    Abstract

    The purpose of this research was to examine the relationship between inclusive quality management and creativity with the empowerment of secondary school female teachers in Darab. 175 people were selected by one-stage cluster sampling method. In order to collect information, three comprehensive quality management questionnaires were used by Maqemi et al. (2008), Randsip's creativity (1979) and Spritzer's empowerment (1995). In the data analysis and analysis, Pearson's correlation coefficient, multiple regression and variance analysis were used. The results of the statistical analysis showed that between the dimensions of quality management There is a meaningful relationship between creativity and empowerment. There is also a meaningful relationship between creativity and empowerment. Among the dimensions of inclusive quality management and empowerment, the dimensions of empowerment, analysis, analysis, identification, and training of employees have a stronger predictive power for empowerment.

Organizations interact with the environment as an open system, and they need to respond to environmental changes in order to survive. Since human resources are considered the most important factor and core of organizations, and no society has developed unless it has developed human resources. The preparation and preparation of said resources to face changes is of special importance, and all organizations with any type of mission should spend the most capital, time and programs. Human development should be given different dimensions because the efficiency and development of organizations depends on the correct use of human resources. Empowerment has existed since the beginning of human creation and is considered as one of the useful tools for improving the quality of employees and increasing organizational effectiveness. Applying pressure, respecting the collective interests of the organization, acting as the owners of the organization with the least supervision and fulfilling their duties. (Jafarzadeh, 2016) Since in today's complex and changing environment, repeated knowledge is no longer needed to face these changes, so we must constantly search for new ways to react to the environment. In other words, those organizations and systems can survive in a complex and complex environment. self-continuing to be able to continuously create new ideas and plans to deal with environmental pressure and changes (Fathizadeh and others), the development of employees' creativity in the organization requires knowing the dimensions and factors affecting the employees' creativity and determining the contribution and amount of each of these factors. It is ethics and innovation, which is actually the empowerment of employees (Salehi Sedkiani, Dehghan, 2013).

    One of the important methods of quality improvement is comprehensive quality management. Comprehensive quality management is a process by which, with the participation of employees, customers and creditors, they continuously improve quality. It attracts customers' satisfaction. Comprehensive quality management requires the adoption of attitudes such as Collaborative management is the identification of customer needs, continuous improvement of processes and functions, and constructive and creative communication with customers. In fact, comprehensive quality management is an improvement in the traditional ways of doing business and business, and it is a proven technique to ensure survival in the current competitive world. provide the talents of its employees and transform the prevailing space into a thriving, creative, innovative, effective and harmonious space. Comprehensive quality management with philosophical pillars, simple and understandable principles and providing a natural platform for efforts is one of the options facing managers. Investigating inclusive quality management and creativity examines its relationship with the empowerment of education and training staff.

    Statement of the problem

    Organizations today must be managed in a full relational environment that is accompanied by amazing developments. In such a situation, managers have little opportunity to control employees.In such a situation, managers do not have much time to control the employees. They should spend most of their time and energy on identifying the external and internal environment of the organization and leave other daily tasks to the employees. Employees can perform well when they have the necessary skills, knowledge, and abilities and know the goals of the organization well. A tool that can help managers in this regard is the empowerment process. (Abdullahi, 1385)

    Empowerment is one of the most promising concepts in the business world, which has received less attention, but now it has become a topic of the day, but despite many discussions about the benefits of empowerment, its utilization is few and insignificant, and although empowerment allows managers to use the knowledge, skills, and experience of all people in the organization, unfortunately, the number of managers and groups that create a culture of empowerment There is little knowledge (Blanchard [1] et al. 1999). Quinn and Spertizer [2] (1997) believe that managers agree that empowerment is a competitive advantage and a desirable process for organizations, but most organizations have difficulties in implementing it. Empowering employees is one of the effective techniques to increase employee productivity and optimal use of their individual and group capacities and abilities in line with organizational goals (Mohammadi, 1380 quoted by Iranzadeh and Heravi, 1389). Since the country is growing, the need for creativity in both people and organizations and managers is one of the most important and vital issues for managers who strive for development and progress. In order to recognize or diagnose managerial creativity, what evidence can we benefit from? The characteristic of this type of creativity is that, in addition to the personal successes of managers, In the organization where these managers are responsible, let's measure the mania of creativity for managers in the society, and whether morality plays a role in the overall quality of organizations. The purpose of this research is to clarify the issue that, in today's competitive environment, not paying attention to the needs of customers causes irreparable damage to the organization, and in order to remove the organization from the competition, it is possible to benefit from creativity. In the face of environmental changes, managers maintain the stability and dynamism of the organization and the ability to continuously improve all the activities of the organization (Sabourzadeh, 2016).

    Total quality management started as a management method in the early 19th century. Many scientists have played a role in compiling and implementing it as a management method. Our Japanese in using this method was greatly appreciated and noticed with the help of Dr. Deming (Mehrban, 2008).

    Total quality management is both a culture and a philosophy and a set of guiding principles to show the foundations of continuous improvement in the organization, and in fact, it is the application of quantitative methods and a human approach to improve all processes in the organization and meet and exceed customer needs, both now and in the future. Quality management Inclusive is a smart, calm and continuous action that has a powerful effect in providing the goals of the organization and ultimately ends in customer satisfaction, increasing efficiency and increasing the ability to compete in the market, and its philosophy and goal is to reach the ideal human being. Therefore, considering the importance of the mentioned variables "creativity, employee empowerment and inclusive quality management" as three important factors in organizations and knowing their strengths and weaknesses in the organization's success, in this research we decided to investigate the relationship between inclusive quality management and creativity with the empowerment of secondary school women in Shahrdarab. It is hoped that the results of this research can be of little help to education and training managers in order to optimally use human resources.

    The importance and necessity of research

    Today, empowerment is a new management concept that has been brought up due to the inevitable change and rapid transformation and increasing employment. In turn, it causes self-empowerment. The re-creation of organizations and their tendency towards corporatization and decentralization due to inflexibility in traditional structures has created a movement that has seriously confirmed the role of employees and the need for their empowerment as the center of gravity of any effort to eliminate bureaucracy and improve customer service.
