Abstract
The purpose of this research is to develop a strategic business plan for Behdeh tourism in order to provide an effective model. The research method is descriptive and relevant information and data have been collected using observation tools, document review, library sources and questionnaire. The statistical population of this research includes all the employees, managers and shareholders of Behdeh Tourism Commercial Company in 2013.
The results answer the following questions:
1- What is the mission and vision of the company according to the outlook of the country in the horizon of 1404, the comprehensive scientific map of the country and the general policies of the fifth development plan of the country?
2- What are the external opportunities and threats of Behdeh Tourism Commercial Company?
3- What are the strengths and weaknesses of different departments in Behdeh Tourism Commercial Company?
4- What are the general and objective goals in the marketing, construction and administrative finance departments of Behdeh Tourism Commercial Company and how should they be formulated? How were the years 1386 to 1391?
7- How should the work plans in the various departments of marketing, construction and administrative finance in the Behdeh Tourism Commercial Company be formulated?
The obtained data were finally analyzed in the framework of the strategic planning system and by using the SWOT analysis table, the weaknesses and strengths, threats and opportunities of the various departments of the Behdeh Tourism Commercial Company, including the marketing, construction, administrative and financial sectors, were analyzed. The strategies of each department have been developed.

Introduction
Despite the speed of technological progress and the speed of changes in today's world, organizations are also forced to adapt to these changes in order to survive and improve themselves. To clarify this issue, it is enough to look at the developed countries. Indeed, in all these countries, only organizations have achieved success that have a regular plan so that they can adapt to the rapid changes in the external environment. Therefore, if a company wants to succeed in this campaign and competition, it is necessary to evaluate the activities carried out and the progress achieved, to recognize the problems and problems that are facing it and provide suitable solutions for it; Besides, the new conditions certainly require new solutions that are in accordance with the new needs.
In the meantime, it is important that the problems faced by all companies and institutions today are caused by internal factors and some are the product of external factors. Of course, in addition to examining the problems, it is necessary to examine the company's activities so that the results of all these studies can provide an opportunity for company managers to continue this process and plan to face possible problems and witness the brilliance and growth of this company in the coming decades. In addition to the important and influential factors of the external environment of the organizations, the set of their advantages and weaknesses also has a decisive role in the durability and survival of their activities.
In this regard, the organizations should implement a regular and integrated policy in order to plan and manage the strategic management of their group in an effective way and start coordinating and complying with priorities in the form of fundamental plans. In such a situation, the planning and strategic management plan is a response to how to plan effectively in the long term due to its wide dimensions. Therefore, it can be said that the product of strategic planning is a path-breaking, forward-looking and transformative program that places the organization in the context of hunting opportunities and causes excellence.. (Hamidizadeh, 1382) The final product of this process is the mission and mission of the organization, its qualitative and quantitative goals for a five-year period, and finally strategies, operational plans, and main executive measures to achieve the set goals. Behdeh Commercial-Tourism Company as one of the private companies in the southern region of the country with a new attitude to the past programs should create its productivity field more. Today's new conditions that have arisen in the domestic and foreign environment necessitate the formulation of a strategic plan in order to deal with the new conditions. In this regard, Behdeh Commercial-Tourism Company intends to identify and eliminate its weaknesses and deal with its threats, and by taking advantage of the existing potential and actual advantages and capacities, to exploit as much as possible the environmental opportunities on the horizon of the development plan and to direct its goals in line with the realization of its mission or philosophy of existence.
The model used in this research is the conceptual model presented by Professor David. David (1990) has proposed a model with a three-stage process for strategic management, which are: Step 1: formulation of strategy Step 2: implementation of strategy Step 3: evaluation of strategy In the first step, the organization should first examine its goals, missions, mission and current strategy according to the strengths and weaknesses within the organization and effective environmental factors including opportunities and threats. In the second step, in the implementation phase, the necessary human and material resources are allocated. It is natural that without the necessary resources, the strategy will not be able to be implemented. In the third step, the strategy used is evaluated using an active information system and compared to the goals of the organization, and possible problems and ambiguities are resolved (Dehkordi, 1384). 4: Importance and necessity Research
The rapid and complex changes and transformations of the society and its impact on the growth and development of companies cause concepts such as system, economy, long-term planning, strategy and strategic management process to be noticed by management experts. These concepts and ideas are the response of management science to the vast economic and social transformation and changes.
