Abstract
In this research, the changes in urban land use in Tabriz Region Three Municipality (comparison of new and old detailed plan) have been investigated. The statistical population consists of the municipality of Seh Kalanshahr of Tabriz. This research is considered to be an applied type of research, and to collect theoretical foundations, data collection was done using the library method and municipal documents of the third region. Descriptive statistical tests have also been used to answer the research questions. The results show that the most changes of use are in the residential sector and the least changes are in the use of urban-service equipment.

Human life on the planet, especially since the time when man achieved technology, became the source of huge changes on the surface of the earth (Gant & etal, 2011, 270). Today, urbanization and urban development is one of the special phenomena. The rapid growth of cities and its surpassing the capabilities and resources of city managers has turned the provision of appropriate city services into a huge challenge for city managers. Developments such as population density, the difficulty of commuting in urban environments, air pollution and social insecurity, etc. There are some problems that have occupied the minds of experts and experts in different fields. One of the developments that can be mentioned in the field of urban management is land use changes, which, regardless of the potential and capabilities of land, have very negative and irreparable effects such as changes in vegetation, increase in barren and plowed land, cutting down forest trees, transformation and destruction of land, increase in the process of desertification, pollution of water and biological resources, etc. (Mosaei et al., 1389, 77). Based on this, several factors including; The lack of necessary infrastructure, the influx of population into cities, the weakness of urban plans and the lack of efficient urban management have caused disorder in the use of urban land and brought an unsafe atmosphere to citizens and endangered sustainable urban development (Azeimi, 2007, 39). Therefore, the purpose of this chapter is to provide a general view of the research topic to the reader. The content of this chapter is compiled in a classic way and includes issues such as statement of the problem, importance and necessity of research, research objectives, application of research results, research questions, scope of research, aspect of research innovation, limitations of research, definitions of research words and research structure. It examines how to use, distribute, protect, spatial-spatial organization of urban activities and functions based on the wants and needs of the urban society. Today, due to the disorderly physical growth of cities and imbalance in existing land uses, and on the other hand, for the qualitative improvement of urbanization and balancing and organizing and optimizing land uses, city lands are of great importance (Piran, 2013, 25). In many developed countries, urban lands have a close relationship with open space and cultural-artistic functions, leisure and tourism, which, due to their suitable physical-spatial conditions, play an important role in strengthening civic life and collective memories of citizens (Catanese, 1988, 24). If we accept by referring to many discussions and studies of urban science that the land of the city is the most important and effective factor in the quantity and functional quality of any city, these questions are raised: How should urban uses be? What features does it have? What are its problems and potentials? What is the relationship between the development of the whole city and the characteristics of the city's lands? And what plans should be prepared for its future? (Jieying & et al, 2006, 70). Today, urban lands, especially in the third world countries, are facing various problems due to the multiplicity of their roles and functions, hence due to the complications caused by the growth of urbanization, such as population concentration, occupying new lands, the development of machine transportation, and new requirements have arisen regarding the way to divide urban lands (Hakmatnia, 2009, 85). The first action in the field of land separation is related to the development of regulations for land division, which is mostly related to engineering and the development of property registration regulations, and it gradually became associated with economic, social goals and planning principles (Baratali Khakpour et al., 2016, 45).
The correct use and preparation of land is the main goal of land use planning.But land use planning, first to the physical environment and then to the location of industrial, residential and other activities. deals with each other (Bahreini, 1377, 27). The issue of land and how to use it has always been the main issue and platform of urban planning and in fact it determines the final fate of the urban development plan and monitoring the way land is used, and it is always one of the physical socio-economic issues in contemporary urbanization (Hashemzadeh Homayouni, 1379, 713). The land use plan is a proposal for the future use of land and urban structure that incorporates all the principles, hypotheses and results of previous studies and has important social, economic and physical tools that not only have many effects on investors and public and private decisions, but also play an important role in the rate of urban growth and the useful physical quality of the city (Peijun & et al, 2010, 926). In general, urban land use specifies all types of urban activities such as residential, therapeutic, educational, administrative, roads, passages and the like and the changes made in land use (Shia, 1380, 120). According to the above topics, it seems that the study of the usage process in order to correctly understand the changes that have occurred in the urban usages, which are mostly due to the growth and development of the urban population, is of particular importance; On the other hand, in recent years, various plans have been presented in order to specify urban uses, among which we can refer to the detailed plan; But these plans have not been fully implemented due to some reasons. Based on this, the researcher is looking for an analysis of land use changes in the three cities of Tabriz region in the new detailed plan compared to the old detailed plan.
Importance and necessity of the topic
Popular changes have caused changes in economic activities and are considered the starting point of land use changes (Mehrabi, 2009, 82). In fact, indiscriminate exploitation, incorrect changes in land use, and human intervention in the fields of natural resources add to the disruption of regional balances day by day. In recent decades, we have seen the change of land use in many cities, which has been formed under the influence of various factors, for example, in abandoned lands, areas of pastures have turned into residential areas and villa construction (Rahadari, 2015, 25). Land use has always been one of the most important factors through which humans have affected their environment, and historically, the most important change in land use that humans have made has been the destruction of forests and their conversion to agricultural lands and settlements (Delir et al., 2016, 67). City growth has led to land use and land cover changes in many regions around the world, especially in developing countries. Also, unprecedented population growth along with development activities without prior planning lead to damage to agricultural and recreational lands. has been Urban land use changes are caused by human forces as a result of human occupation of the environment, which has made it a necessity to recognize these changes (Chang, 2007, 22). Today, urban land use is one of the basic concepts of urban planning knowledge and in fact the foundation of its formation, and it is so important that some urban planners in advanced countries consider it equal to urban planning (Hossein Radeh and Maleki, 2016, 62). Urban land use survey studies how to use, distribute, protect, spatially organize urban activities and functions based on the needs of urban society (Baybordi et al., 2014, 20). Also, with the expansion of urbanization and the growth of urban and regional planning, this concept has a special place in the form of: land preparation, physical, comprehensive, structural-strategic and detailed plans. Therefore, considering the fact that monitoring and managing urban land use is one of the most important parts of urban management duties; It seems necessary to examine and analyze how the process of urban land use changes in the new detailed plan compared to the old detailed plan.

1-4-1) The current state of urban land use in the three municipal areas of Tabriz region in order to investigate the discrepancies with the proposals of the new detailed plan;
1-4-2) Investigating the urban land uses proposed by the detailed plan. New;
1-4-3) Studying the changes in urban land use of the new and old detailed plan in relation to each other in Tabriz District Three Municipality.
