    Abstract

    Data envelopment analysis models have long been used by experts to measure, compare and improve efficiency. By combining the concepts of fuzzy management science and data envelopment analysis models, a new model was created, which was called fuzzy data envelopment analysis. The various dimensions of this model are expanding and progressing day by day. In this research, the initial concepts of data envelopment analysis models and the concepts of fuzzy management science are stated, and then all the fuzzy data envelopment analysis models are introduced, and one of these models is for comparing the economic and managerial efficiency of the countries in the field of the Republic's vision document. Islamic Iran, which includes twenty-six countries, has been used, and due to BCC being the chosen fuzzy model, out of Anderson's 8 models – Peterson, which included the assumptions of return to a constant scale, return to a variable scale, return to a decreasing scale and return to an increasing scale (foundation data and foundation output), has been used for secondary comparison. Finally, according to the results of the implementation of the models, suggestions have been made for the country of Iran to effectively participate in the economic competitive fields of the region.

    Introduction

    In this chapter we will define the general framework of the research. In the beginning, we will state the problem and then we will mention the background of the research, after that we will mention the objectives of the research, then the research questions will be stated and the scope of the research will be specified. Then we will clarify the research method and we will discuss the applications of this research and some references that can benefit from this research will be introduced. In the following, we will mention the limitations of the research and finally we will define the key words.

    Statement of the problem

    The Supreme Leader of the Islamic Revolution, by communicating the final document of the 20-year vision of the Islamic Republic of Iran to the heads of the three branches and the head of the Expediency Council, drew a bright horizon for Iran in 1404 AH. In this document we have:

    Relying on the eternal power of God and in the light of faith and national determination and planned and prudent collective effort and in the path and principles of the constitution, in a 20-year vision, Iran is a developed country with the first economic, scientific and technological position in the region, with an Islamic and revolutionary identity, an inspiration in the Islamic world and with Constructive and effective interaction in international relations.

    The first step in moving towards the destination is positioning; To understand where we are and where we want to go. After that, it is time to make a decision about how to proceed and make strategic decisions.

    As mentioned in the twenty-year vision document, our destination has been determined as the first country in the region in economic and scientific fields.

    And the next step is to analyze the region's environment and identify our own situation and the countries that have surpassed us.

    In this research, we try to Variables (macroeconomic ratios) can be entered into the model that can show the most comprehensive situation of our country's strategic position.

    Explanation of the power of the data coverage analysis technique

    After presenting the parametric models, a powerful explanation of the relationship between the parameters was presented; (like the Douglas Cup model to explain the economic relations of labor and production) but these models were limited to the parameters within the model and did not have the necessary comprehensiveness, but by presenting non-parametric techniques, they were freed from the parameters and explained different variables with the same power. The country's macro economy has been discovered and placed next to each other and a ranking based on reality has been presented.

    Since late, monitoring the state of the environment has been the focus of the country's macro policy makers for the purpose of government macro planning. This observation starts from the closest circles and covers the whole environment at the end. One of the most important national documents is the twenty-year vision document.In this document, among the NAFTA countries, the Islamic Republic of Iran has envisioned such a future: "Iran is a developed country with the first economic, scientific and technological position in the region, with an Islamic and revolutionary identity, an inspiration in the Islamic world, and with constructive and effective interaction in international relations." It is the basic indicators that express the current situation in the best way. Indicators that express the ideals of the country correctly and even as close to reality as possible. After identifying the indicators, it is time to examine the environment based on the indicators and determine the strengths and weaknesses based on a model. And a variety of quantitative methods have been invented and implemented. Most of the methods start with a specific parameter to monitor and of course environmental rating; And finally, the statistics and information extracted from the primary data are presented side by side and discretely. The strength of this method is in the integration of different performance parameters and their simultaneous measurement. Therefore, with more power, it analyzes all kinds of environmental indicators simultaneously and non-parametrically.

    In various models, it is tried to get closer to reality, but the model itself is in conflict with its purpose, as Russell (1923) says: "All traditional logic, by habit, assumes that precise symbols are used." For this reason, the matter cannot be applied to this earthly life, but is only valid for a supernatural life. Later, John Lucasie Veitch, Max Black, Lotfizadeh and others pointed out this ambiguity and multi-valuedness, and the basic concept of "fuzzy" It was formed in 1937 and has rapidly cast a shadow in various sciences.

    In this research, in order to get closer to reality, fuzzy data has been used in the data envelopment analysis model. The existing models (the lack of comprehensiveness of the indicators) have mostly focused on single-factor analysis in a partial and limited manner and have not been able to gather different indicators together with a common statement. In this research, the purest indicators are tried to be analyzed side by side, and more valuable results are obtained than other sectional and cross-sectional studies. Also, in the research conducted using the method of data coverage analysis, mostly internal analyzes such as banks, insurances, schools, etc. It is enough that in this research, for the first time, it is aimed to analyze the environment internationally; And that for the first time, by means of fuzzy data coverage analysis, he has ranked the countries of the landscape document area.
