    Abstract:

    The spatial and physical form of Kiashahr is related to specific and distinct periods. The initial core of the city was formed in the eastern part of the city and below the center of the current city, after that two other parts (Bala Mahaleh and Mian Mahaleh) which are located in the two parts west of the current Sefid Rood River town were formed. In the lower northwest part of the town, the town was formed by Turkish-speaking immigrants, and in the 1970s, a regular and checkered town was formed in the north of Kiashahr city.  During these years, Kiashahr has continued to expand its width towards the east and the physical spatial development process of the city has often been developed towards the north and in these studied years, and in the southern part of the cities, there has been very little development. The main goal of this research was to investigate the spatial-physical development of the port of Kiashahr and to determine the effective factors in the development of the city during these years. The question that arose in this research was the trend and spatial-physical development of Kiashahr port in the last two decades. In the current research, it has been tried to divide and analyze the factors affecting the research problem, and the subject has been addressed with descriptive-analytical method and from the way of emergence. At the end of this research, we come to the conclusion that the growth of the physical spatial development of the city, as predicted in Hadi's plan for the continuation of the city, the port of Kiashahr has continued its current growth from west to east, and more urban development has taken place in the northern part of the city in these years. The suggestions made in this research: correct location of space and activities in the area of ??influence of the city with the help of various geographical, social and economic factors - determination of suitable points for attracting the expansion of Kiashahr port outside the current city body

    1-1- statement of the problem

    cities have gone through many periods of time in their growth and current situation have arrived The cities of Gilan are no exception to this rule. The spatial and physical form of Kiashahr is related to specific and distinct periods and this difference can be seen in all social, economic, political, and physical and spatial dimensions. According to the historical background and the investigations carried out, a relatively accurate transformation of the growth and physical spatial development of the city of Kiashahr in the last two decades can be proposed. It was part of the areas under the command of Sadat Kiai, first it was called Hasan Kiadeh and later it became known as the port of Kiashahr.

    The initial core of the city was formed in the eastern part and at the bottom of the current city center, after that two other parts (Bala Mahaleh and Middle Mahaleh) were formed on the western side of the city where the current Sefidroud River is located. Most of them were Turks, they settled in the lower northwest part of the current neighborhood, and in this way, the Turks of the neighborhood came into being. After that, in the 1970s, an orderly and chess-like town was born in the northeast of the neighborhood, designed in a pre-planned manner. Thus, during the last few years, the spatial development of the city has been completed until today, and the empty spaces in the city due to development are being completed. The physical structure of the city is often to the north and to the south of the agricultural fields. Also, with the increase of construction in the open spaces inside the city and the residential density has increased. Now, with the passage of time and the high speed of urbanization in recent years, the port of Kiashahr has an uneven development as a city. Climatic conditions present themselves.

    From now on, the city is a place consisting of a defined number of city blocks, and they are gathered together by surrounding streets without physical-spatial logical divisions. Therefore, in the case of new measures (newly written comprehensive and detailed plan of the city, it can be used as a tool for population attraction and balanced urban development.

    2- Investigate the role of the national macro-policies of providing suitable development credits for this city to strengthen the foundation of responsible organizations, including the municipality and district administration. The establishment of the rulers of the time has been the port of Kiashahr in different historical periods. It has not been stable in growth and expansion. In a certain period of time, it has reached such a growth that it has been noticed by the Russians (Fisheries Department), which was built by the Russians during the administration of Iranian fisheries, and the type of architecture is also influenced by the Russian architectural culture, and at the same time, the excellence and growth of the city has decreased during the war. We understand this matter so that we can better understand the geographical features of Kiashahr port and the resulting results to find out the reasons for the change in the physical shape of the city, so that with the right measures, we can try to plan properly for the proper growth and development of the city.

    1-6- Research methods and tools

    In this research, it has been tried to divide and analyze the factors affecting the problem under investigation, and the survey method (using calculation and observation techniques, etc.) has been used to obtain information. Subject of study and time period:

    Kiashahr port is located in the Abriz-Safidroud basin, on the shores of the Khazar Sea in Gilan province, in the northern part of Iran, which is adjacent to different Basheerstans from different directions.

    Kiashahr port is connected from the north to the Caspian Sea, from the south to the central part of Astana Ashrafieh, and from the east to Lahijan city, and from the west to Lesht Nasha. Central Asia (Azerbaijan etc.) has special conditions in terms of security, it has a wharf and a harbor and a sea sanitation plan. The time period under study is 1368-1388, and the reason for choosing this period was to compare the spatial and physical development of the city in these years. In this research, the statistical population is the people of the city of Bandar Kiashahr, based on the population census of 2015, N was the value of stack. Development is not a social change, social changes include changes that may be harmful if development is only synonymous with the beneficial aspect of progress to reforms (for example, reforms in the standard of living, adoption of new technology, provision of new institutions, etc.), the effects may not be uniform, and development for one person or group of society does not mean development for another person or group. Therefore, whatever development is planned for the future may face conflicting interests.

    Although economic factors are very important in defining development, but development is more than economic development or economic growth. Development can be defined as a multi-dimensional process which, in addition to economic development, also includes social, political and administrative development processes, and all these processes are related to each other in a complex way. [1]

    To state the concept of development in a general way, the development of a city-state or a region means increasing production, access to infrastructure facilities and services, suitable job opportunities, using new technology, and increasing investment and consumption rates.  [2] Development is comprehensive and sustainable when it covers all areas of life.
