    Abstract

    The success rate of an organization can be evaluated by its performance. Various researches have been conducted in the field of organizational performance, which have directly and indirectly affected the performance of the organization. In today's competitive world, performance is an essential guide for any organization to analyze its level of success compared to other similar organizations. Evaluating the role of Islamic banking facilities in the Imam Reza Seal Fund[1] (AS) of Gilan province and comparing it with other active banks in Gilan province is a very complex task because this evaluation can be a good guide for the organization, so that the organization can take more effective steps towards greater success. Descriptive research can be used to better understand the existing conditions or to help the decision-making process. In this research, we deal with the granting of charitable loans of Imam Reza Fund (a.s.) in various economic and social sectors of the youth, and we evaluate the success rate of these facilities, and the variables that can be measured in this research are the granting of facilities in the agriculture (rural), industry, housing, services, marriage, deposit (necessary) and youth employment. The statistical sample in this research is 220 customers who have benefited from the fund's facilities and new applicants to receive granted facilities who have also received facilities from other banks. The research method used is descriptive-analytical, and the research tool is a questionnaire that is measured based on the five-option Likert spectrum. T-test was used to analyze these findings. This test shows that the granting of facilities in the services, marriage, deposit and youth employment sectors have met with success.

    Introduction

    One of the examples of eliminating poverty in the Islamic society and redistributing income is the volume of Qarz Al-Hasna and its expansion. In a situation where the country's economy is continuously facing double-digit inflation, on the one hand, the amount of demand for Qarz-ul-Hosna facilities is much more than the amount of resources available from Qarz-ul-Hosna deposits, and on the other hand, the country's double-digit inflation rate has caused many depositors to turn to the economic aspect of Qarz-ul-Hosna deposits from the benevolent and public benefit aspect. In this regard, and due to the nature of the country's banking system and taking into account the standards of Islamic Sharia, the bank requires that the bank provide benefits to the real needy by targeting these resources and separating the customers. Therefore, the implementation of Qarzul-Hasnah with modern programs in certain matters and with special conditions can provide a suitable platform for the proper realization of Islamic banking in the banking system. One of the fundamental differences between the economic school of Islam and other economic schools is the special attention given to the needy, the injured, and the weak sections of the society, and to meet their livelihood needs, humane solutions suitable for human dignity and dignity have been considered. Among these solutions, which have been seriously encouraged and encouraged in the Quran and hadiths, is the granting of interest-free loans and the so-called Qarz Hasan or Qarz al-Hasna, so that the rich Islamic culture has developed spiritual motivations to regulate economic behavior to meet social needs (Hedayati, 1373). is that it surpasses charity in terms of reward; As the Holy Prophet (PBUH) said:

    On the night of Ascension to Heaven, I saw this writing: Charity is rewarded tenfold and loan is rewarded eighteenfold (Al-Najjar et al., 1368).

    In the Islamic banking system, banks meet the needs of their customers with the techniques they have, i.e. the customer after turning to the bank for a loan. and it is here that the bank meets the customer's needs in the form of one of the contracts and after examining through experts and obtaining acceptable documents, it starts granting facilities. A more detailed and detailed investigation is to compare the performance of each of the 12 contracts in different economic sectors compared to other banks, but since this comparison requires a lot of time and scope, therefore, in this research, the effect of the loan facility of Imam Reza Mehr Fund (AS) is investigated in different economic sectors.

    1-2- Statement of the research problem

    In this research, the effort is to show how successful the Mehr Imam Reza Fund (AS) has been in paying its credits or facilities to applicants in different economic sectors, and then the performance of this fund will be compared with other active banks in the province to finally show that the success of the fund in granting banking facilities compared to other banks in the years under consideration How was the comparison? Knowing the results of an organization's performance can be effective in the operation process of that organization in the future. In other words, the feedback of an action can be effective in how to direct and lead that action in the organization.

    This research is important because by using statistics and information and comparing the performance of Mehr Reza Fund in a 7-year period (1985-1991), it can answer the main question of the research that the facilities for providing youth employment in Mehr Imam Reza Fund (AS) compared to other active banks in the province. How successful has it been?

    Since the effects of credit facilities are directly related to economic sectors, therefore, more success in granting facilities means more attention to the economic growth and development of the country, as a result, the ultimate goal of the Mehr Reza Fund is to help and contribute as much as possible to the economy and its growth and prosperity. In order to achieve the main answer, the following questions can be asked. Has Mehr Reza Fund been more successful in granting facilities in the agricultural sector than other banks in the province? 2- Has Mehr Reza Fund been more successful in granting facilities in the industry sector than other banks in the province? 3- Has Mehr Reza Fund been more successful in granting facilities in the housing sector than other banks in the province? 4- Has Mehr Reza Fund been more successful in granting facilities in the service sector than other banks in the province?

    5- Has the Mehr Reza Fund been more successful in providing facilities in the youth marriage sector than other banks in the province?

    6- Has the Mehr Reza Fund been more successful in providing facilities in the depositors sector compared to other banks in the province?

    1-3- The importance and necessity of research

    Knowing the results of an organization's performance can be effective in the future operations of that organization, in other words, the feedback of an action can be used in how to guide and lead. That action is effective in the organization. This research is important because by using statistics and information and comparing the performance of the fund in a 7-year period (85-1991), it can be stated that the system of facilities granted in the Mehr Imam Reza (a.s.) fund compared to other active banks in the province has been successful.

    Since the effects of credit facilities are directly related to economic sectors, therefore, more success in granting facilities means more attention to the economic growth and development of the country. Therefore, the ultimate goal of the fund is to contribute as much as possible to the country's economy and growth and prosperity.

    The discussion of youth employment in our country has been one of the most important issues in the past and leading years, and the Imam Reza Seal Fund (AS) is one of the organizations that strives to create a suitable business environment by granting facilities. which they have granted to their applicants during these years are evaluated in order to measure the success rate of granted facilities. Rather, it is also related to factors such as the chosen plan of the applicant and his effort and perseverance. Due to the importance and necessity of these conditions, Imam Reza Seal Fund has experts to review the proposed plans of the applicants so that the work of granting facilities is done in the best possible way.  

    1-4- The theoretical framework of the research

    The theoretical framework is a model based on which the researcher theorizes about the relationships between the factors that have been identified as important in creating the problem. The theoretical framework of the research should not be the researcher's speech and sometimes it logically originates from the results of previous research on the problem. In many cases, the integration of the researcher's logical beliefs and published research related to the research problem plays a central role in creating a basis for examining the research topic.
