    Abstract

    Hadi village project is one of the rural development projects that can play a fundamental and infrastructure role in the development of all aspects of rural areas. Using its potentials and capabilities, this project can become the basis for improving public and welfare facilities such as the renovation of rural housing, newly constructed roads, residential privacy, and improving the quality of life of villagers and increasing their participation. One of the important measures that can help to strengthen and sustain the works of such projects is to examine the effects of their implementation and evaluation. Therefore, according to the process of preparation and implementation of these plans at the level of Gilan province, the evaluation of their effects is an important issue that can lead to the knowledge of the views and opinions of experts, identify the strengths and weaknesses of rural development plans and programs. The research method is descriptive-analytical and data collection was done in library and field. The statistical population was the villages of the central part of Rasht city, which were implemented in two groups with a guide plan and one with a guide plan, and then 4 villages were selected from each group according to the population ranking as a probability sample. Then, using Morgan's table, the number of statistical samples was determined, and according to the population ratio, it was divided between the studied villages and the share of each village was determined. In total, 387 selected statistical samples were used in the research. The obtained data were analyzed using t-test, Mann-Whitney and regression. The results showed that the implementation of the Hadi project had a positive and significant impact only on the economic dimension of the quality of life in the villages of the central part of Rasht city, but it did not have a significant impact on the social, physical and environmental dimensions. During the research, it was found that the awareness of the villagers about the implementation of the Hadi plan is a positive step in improving the quality of life, and the quality of life is different in the villages with the Hadi plan implemented and the villages with the Hadi plan.

    Introduction

    The village and rural living in Iran have a special place and importance and lack of attention To rural spaces in terms of environmental data and powerful human resources can hinder the progress and prosperity of villages and even cities. As it is clear, in order to achieve national development, we have to plan and develop rural areas with multi-faceted goals. Now we need detailed planning to solve the problems of villages and villagers and to protect the environment so that we can use these potential funds properly. it ended The purpose of the formation of these institutions is to reduce the social and economic inequalities resulting from the implementation of the construction programs of the Pahlavi period, to remove deprivation from rural areas. has been Unlike the past development programs that followed the pattern of economic growth, after the revolution, rural development measures based on patterns of responding to basic needs were formed with the aim of establishing social justice and redistributing resources and amenities. Among these institutions that came into existence based on justice-seeking values, we can mention the Housing Foundation of the Islamic Revolution, which, with special attention to the housing of the disadvantaged, especially the villagers, prepared a guiding plan to take a path towards the spatial-physical development of the villages.

    Rural spaces in our country, as a spatial-spatial reality, are the result of the interaction of different ecological, social, cultural, political and physical components (Azkia and Ghafari, 1383, 47). Since the Hadi plan is considered one of the most important and effective rural development plans in the country, it can be called as a fundamental step in the direction of being effective in the development of social, economic, environmental and physical goals. On the other hand, the unguided physical growth of villages has led to the formation of an uneven landscape of residential areas, which lacks proper physical-spatial relationships and links within rural areas.. Forgetting physical-spatial management and neglecting the role of rural centers in the economic and social developments of the country has resulted in unfamiliar physical changes as well as cultural and social confusion along with the inability to play a proper spatial and economic role in the country's villages (Saeidi, 1383, 16). The theoretical reasoning and experimental findings of researchers show that the health and well-being of the place where people live affects the personality dimensions and individual characteristics of people (Mitchell & et al, 2000, 72). According to researches, the deprivation of necessary local services and the lack of environmental conditions in people's places of residence lead to an increase in crime and pollution of the environment and a decrease in opportunities for a better life for people (Stafford and Marmot, 2003, 60).  Meanwhile, nowadays, one of the most important structural elements of the development of rural settlements in order to support the rural poor and reduce the vulnerability of rural areas is to pay special attention to the dimensions of social, economic and environmental human activities in the mentioned areas. In this sense, the physical elements of rural settlements include housing, safe environment, public services, infrastructure services, and land use, which consider material support and improving the quality of life of rural people (Pour Taheri et al., 2010, 22). 

    Now, with regard to the preparation and implementation of the Hadi plan in the villages of our country, the development and expansion of rural areas, a question arises as to whether the implementation of the Hadi plan has been effective in improving the quality of life of the villagers? And in this research, an attempt has been made to answer the question in the central part of Rasht city.

    The present research has been carried out in five chapters:

    Chapter 1) Research design: In this chapter, in addition to stating the problem and the necessity of the research, the objectives of the research have been stated, and after formulating the hypotheses and the type of research method, research concepts and words have been stated. The concepts of participation and issues related to the participation and expression of opinions of experts have been discussed.

    Chapter 3 (geographic features of the study area): In this chapter, the natural, human and economic characteristics of the study area are discussed. The chapter examines the four hypotheses of this research and presents the results and suggestions. 1-1-Statement of the problem The Hadi project is the first and most important national organized effort to spatially organize the country's villages and promote and improve rural development management. Hadi Rural Plan is one of the rural development plans that plays a fundamental role in the integrated development of rural areas. This project seeks to provide the development and development of villages according to the cultural, economic and social conditions, equitable provision of facilities through the creation of social, production and welfare facilities, directing the physical condition of the village and creating the necessary facilities to improve the villagers' housing and environmental and public services. Therefore, according to the process of preparation and implementation of these plans at the level of Gilan province, the evaluation of their effects is an important issue that can, in addition to clarifying the consequences of the Hadi plan implementation, provide the necessary information for better management of rural plans by identifying the strengths and weaknesses. In order to clarify the dimensions of the implementation of the work, the regulations on how to review and approve the local, regional and regional civil development leader plan, as well as the country's urban planning and architecture regulations, were approved by the government in 1378.  The implementation of the rural leader project is motivated by maintaining the rural population, improving the rural environment and improving health, targeting constructions, facilitating traffic and creating an all-round development platform, and facilitating the provision of services by other executive bodies of the country. It should be noted that due to problems such as the lack of funds, the implementation of the prepared plans is incomplete and only to the extent of reopening the roads and issuing construction permits in the proposed location for residential and commercial use.
