effect of vocational training on the employment of released prisoners in Meshkinshahr city by survey method in 2012. Since one of the main factors and parameters of the economic and social growth and development of any society is the training of efficient human resources, and technical and vocational training is also one of the methods of training specialized human resources, the level of knowledge and experience of the learners should be such that they can easily be absorbed in the labor market in harmony with their skill field so that there is no unemployment problem. The information will be aimed at knowing the strengths and weaknesses of the educational process and content, which can provide means to improve and improve the process and improve its quality and content. Based on this, in this research, the effect of technical and vocational training in Meshkinshahr prison was investigated using a descriptive-survey method and using a questionnaire tool on a statistical sample consisting of 160 released prisoners of Meshkinshahr who underwent technical and vocational training in the prison. The data obtained was analyzed using spss software and it was determined that 43% of the trained prisoners were employed after leaving the prison and 57% remained unemployed. It is worth considering. The results of the t-test and chi-square test confirmed all 4 research hypotheses at the confidence level (a = 0.000) and based on this, the variables of education quality, skill level, duration of education and type of profession were obtained from the factors influencing the employment or non-employment of the released prisoners of Meshkinshahr.

Chapter 1 Generalities Statement of the problem Education in general and technical and professional training in particular is one of the prerequisites for the growth and development of human societies and provides the grounds for the sustainable development of societies. Technical and professional training is a combination of science and practice and can prepare a suitable platform for employment. On the other hand, creating employment is the biggest and most important factor in preventing the occurrence of crimes and social harm in society. With technical and professional training in prisons, the environment of employment and work culture is prepared and social harms and crimes are reduced. Learning the skills leading to the employment of the prisoner after serving the sentence will be effective in reducing the number of returning to prison. The reduction of each person in prison means a step closer to the development of the cultural and social indicators of the society. As a result, in the cycle of reform and education, job creation and vocational training, education is the most effective process in prisons and increases the quality of life of prisoners after returning home. Technical and vocational training plays an important role in the formation of human capital through the training of skilled workers required by the labor market in different countries of the world. These trainings in developing countries are not only responsible for training the workforce required by different sectors of the economy of these countries, but also help to solve the problem of unemployment by creating a platform for self-employment. In addition, these trainings are also considered as a shortcut in the training of human resources, because on the one hand, considering the benefit of these trainings from scientific foundations and the use of accepted methods, classical training separates its way from learning based on practical experience, and thus shortens the long-term and non-scientific way of this type of learning, and provides this ability in the trained to be able to easily adapt to technological changes. On the other hand, these trainings, by combining theoretical and practical trainings, provide the opportunity for the trainees to be more aligned with the needs of the labor market, and in this way provide more opportunities to attract them in economic-social activities (Syafi, 1371, p. 68).

    These trainings also have the advantage of efficiency in the short or medium term. While classical trainings have problems in coordinating with the needs of the labor market and absorbing them due to the high cost, the long training period, the large share of theoretical trainings in them and as a result the little benefit of workshop operations. For this reason, the countries of the world have paid increasing attention to technical and professional training..     Since technical and professional trainings are activities that prepare a person to obtain a job, profession and business or increase his efficiency and ability in doing them, but the lack of communication bridges between educational centers and industrial centers of the society causes that the centers Education should train forces that are not much needed by the productive sectors of the society. On the other hand, the lack of proper organization and division of work, i.e. the lack of correct and appropriate employment of employees in different workshops, often causes the society to not be able to use the various forces well, despite the proper training of the forces. In general, it can be said that there is no purposeful relationship between the trainees of technical and vocational training centers and the market and employment, and the technical and vocational education system does not consider the career future of its trainees. especially drug addiction and even suicide (Sotoudeh, 2012, p. 80). In this regard, any factor that can solve this situation seems necessary and vital.

    The participation and employment situation of the country's population is also unfortunate and worrying. It is not an exaggeration to say that the category of employment and unemployment has now become the perspective of the national development process and has challenged many ideals of the Islamic Revolution. Phenomena such as addiction, poverty and deprivation, lawlessness and norm-breaking, which are closely related to unemployment, poverty and deprivation, have passed the limit of moderation. If something is not done quickly to correct the existing situation, whether or not it will make the country pregnant in the not-too-distant future, it will become pregnant with more widespread biological problems.  Surveys show that most of the criminals did not have a suitable job or were not successful in getting a job needed and desired by the society, or that they did not have enough opportunity to learn a profession and occupation, so it is absolutely necessary to create and develop technical and professional training in prisons and these trainings should be completely specialized and the level of the prisoners' job skills should be at the standard level and based on the needs and expectations of the labor market. After the release of the prisoners, relying on the professionals they have learned, they will be able to overcome the problems in their lives and meet the needs of themselves and their families, and in this regard, the adoption of support measures such as the payment of appropriate bank facilities should also be considered. Both the prisoner's needs are provided and he can contribute to the minimum income of his family and reduce the psychological stress of the individual. It is obvious that the necessary facilities and appropriate measures should be adopted for the better enjoyment of the prisoners from the privilege of voting and working in the employment sectors outside the prison. Employment and vocational training play an important role in optimizing prisoners' free time and preventing them from returning to prison. In general, it should be acknowledged that employment and vocational training is a suitable solution and worthy of attention to reduce harm in prisons and society. In this regard, technical and vocational education means connecting education with the world of work to improve the employment status of young people and reduce the unemployment rate. Because the lack of connection between educational topics and economic needs and the labor market will cause problems (Farshad, 2014, p. 154).
