    Introduction

However, with the development of mobile phone services in Iran and the increase in the number of different operator lines, new social and cultural issues have plagued the society. A communication tool has various destructive or constructive aspects in society, the positive or negative of which is somehow related to the mutual effect of the amount of dominance and information entry through this tool. Meanwhile, the number of mobile phone users in the country has reached more than 46 million people, which is considered one of the most important achievements of the 9th government. It should be seen as a window of hope for the Iranian society to enter the world of communication and information technology, but the small increase of this means of communication, regardless of any cultural background of the society, can be considered the source of many cultural and social harms that directly or indirectly threaten the personal and social life of all people. At the same time, nowadays, due to the wide complexities of social and administrative relations, the use of mobile phones as one of the most popular means of communication should be taken advantage of and opportunities which is created by it and think of a solution for its threats.

Of course, we should not forget that every new technology that emerges is far from the system of beliefs, opinions and culture of the people of a society, and the emergence of mobile phones in our country is not an exception to this. For this reason, in the context of how to adapt it to human systems, we must try to create a kind of reconciliation between the unbridledness of technology and cultural authenticity and the beliefs of the society, and this process of reconciliation is actually the culture building that should be formed in our country as well.

This is while the important task of culture-building is not only considered as the general duty of all relevant organizations and institutions, but each and every person in the society must take steps and take actions in the field of promoting the culture of using this means of communication.

But in any case, solutions to vaccinate society against today's technologies must be done, and delaying this action is better than forgetting it under any circumstances.

    1-1 statement of the problem

Nowadays, there is no escaping new technologies, but the issue that is raised in the meantime is that technologies also bring harm in addition to the benefits associated with them. Mobile phone as one of the newly emerging phenomena of the digital and electronic age is not excluded from this.

This communication device, like other new technologies such as satellite and internet, in addition to having very positive aspects, has negative and unethical effects, and ignoring the negative effects of using this device can have irreparable consequences.

At the same time, due to the ever-increasing growth of technologies, the possibility that mobile phones will become exposed to other new and more advanced capabilities in the future is not far-fetched and unforeseeable, as with the activation of mobile phone information package radio services, bank payments (mobile banking) through this communication device, access to information through connection to the global Internet network are clear examples of the use of this communication device, which in a way changes the individual and collective behavior of people in society. It is effective and the constant use of the mobile phone and turning this device into a tool for daily affairs creates new patterns in social behaviors. On the other hand, in our culture, it is usually customary to express any words that cannot be said face-to-face to another person through a phone call. Public is another issue that often causes harassment to other people and sometimes provokes people's protest.

Inappropriate ringing, speaking suddenly and loudly, etc. It often causes resentment to others and can be discussed in the form of a behavioral abnormality.

On the other hand, excessive and unnecessary use of mobile phones creates stress and mental distress for the user. These disorders are to such an extent that a kind of mental and neurological illness is defined based on it. Also, sending too many text messages is followed by a kind of obsession and mental disorder, which unfortunately has become very common among Iranian teenage users, and sending advertising messages to subscribers at different hours of the day and night is one of the other things that have caused many people to protest. It becomes so that these incorrect uses occur in various fields and the attempt to create legal, judicial, moral or social obstacles against them does not lead anywhere.

It seems that the opportunities that technology presents to the offenders for abuse are always one step ahead of the preventive laws. The most important experience of our society in this field is related to the misuse of mobile phones with cameras, which are used to reveal and spread the personal issues of individuals, which are considered as privacy in the collective custom and ethics. For this purpose, this research investigates these factors and aims to provide a suitable solution. So that maybe with the help of responsible and related institutions, it can take a step towards organizing and take the direction of these social challenges.

    1-2 Importance of research

Today, the mobile phone has become a part of people's identity, especially teenagers and younger people who consider the personal and privateness of the contact line and the contents of the phone's memory as a symbol of independence

. In fact, today the mobile phone is a strong and unique archive that reveals the knowledge, communication ability and access to up-to-date information.

There is no doubt that using a mobile phone at some point in time was considered a way of cooking and a kind of fashion; But today, its general use among different strata has caused the mobile phone to become an efficient and necessary tool for everyday affairs.   For this reason, he looked for the fashionable and innovative aspects of this communication product in new models of mobile phones and some of its advanced applications.
