    Field: Geography, rural planning trend

    Abstract

Education is undoubtedly one of the foundations that, by fulfilling its main functions, can be one of the main stakeholders of change and transformation in the direction of development. The purpose of this research is to evaluate educational services according to the population, and the research method was descriptive and analytical. In the course of the research, all the villages in Nanar Dehistan were studied and investigated, and the necessary information was collected by completing the questionnaire. The number and distribution of rural schools, the lack of budget and financial resources of the government, the lack of quality of schools, the negative growth of the student population, the village population and the role of urban schools in the distribution of rural schools are some of the things that emphasize the provision of a suitable location model. The geographic environment of educational services means making available the possibility of appropriate and peaceful education in different educational levels along with providing the necessary tools for education in the most distant places, which are the villages, is one of the important goals that governments are making double efforts to achieve. Kanasar village is one of the areas that is geographically located in the plains of Rasht city. In this district, the existing schools are in a good position in terms of location, but due to the fact that the population of the villages has decreased in recent years, the above schools are less than the standard in terms of the number of students, but they are at a low level in terms of educational facilities and equipment.

Key words: evaluation, educational services, population, Kenar Sar village

    Introduction

Since the 19th century, various theorists have tried to determine the distribution of cities and villages in the places where they are established and clarify their relationships with each other. In the meantime, "Von Tonen", "August Loesch", "Walter Kristaller" and They have expressed theories about the central location. Regarding the determination of optimal locations in the spatial field, various approaches have been developed.

The purpose of all the activities carried out regarding urban and rural systems has been to create balance in the national physical-spatial field in order to achieve sustainable development, and on the other hand, to create order and coordination between the different departments that provide services and facilities and to prevent the wastage of financial and human capital. On the one hand, the optimal and rational distribution of these spaces is one of the important indicators in providing grounds and access to educational facilities for all, and on the other hand, expanding general, technical and professional education, and finally taking steps in a series of dimensions of social justice, as a central goal in the system of the Islamic Republic of Iran. The importance and value of education is not hidden from anyone, and since the cultural and educational system of each society determines its real identity and the level of its growth and development, the evaluation of educational spaces is a special priority. In this regard, the evaluation of educational services according to the population is considered.

The compilation of this thesis is prepared in 5 chapters, including the following chapters:

    Chapter 1

Research Plan 1- Statement of the problem

In the past, the selection and determination of places for the construction of educational spaces was usually based on the daily experiences of individuals, the application of non-specialist opinions of individuals or groups, and construction credits for the construction of schools were made in line with the existing facilities, including the availability of land, which sometimes resulted in wastage of resources, and the existence of a number of unused educational spaces in different provinces of the country is proof of this. It is claimed. The implementation of location planning and basic studies in rural areas can lead resources and facilities to the real needs, and the evaluation of these educational places can be effective in planning new services and educational places and solving problems related to the density of students in certain places. The lack of specialized and skilled manpower and the lack of government construction funds in small villages (less than 20 households) limit the scope for providing services to small villages, so the provision of services, especially educational services to small villages, is based on centralization points and prioritization.UNESCO's research on the educational space location plan that was carried out in Malaysia in 1985 shows that this measure has been very useful and has saved 30% of the total construction budget of education for Malaysia (Qurbani, 1377, p. 4). Kanasar Dehistan of Rasht city has 10 rural points and has educational centers in primary and secondary levels. Considering the population of the village is about 6000 people and the number of students is 360, the question arises whether the above schools are suitable for students. How is Kanar Sar?

1-3- The purpose of the research

This research aims to achieve the following goal:

The general purpose of this research is to investigate the distribution of schools in the villages of Kanar Sar village

    1-4- Research hypothesis

According to the research purpose, the hypothesis of this research are:

1- Educational spaces Kanar Sar Dehistan is not at the optimal level Chapter 2: A review of the research literature - Background of the research - In relation to the location of educational services, many researches have been conducted in the country, which can be accessed by referring to the Research Institute of the Education Organization, some of which are mentioned: - Asaish, Hossein, Rural Planning in Iran, 137, Payam Noor University Publications, in the topic of service concepts and regulations Public services in the villages of Iran (what type of rural services in which villages) using methods and models for determining rural service centers in the theoretical framework of service planning methods.

    - Asaish, Hossein, Rural Planning Workshop, 1380, Payam Noor University Publications, in the topic of optimal distribution patterns of public service centers in villages, he has pointed out the criteria related to education and education and presented models for building schools of three educational levels.

         - Kurdistan Province Education and Training Organization, 1378, locating educational spaces for different academic courses in Kurdistan province, where factors such as village population, villages covered by plains, road type, distance to the center of the village, and the population growth factor are considered. Factors such as the population of the village, the villages covered by plains, the type of road and the distance to the center of the village have been taken into consideration, but in it, the population growth factor of the schools proposed in the villages has been brought up without taking into account.

    - The Research Council of the Education Organization of Gilan Province, 2013, the location of educational spaces needed by the education of Gilan Province in the next ten years, in which the area of ??influence and the amount of population have been used as effective factors in locating.

    2-2 Basics Theoretical

    2-2-1- Central Place Theory

Walter Crystaller's central place theory, which he published in his book in 1933, was not noticed until 1950, but since 1966, after being translated and published in English, it became the basis of urban-regional studies. In Walter Crystaller's theory, two important factors seem to be: A) Threshold of goods and services .

    b) The scope of the market for the sale of goods and services.

Different centers of the residential system are known and explained only through the type and number of functions and services, the amount of employment and population, and the sale of goods and services.
