    Abstract

    Rural spaces are part of human societies and sustainable and integrated national development is aimed at sustainable development at the regional, urban and rural levels. In this regard, the second, third, and fourth economic, social, and cultural development plans have made rural development one of its goals, and to achieve it, one of the implementation solutions has considered the issuance of a document for rural areas. The document is issued based on the collective demand of the villagers and the drawing of the village's segregation map with registration specifications, boundary demarcation and determination of the legal ownership of the properties. The present research is descriptive-analytical in terms of its practical purpose and the basis of its method. The statistical population of this research includes the villages in the central part of Rasht city, for which certificates were issued during 1375-90, and according to this, 20 villages from the total number of villages in the central part of Rasht city have benefited from this advantage, and according to the topic of the research, the villages that have been selected since the issuance of their certificates about 5 years ago, which includes 10 villages. The sample size was determined by using Morgan's standardized table of 375 questionnaires and by random sampling - their distribution quotas. The research variables include the issuance of ownership documents as independent variables and economic, social, physical and managerial effects as dependent variables. Also, in this research, the validity of the questionnaire was obtained through the opinion of specialists and experts, and the reliability of the questionnaire was obtained using Cronbach's alpha test in the economic, social, physical and managerial effects section. The results of this research indicate that the issuance of documents for rural areas has been successful in terms of economic, social and physical aspects of the residents of rural areas and has brought good results. This plan also includes the set of legal and technical activities for the preparation and preparation of documents and maps necessary for the issuance of documents for rural places.     Introduction

    Land ownership has always been one of the most important means of gaining power in the villages of Iran. Although the socio-economic developments of the 40s and 50s caused the structure of ownership to change from large-scale ownership to small-scale ownership, still, along with the economic value, the socio-political value of land has a special place in the villages. In our country, although paying attention to the determination of ownership and issuance of the document officially has a history of 75 years, but in this respect, the rural society lags behind the urban society of the country in this respect, as in other aspects, so that until recent years, the issuance of the common ownership document for the villages has caused the majority of rural places not to benefit from the official ownership document. This situation has not only caused a decrease in the mental-psychological attachment of the villagers to their hometown (due to the gap between urban and rural life), but also the level of the villagers' enjoyment of facilities and . .

    Therefore, paying attention to the stabilization of ownership and issuing a legal document to reduce the gap between urban and rural life has become particularly important. As the government of the Islamic Republic of Iran has put the program of issuing documents for rural places through the Islamic Revolution Housing Foundation and the country's registration and documents organization from the second program of the country's economic, social and cultural development. What are the requirements and objectives of issuing documents for rural places?

    Chapter 5: Discussion, conclusions and answers to assumptions. 

    Balanced and sustainable development is the need of all human societies.. In order to achieve such a development, the needs and conditions of each human society in material and spiritual dimensions should be identified and corresponding implementation solutions should be provided. Rural spaces are a part of these human societies, and sustainable and integrated national development is aimed at sustainable development at the regional, urban and rural levels. In this regard, the second, third, and fourth economic, social, and cultural development plans have made rural development one of its goals, and to achieve it, one of the implementation solutions has considered the issuance of a document for rural areas. Because land is the main source of treasures and material wealth, and it is economically valuable and has many uses, including the construction of buildings to meet the needs of human societies. Based on this, rural houses and places are one of the capital resources of rural communities, whose owner needs to feel secure about his property from a legal point of view, relying on the law. On the other hand, the need for land information as a basis for the development and control of land resources prioritizes having a birth certificate for each unit.

    Islamic Revolution Housing Foundation, according to goals such as: delimiting the boundaries and formalizing the ownership of the residents of the villages, increasing the motivation for the sustainability of living in the village, developing a well-planned and well-planned physical development, and making more appropriate use of the villagers from government institutions for investment, and finally, creating judicial security with the cooperation of the registration office. Real Estate Documents has prepared and implemented the plan to issue documents for rural areas in the country. According to this, by the end of 2011, about two million seven hundred thousand volumes of rural documents have been issued in the country. The implementation of this plan at the level of villages has had effects and reflections in various socio-economic, physical and management dimensions, among which the most important ones can be mentioned: 1) giving identity to private property 2) reducing problems, especially social clashes and conflicts related to land 3) attracting financial facilities in villages 4) physical and planning-based expansion 5) improving the quality of rural housing 6) promoting the status of local institutions. In fact, the issuance of the document has established social justice at the national, local, and regional levels, and all the above issues have had an impact on the development of villages. The central part of Rasht city is located between 49 degrees and 27 minutes to 49 degrees and 41 minutes of longitude and 37 degrees and zero minutes to 37 degrees and 23 minutes of latitude. In terms of natural location, the central part of Rasht has the location of swamps and foothills. Anzali lagoon is located in the northwest and Lakan heights are located in the south of this sector. For this purpose, the relationship between the population in the plains of this part is more than in the foothills. Therefore, this research aims to investigate the effects of issuance of documents and its role in the development of the rural areas of the central part of Rasht city and to answer the main question that to what extent has the issuance of documents in the rural areas of the central part of Rasht city affected the development of these areas? 1-2. Importance and necessity of research

    The program of documenting the properties located within the village boundaries in order to delimit the limits and formalize the residential, administrative, service, commercial and other land properties located in the residential context of the village is implemented in order to create incentives for continued residence and investment in the direction of physical development. In order to formalize the ownership of the villagers and the possibility of public and private investment in exchange for a sure bond, as well as sustainable development in the country's villages, he urged the government to approve the aforementioned plan in the second 5-year development plan with the mutual cooperation of the Housing Foundation and the Document Registration Organization. In this regard, the country's Real Estate and Deeds Registration Organization carries out most of the work related to the legal laws of ownership, and the Islamic Revolution Housing Foundation has been selected as the implementer of the project with mapping equipment that is mostly concentrated in the villages, such as the transfer of residential land, the plan for the relocation of villagers due to natural disasters, and the distribution of rural housing improvement loans. Send to the registry office. The registration office issues an official ownership certificate to all villagers based on the residential foundation map.
