    Abstract:

    Rural entrepreneurship is an activity that helps rural people to recognize economic opportunities in local communities and learn how to turn these opportunities into profitable economic activities. Today, entrepreneurship has become a strategy in the development, prosperity and growth of human societies, through which all factors , the resources and facilities of a society are spontaneously and on the path of an evolutionary process in the direction of achieving high social ideals, and they are the source of many positive economic-social and environmental effects and consequences. In this research, we have tried to study the impact of private sector entrepreneurial investment in the creation and process of rural development in the village of Kandlos and its surrounding areas.

    Introduction

    This research is an evaluation study It deals with the impact of rural entrepreneurship in the development of Kandlos village and its surrounding area. The importance of rural development is due to its impact and relationship with economic growth and social security. Countries that do not enjoy rural development have uneven economic growth. In fact, they do not have a proper economic structure and lack social justice, and they are witnessing the increasing migration of villagers to cities and many social and economic problems as a result. One of the most important strategies for sustainable rural development is the growth and development of rural entrepreneurship.  Therefore, investigation and research about this issue is necessary and inevitable. Therefore, in the first chapter of this general research, the necessity and importance of its investigation, the goals, the research questions are stated. Urban settlement and so on has caused attention to rural development and even its precedence over urban development (Ezkia and Ghafari, 2016: 19). In general, one of the factors affecting rural development is entrepreneurship, because entrepreneurship can play an effective role in improving the economic and livelihood situation of villages by creating new employment opportunities and income generation. Rural entrepreneurship is basically no different from the general concept of entrepreneurship, only the specific conditions of rural areas such as higher risk, lack of facilities and weak management in these areas make the field of entrepreneurship in these areas different from other areas and activities. The necessity and importance of conducting research Rural areas are faced with numerous and diverse issues and problems due to special ecological and socio-economic conditions, of which poverty and deprivation are considered to be the most important. Considering the many roles that villages play in the process of national development, especially in the field of food supply, the growth and development of these areas is very important and necessary (Razvani, 1383: 12). The importance of entrepreneurship in rural development comes from the fact that an entrepreneur can try to invent new solutions for growth and development by identifying existing opportunities and problems. In this way, entrepreneurship can play an important role in rural development through creating employment, improving the quality of life, appropriate distribution of income and optimal use of resources (Hosseini and Soleimanipour, 2015: 67). In the village of Kandlos, entrepreneurs have started entrepreneurship by creating the Kandlos agricultural complex, which is dedicated to medicinal plants, and also by creating the Kandlos cultural and tourism complex, which includes restaurants, hotels, parks, shops and all the places needed by tourists. This research, according to the objective evidence of entrepreneurship, aims to evaluate its impact on rural development (economic and social) and its direct and indirect effects on the residents of that area.

    Purpose

    The main goal of this research is to evaluate the impact of entrepreneurship on rural development, after which the impact of entrepreneurship and the distribution of its benefits among the residents of the village and the surrounding areas will be investigated in order to determine to what extent the villagers and the surrounding areas have benefited from the dimensions of development (socio-economic) and the effects of rural entrepreneurship.

    2_Has entrepreneurship in the village of Kandelos led to the development of the village?

    Theoretical foundations

    Development

    Lexually, development means breadth and breadth, and in Webster's culture, it is defined as the process of growth, differentiation and natural development of a system through successive transformations from an incomplete state to a more complete state. The Oxford Geographical Dictionary introduces development as the use of resources to achieve certain standards in life and mentions the increase in per capita income, production and equality of the city and the countryside as one of its indicators (Oxford Geographical Dictionary, 1997: 128). Development in its general sense means improving the material and spiritual level of human society and creating suitable conditions for a healthy life for all members of society. According to this concept, development includes social, economic and cultural aspects, which include quantitative and qualitative changes, and at the same time, it is considered a relative concept from the internal and external point of view. The desired purpose of development is to improve the quality of life for everyone; Therefore, the effort to achieve development should be in a way that includes the interests of the majority of people, if a limited part of the society benefits from the development process, which itself is a desirable change process, it cannot be called development (Jumehpour, 1389: 52).

    Development also specifies a qualitative concept and it can be considered equivalent to increasing the quality of life, which includes issues such as health, education, welfare, freedom, right of expression, rights, etc. (Shakoui et al., 1379).

    In summary, in the definition of development, taking into account different perceptions of it, it should be said that:

    Development is a comprehensive, multidimensional, complex and indivisible concept.

    The concept of development has both quantitative and qualitative dimensions, and emphasizing quantitative aspects without considering qualitative aspects and vice versa is not the concept of development.

    Development has material and spiritual dimensions. It includes not only the removal of poverty and deprivation and the improvement of the material level of life, but also the improvement of the material level of life, but also the improvement of culture and social consciousness or the quality of life.

    Development is a value concept and in its definition, attention should be paid to the conditions of the society in question, in other words, development should be defined locally (Jumehpour, 2009: 55).

    Rural development

    Terms such as rural development and rural development, which have been 1950s onwards, despite the difference in vocabulary, they all refer to the change in various aspects of rural life and the progress of the mentioned areas with emphasis on improving the quality of life of rural people (Zamanipour, 2013: 43). The concept of rural development is used in a different and broad framework, and a comprehensive definition that all experts and people with opinions can accept has not been provided. Some consider it the same as national development, which emphasizes the narrower location of the village (Dias and others, 1368: 73).

    If the goal of development is specifically to get rid of the grip of poverty and reduce its level by creating employment for the urban and rural poor, providing the minimum basic needs acceptable to everyone, raising productivity, greater equality between geographic areas and among social and economic classes, decentralization and people's intervention in decision-making, emphasizing trust. To define the collective and national self and the balance and improvement of the quality of the living environment, the community and rural areas will be one of the important foci to achieve these goals, and rural development will have the general goals of development at the national level.
