    Today's challenging world is based on organizations having competent and capable people. In addition to new technologies, the main source of competitive advantage of organizations is having specialized and committed employees. Empowerment is a management approach in which employees are empowered to make their own decisions. Today, organizations need creative, expert and motivated human resources to stay competitive. Employees have potential talents that empowerment helps to actualize these talents. By knowing the level of employees' capabilities, managers can take action to improve and develop the undesirable capabilities of employees and use this organizational resource. The dependent variable in this research is empowering employees and independent variables include information sharing, autonomy by defining boundaries, replacing teams with hierarchy. Based on the above variables and research library studies, 3 hypotheses were developed. The statistical population of the research is 1889 employees of the Islamic Culture and Communication Organization, whose number is 1889, and the statistical sample is 384 people, who were selected by a systematic random method. The method of data collection is a questionnaire based on theoretical studies, a summary of which is given in the second chapter, and prepared under the guidance of the respected teacher. The questionnaire has 35 options and is based on the Likert scale. With the help of this questionnaire, three research hypotheses are examined. To measure the validity of the questionnaire, the initially prepared questionnaires were presented to a number of professors and experts, including respected supervisors, consultants, senior managers of the organization and graduates of the master's degree in management, and the validity of the questionnaire was ensured. Cronbach's alpha was used to calculate the reliability of the questionnaire and it was confirmed according to the appropriate reliability coefficient of the questionnaire. In the next step, the descriptive analysis of the research data was done using the frequency distribution table and descriptive statistics charts and indices such as mean, mode and median standard deviation, variance and coefficient of skewness and kurtosis. And for the inferential analysis of the data, with the help of the statistical assumption test, the accuracy of the research assumptions was examined and analyzed. In this analysis, normal distributions, Student's t and test statistics were used. In the next step, the results of each of the three hypotheses were examined and analyzed using the hypothesis tests.

    What was obtained from the inferential analysis of the hypotheses, the first hypothesis, which was "sharing the information of the employees of the Islamic Culture and Communication Organization, has an effect on their ability", was confirmed. The second hypothesis "demarcation and autonomy of employees of the Islamic Culture and Communication Organization has an effect on their ability" was confirmed. The third hypothesis "the replacement of self-governing teams instead of the old hierarchy in the organization of Islamic culture and communication has an effect on the empowerment of the employees of that organization" was confirmed. Finally, using the findings of the research, suggestions were made to improve and enhance the level of empowerment of employees in the organization of Islamic culture and communication, as well as suggestions for the continuation of the research. At the dawn of the new century, when organizations, especially cultural institutions, face the environment of global competition, there is always a need for radical changes and work creativity. be; The global competitive force has forced today's organizations to adopt new work methods after decades of continuing their fixed work methods and procedures, in such a way that the organizations do not have work stability and have a kind of relative stability, and in order not to lag behind the competition, most of these organizations turn their attention to empowering employees and try to make fundamental changes within the organization with special courage and boldness. In fact, the introduction of concepts such as ethics, Truth, belief in God or a higher power, finding meaning in work, altruism and so on. Researches and management actions and business all indicate the emergence of a new paradigm.

    On the other hand, the most important productivity factor in organizations and ultimately the whole society is human resources. There is no doubt that the prosperity of any society lies in the improvement and cultivation of its human resources; It is for this reason that the officials of the organizations pay special attention to the training of employees with the help of behavioral and human resource specialists. One of the concepts raised in line with the development of human resources is the empowerment of employees. Some people think that empowerment is an old concept, but it is not. In fact, empowerment as a new way of creating motivation has become one of the hottest topics in management today. The existence of rapid changes, technological advances and open and hidden competitions in the world has made the importance and necessity of empowerment more obvious, therefore, they have been given great importance in the process of empowering employees.

    Because empowering employees has become one of the most important preoccupations of managers. The intensification of competition in the global markets has caused the establishment of relative advantage in the organization to depend on stability, durability and also taking over a larger share of the markets, on the basis of which, in comparison with competitors, the organization should maintain continuity in quality while providing products and services with better competitive conditions and satisfying customers. Based on this basic assumption, it is strongly believed that the survival and development of the organization is realized when the organization has knowledgeable, creative and motivated forces that have the ability to solve problems and self-manage at work. With this credit, empowerment can be defined as the creation of capacity in employees to optimally fulfill their role with greater efficiency and effectiveness.

    With this approach and considering that the qualitative development of the organization and the creation of new work opportunities will be realized when the organization has capable human resources, therefore, with an analytical and research approach and using an efficient model, while examining the main elements as influencing factors in the process of empowering employees, to analyze organizational inadequacies and explaining the solutions available in the organization of Islamic culture and communication. Research title: Investigating the factors affecting the empowerment of employees of the organization of Islamic culture and communication.

    Sub-objectives of the research:

    *Determining the degree of participation of employees in organizational information, on the capabilities of employees in the Islamic Culture and Communications Organization

    *Determining the degree of demarcation and autonomy in the career process of the employees of the Islamic Culture and Communications Organization, on the capabilities of its employees

    *Determining the extent Substitution of self-governing teams instead of the old hierarchies in the organization of Islamic culture and communication, on the empowerment of the employees of that organization.

    Explanation and expression of the issue:

    In view of the proof of the lack of useful work by government employees and the correct understanding of experts and researchers on this issue, in recent years the policy of the government has been to employ capable employees in government agencies or to train capable employees, and steps have been taken in this direction, including workshops and training managers to empower employees in government agencies. The government and especially the target society of this research is the Organization of Islamic Culture and Communication. Considering that the main goal of these actions of the Communications Organization is to increase the efficiency and effectiveness and optimal use of the country's limited resources, in this movement the main goal should always be considered as a perspective. Although the effects and signs of the positiveness of these actions can be seen in this short period of several years and many processes seem more transparent than in the past, but as expected and the tremendous effects that deserve such changes are not observed. On the one hand, the productivity of the organization has not changed significantly, and on the other hand, the indicators of job satisfaction and organizational belonging have been on a downward trend, and in the structure left over from the past, employees with a sense of job insecurity can be seen. The reason for this claim is the researcher's objective observations that after about 8 years of taking actions in the Organization of Islamic Culture and Communication, he has not observed a case of employee empowerment.
