    Abstract

    Knowledge management in higher education is a set of organizational processes that support the creation and transfer of knowledge in these institutions and make it possible to achieve organizational and academic goals. For this purpose and for the proper management of organizational knowledge, a suitable tool is needed that can be used to know the effectiveness of knowledge management in an organization. This awareness of the state of knowledge management helps the organization to correctly recognize the weaknesses and shortcomings of its knowledge management in order to maintain its competitive advantages or increase it, and to take appropriate measures in this direction.

    This research, by examining and comparing the indicators and tools available in this field, has used an integrated approach in the form of the network analysis process technique (ANP) to calculate the effectiveness of knowledge management and compare the faculties of Mazandaran University based on it, in which the dimensions of the Balanced Scorecard (BSC) are Effectiveness indicators and knowledge management performance index (KMPI) tools are considered as knowledge cycle processes. The research data was collected by field method and through the distribution of pairwise comparison questionnaires between university experts and Super Decisions software was also used for data analysis. Also, the effectiveness of knowledge management in basic sciences faculties is higher compared to humanities and engineering sciences faculties. Finally, some suggestions for their improvement based on knowledge processes have been presented. Keywords: knowledge management, effectiveness measurement, network analysis process, balanced scorecard, Mazandaran University 1- Introduction The growing trend of competition in the global economy has caused a huge change in the approach of organizations to create sustainable competitive values ??(Bontis et al. [1], 1999). At the beginning of the industrialization era, organizations increased their effectiveness, efficiency, and competitive advantage through automation, waste reduction, and elimination of redundant processes; But now and in the age of knowledge and working knowledge, organizations are trying to reorganize to eliminate jobs and extra forces. This movement is done through re-engineering and total quality management and the like, which bring about smoother organizations. This is where the role of knowledge and knowledge management becomes clear and organizations seek to realize and use one of their most important unknown and stagnant assets called knowledge. Therefore, knowledge management in this direction must be effective and efficient on the one hand, and on the other hand, it must be able to acquire, maintain, and disseminate knowledge at the organization level. Of course, the proper use of this capital in the presence of appropriate criteria and indicators will increase the efficiency and effectiveness of knowledge management on the one hand, and on the other hand, the degree of its impact on the performance of the organization will be determined and not only evaluated qualitatively (Shaemi Barzeki, 2014).

           Today, higher education institutions are facing many challenges, including rapid technological changes, expansion of systems, diverse demand of society, increase in educational costs and the need to adapt to the age of knowledge and information. One of the tools used to deal with these conditions is knowledge management. Knowledge management in higher education is a set of organizational processes that support the creation and transfer of knowledge in these institutions and make it possible to achieve organizational and academic goals (Sadeghi Arani, 2017). The main role of these institutions is to manage knowledge (both implicit and explicit knowledge) so that they can increase the performance of knowledge for the development and progress of society (Hamidizadeh, 2017). First, the necessity and importance of conducting this research and the desired problem will be discussed, and then the objectives, question and method of the research will be stated. At the end of this chapter, the scope of the research will be presented and the key and frequently used words will be defined in this study.

    1-2- Necessity and importance of the subject

         In today's competitive environment, the need of organizations for knowledge assets has increased significantly compared to the past.Being inimitable, rare, valuable and non-substitutable are the characteristics of this knowledge asset, along with the emergence of approaches and concepts such as knowledge management, intellectual capital, intangible assets, a knowledge-oriented view of the organization, as well as the increase in the research of academics and executives, all of which indicate the increasing importance of knowledge resources in organizations (Anuri Rostami and Shahai, 2018). Today, the environment of organizations is becoming more unstable and complex day by day in terms of scientific and technological developments. In such a situation, the winning and successful organizations are the ones that, while gaining knowledge and awareness of environmental factors, maintain their survival and vitality, and improve and improve the field of growth and dynamism and increase the performance of the organization. One of the ways to realize this is the category of knowledge management (Rajaipour and Rahimi, 2017). In the meantime, although it has been three decades since knowledge management has been presented in scientific circles, this issue has long been discussed in higher education institutions, especially universities, because the philosophy of existence of these institutions is the production and dissemination of knowledge in society, and knowledge management in these organizations has always been at the center of their strategic planning. Although most of these efforts are on the management of inventions, researches, researches, etc., the position of these institutions in training skilled and competent human resources requires other organizations to expand their efforts in knowledge management and bring them to other areas of the organization as well. Experts believe that the success of higher education in the current dynamic environment depends on its intellectual capital, including knowledge management (Stein [2], 2004). The development of education in a suitable structure can be useful, but if the acquired knowledge is not managed and the development of knowledge is not in line with the needs of the society, it cannot solve many problems (Niyazi, 2009). Therefore, as long as universities do not conduct a survey in the field of evaluating their knowledge assets, knowledge management will not improve performance and organizational development. This asset, compared to other types of assets, has this unique nature that the more it is used, the more its value increases (Nirmal et al. [3], 2004). The management of this intangible asset has attracted a lot of attention during the past decades, so that the implementation of an effective knowledge management strategy and becoming a knowledge-based organization is a necessary condition for the success of organizations in the era known as the knowledge-based economy (Grose [4], 2002). Therefore, in today's knowledge-based economy and turbulent environment, universities, which are centers of education, knowledge production, and knowledge-based workforce, play an important and strategic role in them. does Therefore, educational institutions need to identify their current situation in order to develop improvement programs in order to achieve the desired situation, and the need to measure the effectiveness of knowledge management in these institutions by professionals and professionals is felt more than ever and is of special importance. To achieve this, the present research seeks to measure the effectiveness of knowledge management in Mazandaran University. The reason for this choice is, on the one hand, the importance of Mazandaran University as one of the largest universities in the country and the largest higher education center in the province, and on the other hand, no research has been conducted in this field due to its necessity. and the extent of its effectiveness in colleges, so that with its help, existing strengths and weaknesses can be determined and the necessary planning for its improvement can be done. Therefore, the objectives of this research are: 1-Determining the main influencing factors in measuring the effectiveness of knowledge management in the faculties of Mazandaran University. 1-1-Examining the indicators of measuring the influencing factors in measuring the effectiveness of knowledge management in Mazandaran University. 2- Measuring the effectiveness of knowledge management in Mazandaran University.
