    Title: The influence of ethnic groups on the Islamic Council elections in the last three terms of West Gilan

    Abstract

    The present study, titled the influence of ethnic groups on the Islamic Council elections in the last three terms of West Gilan, was carried out in the cities of Astara, Talesh, Masal, Razvanshahr, Foman, Shaft and Soumesara, and the relationship between the population of ethnic groups living in the cities of West Gilan and also the ethnicity of the candidates with the probability of the candidates winning the elections. The test plant was placed. However, the assignment of a person to a tribe is not the only influencing factor in getting elected and voting, but the personal, social characteristics and individual influence and influence of the person at the community level are also other factors in the matter of selection. The results of the research findings show that the selection of parliamentarians in the last three periods in West Gilan has been in accordance with the ethnicity of the candidates as well as the ethnic population, and tribal tendencies and prejudices in the past periods and elections are the main and major factors for the selection of representatives in political participation in West Gilan cities. This means that citizens and members of the society still do not think of a benefit for themselves beyond the benefits of the nation and tribe.  In fact, the society has not reached the point where they are relieved about ethnic motivations and go for more long-term motivations.

    Introduction

    Elections as a political behavior show a level of political participation in which every society and every individual in the society participates based on their political understanding in the geographical environment for support, reform and change and leaves a part of the people's will to the government in managing affairs. In this process, effective factors such as different ethnic groups are involved, and with a more detailed understanding of the resident ethnic groups, it is possible to examine various effective factors in the election results, including factors affecting the behavior of voters.  This factor leaves different effects on the election results at different times and places, and its investigation and identification will be useful for both the country's political rulers and political parties and groups, and its results can be used in future election planning.  Therefore, considering the role and importance of holding elections in a society and the effect of the votes of ethnic groups on their fate and their country, conducting such research that examines the impact of various elements on elections can provide conditions for voters, elected officials and election organizers to operate with more knowledge and information about the geography of elections in different areas. Therefore, according to the theoretical foundations, the following objectives were selected.

    Examination of the relationship between the population of ethnic groups living in the western cities of Gilan and the probability of the candidates winning the elections.

    Examination of the relationship between the victory of the candidates in the last three terms of the Islamic Council and their ethnicity. 

    In order to collect data, the library method and documentary and field research were used. The required information was also collected by studying texts, articles, books, maps and internet sites and using the phishing method around the topic under discussion, and after collecting the information through collection tools, the raw data was analyzed and appropriate descriptive statistical methods were used to analyze the information according to the nature of the data.

    The results showed that the majority of ethnic groups living in each city is different, for example, in Astara city, the most ethnic groups belong to the Turks (70 percent) and The Talash people are in the minority with 27%, and the rest of the ethnic groups will never be able to compete with the Turks and the Talash in the elections.

    In Talash city, the situation is reversed, in other words, the population of the Talash people reaches 70% and the Turks decrease to 25%. This situation in Masal city, which is located in the same electoral area as Talash city, is more strongly in favor of the Talash people, so that 93% of these tribes make up Talash. However, in Razvanshahr city, which is located in the electoral area of ??Talesh and Masal, it is facing a significant decrease, and the population of Talesh tribe reaches 58%, and on the contrary, Gilak tribes with 25%, Turks with 15%.This situation turns the scales in favor of Talshan and Talash candidates and leaves the Turkish and Gilak ethnic groups wishing to elect a candidate for parliament.

    This situation is the opposite in Foman and Shaft counties, which are located in the same electoral district, with the explanation that 63% of Foman residents are from the Talshan tribe and 35% are from the Gilak tribe, but on the contrary, in Shaft city, 58% are from the Gilak tribe and 41% are from the Talash tribe. This makes the difference between the two cities a challenge in choosing a representative, and electoral tricks should choose the desired candidate.

    However, in Soumesara city, 70% are Gilaks, 15% are Turks, and 11% are Talshans. In this way, in this city, Kafe is towards the Gilak tribe and the winning candidate should most likely be from the Gilak tribe.

    However, the assignment of a person to a tribe is not the only influencing factor in getting elected and voting, but personal, social characteristics and individual influence and the influence of the person himself at the community level are also other factors in the selection process. 

    But the results show to what extent the clans played a role in the decisions, and this means that the citizens and members of the society still do not imagine a benefit for themselves beyond the interests of the tribe and tribe.  In fact, the society has not reached the point where they are relieved about ethnic motivations and go for more long-term motivations. 

    Therefore, according to the findings of the research, it can be said that there is a direct relationship between the population of ethnic groups living in the western cities of Gilan and the probability of the candidates winning the elections.

    The analysis of the second hypothesis also shows that the election of MPs in the last three terms in western Gilan has been consistent with their ethnicity. In this way, the Turkish representatives in Astara city and in Talesh, Rezvanshahr and Masal cities, as well as Fuman and Sheft, Talesh representatives have won the elections.  The reverse example of this issue has happened in the electoral district of Soumesara city as well as Foman and Shaft, so that Mr. Delkhosh with Fars ethnicity has won in a city where the majority are Gilaks, which can also be due to his government positions in the governorship of Soumesara city and the governorate of Gilan. And also in the 8th period, when Mr. Mirzaei got the highest number of votes, he is from the Gilak race, who was able to win the election based on electoral tricks and popular excitement in the city. The results of the research findings show that tribal tendencies and prejudices in the past periods and elections were the main and most important factors for choosing a representative in political participation in the cities of West Gilan, although other factors cannot be denied. Therefore, from the total of the research findings, it can be seen that there is a direct relationship between the victory of the candidates in the last three periods of the Islamic Council and their ethnicity, and the above hypothesis is confirmed.
