    Abstract

    The process of globalization is going on rapidly and is pushing our world towards a global village where cultures are becoming more homogenous every day than yesterday. These processes give companies the opportunity to reach consumers around the world by using new marketing methods. Product export is one of the ways to be present in the world markets which is discussed in this research.  The amount of Iran's exports in the global and regional market has dropped considerably, and this is while our country has a relative advantage in fish production and fishing.  The set of these factors requires a detailed and detailed investigation to guarantee Iran's successful presence in the regional market.

    The present research is a descriptive research that aims to identify and rank the obstacles to the development of canned tuna export in Iran, and tries to provide solutions to overcome these obstacles. In this research, four main hypotheses and eight sub-hypotheses are examined. A questionnaire was used to collect information. Student's t-test was used to check the acceptance or rejection of hypotheses and Friedman's test was used to rank the identified variables.

    The research findings show that management factors, production conditions, government policies and distribution factors are the most important obstacles to the export development of this product, respectively. At the end, solutions are presented to remove these obstacles and improve the current situation. It is hoped that carrying out such research in various industries and paying attention to the results of this research by the officials will promise the successful presence of the country's industries in the world markets.

    Introduction:

    The first chapter of this research is dedicated to stating the framework and scope of the research. In this chapter, the researcher recounts the reasons for the necessity and importance of the research topic, the philosophy and purpose of conducting such a research, and presents the assumptions he has in mind. In this way, he tries to make the reader aware of the necessity of conducting such a research and by giving general statements of the model used in the research, the place and time spent on the research, and so on. To put the reader in the flow of work and how to conduct research to reach a certain result. This research has been conducted with the aim of investigating the obstacles to the development of Iran's tuna fish export, considering the many sea coasts that Iran has. In this chapter, the generalities of the research will be discussed.

    Theoretical foundations of the topic

    The exhaustion of natural resources, including oil, is one of the factors that make the role of non-oil exports more colorful.  (Barker, A.T. and Kaynak, E. 1992) In the implementation of the export development strategy, various economic sectors including industry, mining, services, health, agriculture, food, etc. are taken into consideration. The Caspian fish is caught in the Persian Gulf and in the south. Among the fish products that play a significant role in today's life is tuna or canned fish. It is common for households to consume canned fish in the world. The main raw material of this product is tuna, which is caught in large quantities. Countries such as Thailand, Vietnam and Australia have gained a competitive advantage in this industry by having a major share of the global canned fish market. These countries with many beaches and modern technology for catching, cooking and packing tuna have been able to supply a quality and cheap product to the world markets. Unfortunately, we see that despite the relatively equal quality, Iranian tuna has a very high price compared to the tunas of these countries. There are many issues and problems facing the export of tuna products, and identifying these obstacles can lead to providing a solution to overcome these obstacles and increase Iran's share in the world markets. Unfortunately, it seems that Iran's share in the regional market is small, and since then, the share has been shrinking recently.

    In view of the above issues, this research intends to identify the obstacles that exist in the direction of the development of canned fish exports in our country and propose solutions to improve the current situation. From the experts and experts in this field, the set of obstacles to the development of tuna fish export was summarized in the following four general formats: 1 - Tuna production conditions (for the operational investigation of this factor, the following variables are examined in the research: quality of raw materials, price of raw materials, advanced technology and machinery, cheap facilities) banking

    access to cheap manpower)

    2- Government policies regarding tuna fish (variables examined in this regard include:

    Privatization of tuna industry

    Export promotion policies

    Government policies in the development of e-commerce

    Holding specialized exhibitions)

    3- Management factors of tuna industry (variables examined) In this part, they include:

    managers' willingness to be present in global markets

    attention to research and development units

    the quality of relations between related companies in the industry

    attention to international marketing activities)

    4- Tuna distribution conditions (variables examined in this regard include:

    quality of sea and land transport fleet

    transportation cost and Quote

    Packaging

    Advertising)

    Obviously, the general format of the obstacles identified in this research is based on the special conditions that the canning industry of the country is currently facing and has a practical basis. In this research, we seek to examine the obstacles to export development both from the point of view of exporters and from the point of view of non-exporters, or in other words, potential exporters.     The importance and necessity of research

    Today, paying attention to non-oil exports has become more important in the prosperity of our country's economy. Although oil export can be a salve for some temporary problems, it cannot be considered a reliable and long-term support for the seventy million population of our country, especially in a situation where the high unemployment rate also threatens our economic and social security. (Akhtar, 1380)

    Unfortunately, the lack of attention to other non-oil alternative products for export has led our country to a point where, despite having numerous relative advantages in terms of production and export, especially in the field of food and meat products, we lack appropriate mechanisms to adapt, introduce and send Iranian products to other countries. (Sohrabi, 1385)

    The amount of Iran's exports in the global and regional market has dropped significantly, and this is while our country has a relative advantage in fish production and fishing.  The set of these factors requires a detailed and detailed investigation to guarantee the successful presence of Iran in the regional market. The findings of this research can provide useful information in order to understand the obstacles to the development of canned fish exports in the country, and also the review of the opinions of experts and experts in the country's canned fish industry can lead to collecting more information in this area and providing appropriate suggestions.
