    Abstract:

    The aim of this research is to identify the effective factors in reducing administrative corruption through improving the organizational structure in government organizations and then it tries to provide appropriate solutions to reduce administrative corruption in the Melli Bank of Iran. The present research examines the question whether formality, complexity and concentration are effective on the level of administrative corruption.

    After studying the research conducted in the field of corruption and organizational structure inside and outside the country, as well as negotiating with experts and managers of the National Bank of Iran, the factors affecting administrative corruption have been identified and categorized into seven conceptual groups. In the next step, the structural factors affecting the organizational structure were evaluated with survey research. The statistical population in this research consists of employees of the National Bank of Iran at the level of headquarters and branches in Tehran. The sampling method of the research is simple random and the sample size is 246 employees. In order to analyze the data, various statistical tests have been used including: mean test, one-way analysis of variance and reliability.

    The research findings show that the factors of high formality, vertical complexity and high concentration and the unstable external environment of the organization cause the occurrence of administrative corruption and the effective use of modern technology, the high level of organizational culture and the high level of organizational culture. And paying attention to human resources is effective in reducing the corruption of the employees working in the National Bank of Iran.

    Introduction:

    According to most thinkers, corruption is an undeniable disease in all governments and the beginning of corrupt practices is not related to the present but its history is as old as the world. Therefore, corruption is as old as the concept of government. (Rabi'i, 1383, 15) The study of the history of ancient civilizations also shows that corruption in human societies is as old as civilization and is still one of the problems affecting the countries of the world. Corruption has caused many disturbances for human societies and successive wars, violence and uprising against ruling civilizations, destruction of organizations and disintegration of societies have always been caused by corruption. In general, corruption, along with other factors, has been an important factor in the collapse of civilizations. Throughout the ages, there has always been an inverse relationship between the right and wrong use of power and the realm of corruption, and when power was used optimally, the amount of corruption decreased. Today, the emphasis of different countries to prevent corruption on the three main pillars of employee training, selection of people based on merit, and finally reforming operational systems and mechanizing it, has made the fight against corruption take its principled and scientific form. International surveys show that the more corrupt a country is, the more difficult it is to do business there, and the economic activists face more obstacles. In this regard, examining the various aspects of administrative corruption can help to understand this issue and provide a new perspective on the problem of administrative corruption in organizations, and can contribute significantly to the internal and external relations of employees. This research will be organized in search of the answer to the question of what is the appropriate organizational structure to reduce administrative corruption. According to the research classification, this research is based on the purpose, exploratory and developmental, based on the method of data collection (research method), descriptive survey research, and based on the location of the study, it is a field type study that collected information in the community of senior managers and experts of the National Bank of Iran. The research findings show that the above factors are The formality, vertical complexity, high concentration and unstable external environment of the organization are the cause of the emergence of administrative corruption, and the effective use of modern technology, the high level of organizational culture and the high level of organizational culture and attention to human resources are effective in reducing the corruption of the employees working in the National Bank of Iran. Chapter 1: The necessity and generalities of the research Different dimensions of organizational structure and corruption are concerned that improving and reforming the structure of organizations is necessary to reduce administrative corruption in current organizations. Experiences gained from different countries show that corruption is complex, hidden and diverse. Therefore, the fight against it should be continuous, long and complex.The term administrative corruption, which is used against administrative health, has attracted the attention of various thinkers and experts for a long time, and the common denominator of most of the definitions presented about corruption in government institutions can be considered as bribery and abuse of job positions for personal gain.     Since administrative corruption can have a great impact on the development of organizations and due to the importance of proper organizational structure as one of the most important factors in preventing the occurrence of administrative corruption, but it has not been seriously addressed so far, this study tries to highlight the role of proper organizational structure, to create a foundation for increasing the knowledge of managers of organizations and companies in order to prevent the occurrence of an undesirable phenomenon called administrative corruption.

    In this chapter, for a general introduction Reader, the topic of the research, the main problem of the research, the research method, the necessity and importance of the research, the collection of data and the general scheme and the research plan are stated in general and briefly. Studies show that there are effective factors in reducing corruption, such as: culture, technology, organizational structure, etc.

    In this research, the relationship between organizational structure and administrative corruption is examined, and finally, the best organizational structure suitable for reducing administrative corruption is suggested. Most previous studies have examined external and individual factors and their relationship with corruption, and few studies have been conducted in the field of organizational factors. Our studies showed that cultural factors and information technology are organizational factors that have been studied in several cases. This research has examined another aspect of organizational factors called structure, which has not been observed in this field. Organizational structure specifies how tasks are assigned, who reports to whom, and formal coordination mechanisms as well as interaction patterns that must be followed. We define the structure[1] as one of the components of the organization that consists of the element of complexity[2], formality[3] and concentration[4]. "Complexity" shows the limits of separation within the organization. It also mentions the degree of specialization, division of labor and the number of levels in the organizational hierarchy and specifies the extent to which the organizational units are geographically dispersed. Of course, complexity is a relative term. The extent to which an organization relies on rules, regulations, and procedures to guide the behavior of its employees is called "formality." Centralization refers to where decision-making authority is concentrated. In some organizations, decision-making is highly centralized. Issues and problems are transferred to the top of the organizational pyramid and senior executive managers choose the appropriate action to solve them. According to the definition of the World Bank and Transparency International, corruption is the abuse of government authority (public power) for personal gain (private). This definition is generally agreed upon in the world and it is implicitly assumed that there are sets of codified administrative rules and regulations that determine the framework of authorized administrative activities. Any administrative behavior that contradicts these laws and involves personal gain is considered administrative corruption. Corruption in society is relative and is defined by the value system of each society. In this research, we try to find the best strategy for designing a suitable organizational structure to reduce administrative corruption in Iranian organizations.

    The main question of the research:

    What are the appropriate organizational structures that lead to the reduction of administrative corruption?

    Sub-questions:

    To what extent is the complexity of the organization related to the reduction of administrative corruption?

    To what extent is the formality of the organization related to the reduction Is administrative corruption related?

    To what extent is the organization's focus related to the reduction of administrative corruption?

     

     

    After reviewing and reviewing the literature and the opinions of experts and company managers, a framework for identification is designed in the third chapter, which has seven dimensions. Therefore, seven main questions and thirty-nine sub-questions are examined.
