    Abstract

    Employment challenges or the issue of work and unemployment is not only one of the most important social issues of the day in the country, but considering the rate of population growth in the past two decades, it can also be considered the most important social challenge of the next few decades. The purpose of this research is to measure the factors affecting the employment development of Basijians in Gilan province. The statistical population of this research, in order to conduct field studies, includes experts, researchers and employees from 3 cities: Rasht, Langrod and Bandar Anzali in the field related to the affairs of Basijians in Gilan province. The sample was limited to 300 people using cluster random sampling method and through Cochran's formula. The present research was conducted using a researcher-made questionnaire and after ensuring its validity and reliability. The tests used in this research are the Klomogrof Smirnov test and the t-test. The results of the research from the main question of the research showed that the significance level obtained for the t-test of the variables of the employment development capacities are all less than 0.05. As a result, the employment development capacities in the sample under investigation are at a favorable level. In the ranking of the research variables, it was shown that environmental capacities have the highest rank. Introduction Employment challenges or the issue of work and unemployment is not only considered one of the most important social issues of the day in the country, but considering the rate of population growth in the past two decades, it can also be considered the most important social challenge of the next few decades. Currently, one of the main concerns of the 10th government is the development of entrepreneurship and employment (Safari et al., 2009). Continuous growth and sustainable development of the economy requires optimal exploitation of production resources. In the meantime, the most important and sensitive factor is manpower. Human power plays a dual role in economic planning because on the one hand, it is considered as a factor of development and on the other hand, as a goal of development. Human capital, especially in recent decades, has been given serious attention in development theories, and the relative advantage of countries is determined by their human capital (Piraste and Karimi, 2015). Today, based on the patterns of economic growth, the components of employing manpower, strengthening human capital and strengthening social capital are among the most important factors of economic growth and development of a country. Therefore, the governments of different societies put a lot of emphasis on it and use a large part of their resources to strengthen them (Kashian and Ghazanfar Nejad, 1389). In the meantime, the employment of Basij members as pioneers in the field of popular institutions and activists in various social fields, who play an important role in the construction and improvement of social and cultural affairs, is also worthy of attention, and due to the extensiveness of the Basij organization and its influence in various sections of society, the issue of employment and the employment development capacities of the Basij members becomes doubly important (Tahiri, 2011, p. 1).

    Regarding the importance and necessity and attention will be given to the category of identifying the employment development capacities of Basijians in Gilan province, in this research, according to the research topic, the researcher will state the main research problem and the necessity of conducting the research, the research objectives, the scope of the research, the variables under study, the research method, the research hypotheses, the statistical population, the methods of gathering information and the methods of analyzing the information, explaining the questions and finally how to determine the validity and validity of the research.

    1-2- Statement Issue

    Basij's entry into the field of economic management and social construction has strong intellectual and cultural foundations in terms of theory and practice, and is rooted in the fundamental assumptions of the revolution in the public sphere and the way the system is run by relying on the participation of the masses of people to achieve lofty goals, including comprehensive development, progress and justice. Also, in this approach, Basij is emphasized as a divine blessing and power, and according to Imam Khomeini (RA): "Formation Basij in the system of the Islamic Republic of Iran was definitely one of the blessings and favors of the Almighty God, which he bestowed on the dear nation of Iran.(Sahifeh Noor, Statements on Basij's 2nd Anniversary, 2/9/67)

    One of the effective ways to move forward in this field and the only strategy that can provide the possibility of mobilizing resources and social capacities at the highest level, and attracting people's comprehensive abilities to overcome past and future problems, injuries and bottlenecks, is the construction mobilization plan. 49, Winter 1389, page 102)

    The Basij organization, having special features and if it formulates and plans and presents a specific strategy in the field of individual and organizational entrepreneurship, can have a special effect on the development of entrepreneurship and employment, and like its privileged role during the imposed war, by exploiting this historical situation of the country, it can be the factor of developing employment and entrepreneurship in the country and accumulating commitment and expertise in the direction of employment development.

    An entrepreneur must have the ability to identify innovation opportunities and be able to determine the benefits of opportunities and convince people with their charisma to invest their resources in the proposed innovation. An entrepreneur is someone who seeks creative transformation (Schumpeter 1989). Entrepreneurs don't just see the system as it is, but they see it as what it could be (Sykes, H. B. & et al 1989).

    Entrepreneurship is a type of business life in which, using creative methods, it provides innovative products or services and new value by exploiting time management, resource identification and investment riskiness (Moghimi, 2013). Entrepreneurship is known as the key factor of economic growth and development in the modern era and is of interest to companies whose competition is focused on organizational flexibility and continuous change strategies in processes, products and plans. (Oliver1991, 169).

    Actually, mobilizing entrepreneurs to respond to the needs of society and create a platform for the development of entrepreneurship and job creation in Mobilization is like a bridge between the voids, concerns and challenges that exist at the level of society and creative and innovative wills that have not been able to appear and support in official and government processes. Based on these priorities and goals, successful solutions for entrepreneurship development and job creation can be met for Mobilization. Kurd (Abd al-Malki, Hadi, 2007).    

    From the point of view of the Supreme Leader: Basij is not considered a part of military organizations in its special sense. Basij is a pioneer and pioneer in all the fields needed by the country and the Islamic system (6/5/1379). Denying Basij is denying the greatest necessity and expediency for the country. The most young people of the country have gathered in the way of the great goals of this nation and to bring this country to perfection and happiness (Opening of Basij Nab in the theory of Islamic-Iranian development, page 23)

    Basij has influence in all fields of production and expansion of science and technology such as schools, universities, seminaries, laboratories, hospitals and media, and this is the first advantage and potential strength of Basij in creating the capability of human resources based on voluntary approaches. In addition to that, Basij can have wider activities in attracting expert, entrepreneurial and capable forces in addition to their commitment in these assemblies. Basij should be able to provide the facilities and conditions they need for entrepreneurship and employment opportunities by providing a ready environment while attracting confidence for entrepreneurs and experts in various fields. It should be said that in addition to the efforts of the Basij members in this field, the Basij organization has also formed entrepreneurship and innovation clusters and parks and created research cores for students, teachers and professors. And encouraging and supporting them can provide the basis for the effective efforts of Basij members in entrepreneurship and employment. (Karshi, Massoud, 2018)

    By promoting and encouraging people, Basij can help to provide stable livelihood and all-round development of local communities by helping to earn income and sustainable employment opportunities in rural areas where the initiatives of the public and private sectors seem weaker (Zamani, 2018).

    Basij as a force Revolutionary and popular, considering its existential philosophy as well as the spectral diversity of the strata it includes and finally the broad scope of its activities at the country level, it has potential power in the field of employment, entrepreneurship and innovation. These capacities and capabilities in Basij can be used in various fields to achieve the lofty goals of the Islamic Republic of Iran (Tahmasabi and Tajor, 2009). Therefore, Basij can be effective in this direction due to its similarities with the popular economy sector and its homogeneity with this sector.
