    Abstract

    During the recent years, rural tourism has received serious attention as one of the aspects of rural development all over the world. In this type of tourism, the goal is to identify the various natural and human talents of the villages and develop the factors that cause tourists to enter and use them. Nir city, one of the cities of Ardabil province, can be studied and investigated as one of the aspects of improving the quality of the development of the villages in the border of this city due to its rural tourism potential. For this reason, in this research, an attempt has been made to identify the potentials and limitations of tourism in rural areas by using library sources and studies, field observations and evaluating the opinions of groups involved in tourism. For this purpose, the study area with a specific statistical population was selected and the current situation of the area of ??Nair city was studied and investigated with a descriptive-analytical and applied method. After collecting data and information with the SWOT analysis method, the strengths, weaknesses, opportunities and threats from the point of view of three groups of officials, local people and tourists were investigated and a description of the state of tourism factors in Nair was obtained. To determine the existence of a relationship between the opinions of the three studied groups on the development of rural tourism, Spearman's test was used and the results were generalized to the entire statistical population using the T-Test. The obtained results indicate the existence of potential natural and human resources in the villages of Nair city, and there are also limitations and bottlenecks in order to convert these talents into the actual stage and accelerate the development of rural tourism. The results of Spearman's test showed that there is a significant relationship between the opinions of three groups of officials, local people and tourists in the development of rural tourism, and this relationship made it possible to generalize to the entire statistical population with the T-Test. Therefore, it is argued that Nair city has a high talent for the development of rural tourism. Keywords: rural tourism, tourist attractions, SWOT analysis method, Nair city. Introduction The central part of Nair city is one of the important centers of mineral water and spas in the country due to its geological features, and it contains many hot mineral waters in the corners of this region. On the other hand, artificial attractions such as the lake behind the Yamchi dam have added to the richness of the tourism potential of this city. Although these resources are not planned and exploited as they should be and they are deprived of the poverty of service and welfare facilities and facilities, however, resources such as hot mineral waters of the region have been used for years by the residents of the surrounding villages and in the last few years by passing tourists. In addition to spa and mineral centers and historical and cultural tourism resources, the central part of Nair city also has special recreational potentials, some of which, if their recreational capabilities are realized, can become a favorable space for citizens and tourists to spend their leisure time. In general, it can be said that among the sample tourism areas studied in the central part of Nir city, the sample area of ??Golestan has the function of historical tourism, and the area of ??Yamchi has the function of ecotourism and resort. These sample areas are located with relatively short distances from each other in the administrative-political area of ??Nair city. Despite the many problems in the way of rural development and the lack of necessary potentials for the development of the agricultural sector, the tourism industry can play an effective role in boosting the rural economy and an effective step in the direction of rural development, while considering the strengths and potentials of the region in question, no plan has yet been formulated for the development of rural tourism. Therefore, due to the growing population of cities and the increase in urban problems, as well as the failure of various plans for the development of rural areas, it is necessary to provide new solutions in this field in order to use the potential and actual facilities and abilities of these areas in order to solve some of the problems of the villages in a reasonable manner. In this regard, the development of the tourism industry in rural areas as a new strategy by local communities, political agents and planners, who are considered as important factors in the reform of rural areas, can play a major role in the development of these areas.

    The first part of each research is presented in general. Therefore, first, an overview of the research problem and its questions, as well as the research methodology, will be discussed. The research questions are a set of questions that the researcher tries to answer in his research, and the research assumptions are given next, and then the necessity and importance of the research, the motivation of the research, and the goals of the research are discussed. The objectives of the research are defined in order to answer the questions and assumptions. After that, the research literature and the results and findings obtained from them will be discussed in order to be used to clarify the different aspects of the research. Research methodology is one of the other topics that are discussed in this chapter, and the type of research with data and information collection tools as well as how to analyze these data is introduced and formulated. Finally, the research process is introduced in the form of a diagram and the issues and problems facing it are introduced. 1-1 Statement of the problem Policymakers and planners look at the tourism industry with an industrial approach that brings economic and demographic stability to rural communities, and many also think that tourism development is the solution to many problems that rural areas are plagued with. Therefore, tourism is considered a necessary element to move towards the reform of rural areas, however, what is certain is that, according to the supporters and opponents of development, rural tourism is increasingly considered to be a factor that increases economic power, increases viability in remote areas, stimulates the revitalization of settlements, and also improves the living conditions of rural communities. In many countries, this issue is related to agricultural policies, and it is often a means to protect the environment and rural culture, so it can play an essential role in the development and preservation of the village. Rural tourism, which is more than a century old, is considered one of the most popular forms of tourism today, which has attracted the attention of many by providing attractiveness and creating a desire to use the space and characteristics of the rural environment for tourists, as well as a function to improve and upgrade the economic, socio-cultural and environmental indicators of the host region.

    Nair city, due to the presence of many talents in rural tourism, planning for the development of this industry can be used as a tool to accelerate the development process and reduce The resulting inequalities in this city should be raised. One of the manifestations that can improve the quality of life of the residents of the villages of Nair city is the development of the factors involved in the rural tourism of this city. Nir city is one of the cities of Ardabil province that welcomes many tourists in the summer season. The rural areas of this city are among the rural areas that are natural and historical-cultural such as water treatments, caves, hills and ancient castles. It has many capabilities and potentials to attract domestic and foreign tourists. 1-2 Research Questions According to the contents of the statement of the problem, this research seeks to answer the following basic questions: Question 1: Is there a connection between the development of tourism in Nair City and the increase in tourist attraction? Is it rural?

    The third question: Is there a relationship between the opinions of the residents of the villages of Nair city and the recognition of the tourism potential of this area?

    The fourth question: Is the satisfaction of tourists in Nair city effective in its tourism development? There is a significant relationship between management and culture in the central part of Nair city and the development of rural tourism. Second hypothesis: There is a significant relationship between the existence of natural, infrastructural, managerial and cultural attractions in the central part of Nair city and the development of rural tourism from the point of view of the officials. Third hypothesis: There is a significant relationship between the existence of natural, infrastructure, management and cultural attractions in the central part of Nair city and the development of rural tourism from the point of view of local people. Fourth hypothesis: There is a significant relationship between the satisfaction of tourists entering the central part of Nair city and the development of rural tourism from the point of view of tourists.
