    Introduction

    The emergence of the global village, which has been in existence for several decades, has brought about tremendous changes in matters related to the management and organization of organizations, which unfortunately our country not only did not contribute to its creation, but also did not take an effective step in using the great opportunities and achievements that have arisen. The use of solutions based on information technology has found new dimensions and the major obstacles to the development of integrated information systems with the approach of planning, service delivery and control have been removed. Therefore, there is room for the country's experts, managers and policymakers to pay more attention to the scope, efficiency and greatness of the achievements resulting from the correct and principled application of such solutions and to take long and effective steps towards their application. Construction, urban services, renovation, guilds, income, real estate, control and monitoring of the construction of supervising engineers and the accountability archive of the most advanced technologies in the geographic information systems of the world have been prepared and presented by several active and experienced companies in the mechanization of municipalities in the form of a consortium. It can be said for sure that on the threshold of entering the sixth decade of the information age, the citizen's approach and demands from organizations and service organizations such as municipalities are moving towards this goal of "everywhere, everyone, all the time" and "easier, faster, cheaper" and is being pursued seriously. Information technology and techniques related to it along with comprehensiveness, integration and centralization of organizational knowledge is the best and only possible option to overcome this challenge and reach the superior and outlined goal. Today, the standard of development and competition is around the customer and success in providing and satisfying it. Accordingly, the comprehensive plan of Zahedan Electronic Municipality is being developed in different phases with the aim of providing electronic services and clarifying its mechanism criteria and entering the implementation phase. The integrated municipal system has been designed and implemented with the aim of achieving the automation of the various municipal units of the country and covering the three levels of the urban information pyramid, executive, management and policy-making levels and citizens.

    Electronic development means the power and ability to accept, use and apply information technology and its applications in different human societies, and there are several factors for the measurement and electronic development of the desired societies, which need to be carefully evaluated. are currently benefiting from the possibilities of this technology.

    Statement of the problem

    "Electronic government", "Electronic city", "Electronic municipality" are among the concepts that have received public attention in recent years. E-government plans have not been introduced. Municipality is an organization that is responsible for organizing and managing the affairs of the city. These matters include all matters related to construction, transportation and traffic, cleaning, green space, etc. will be In fact, the municipality is a set of mechanisms related and involved with the city and urbanization, the purpose of which is to provide and meet the material and spiritual needs of the citizens. Municipalities are one of the most important elements of government institutions, which are in a way the most communication of people in the fields of government affairs with this organization, in this sense, it is a good communication bridge between citizens and the government body and provides the possibility of people's participation in urban management processes. Electronic municipality is one of the main foundations of the electronic city, and the review of the electronic development of municipalities shows the ability to evaluate that municipality to provide services online 7 days a week, in order to achieve these goals, parameters such as communication channels People, the most important informational needs of the people in different groups are considered.

    In this title, the researcher studies the foundations of the establishment and development of electronic municipality in Zahedan with a modeling approach that is done privately and in a specific place.

    One of the basic foundations of the establishment of electronic municipality is the creation of infrastructure and feasibility assessment, which is based on statistics and figures from various organizations, which are sometimes correct.

    One of the ideal ways to determine the framework of a project or research plan is to clarify that plan in the majority of an initial question or research question, in which the researcher reveals what he wants to express, and this question should be expressed scientifically and clearly.

    In today's world, which is increasingly moving towards mechanization, face-to-face and direct relationships can no longer answer our problems, and in today's cities, we are facing an increase in population and as a result, an increase in urban traffic. Also, the bureaucratic methods of the past and previous paper games cannot be the right method to deal with the citizens' administrative work. (Enaamzadeh, 2015)

    Important organizations such as municipalities in big cities, which are considered to be the beating heart of the city, should give up previous bureaucratic methods and enter the electronic and virtual world, a world where activities are carried out faster and more reliably, and there is no need for population density in the physical world. Dozens of problems that we face every day in large offices and organizations have found a solution, and the best solution is to create virtual organizations that reduce the mentioned problems and even lead to the improvement of the work process. In order to reduce many urban problems, including traffic, environmental pollution, and heavy costs caused by the unnecessary traffic of the country's citizens, in the not too distant future, all municipal services must be received through the Internet and electronic databases of this institution, this action itself is one of the steps that can be effective in the path of creating electronic government.

    Electronic municipality is a virtual organization that uses information technology to provide its services in the field of municipal duties in a fast, accessible and safe manner. It provides citizens and its services are available 24 hours a day regardless of time and place in the city.

    Considering that no research has been done in this field so far, in order to expertly examine the issue, the necessity of conducting this research is felt. Prevention of possible losses, the causes of success and failure of the municipality in providing services electronically, should be expertly examined and new solutions should be provided for the successful progress of providing electronic services and advancing the goals. It is a research site of Zahedan Municipality.
