    Abstract

    Given the sensitivity of the geographic location and the potentials in the Qeshm Free Zone and the thought of improving the level of social interactions with other regions of the country, attracting domestic and foreign investors, and improving the economic relations of the Free Zone Organization with the policy of the development plan, they have considered priorities for starting the defined projects. The design and construction of the international conference center in the region is the first concern of the officials. In this regard, according to the feasibility and need assessment, he wrote a research that after conducting studies and theoretical foundations based on regional indicators, he achieved a climate-oriented design and an efficient energy approach. Undoubtedly, the management of energy consumption is the biggest concern of experts, thinkers and designers in the present era, and in the mentioned area, according to the existing capabilities, a favorable result can be achieved. In the world, the use of efficient energy approaches in public buildings has always been common, but this issue has not been seriously investigated in our country. Understanding energy in architectural design based on scientific techniques based on the use of passive cooling solutions in the path of sustainable architecture is one of the strategies of this research.

    In this article, according to the applicability of the subject and needs assessment, it has been conducted by studying articles, theses, scientific books related to the subject, authoritative publications, collecting information and categorizing them, and examining the needs and requests of the Qeshm Free Zone Organization as the custodians of this matter. Also, in the field method, by visiting the existing international conference centers, the required information has been collected.

    One of the objectives of the research is to lay the groundwork for the development of climate regulations for public buildings, to present a practical plan to promote economic development, social interactions and cultural issues, and to reduce costs related to the duration of the operation of public buildings.

    Generalities

    1-1-  Statement of the problem and necessity of the issue

    Qeshm Industrial Free Zone started its activity in 1369 without having a specific law. According to the location of this region and the existence of huge energy resources in it and in the entire region, the central mission of Qeshm is to create suitable conditions for investment in fields such as fuel supply and ancillary services, re-export of goods, the creation of large industries, especially industries related to oil and gas, advanced biological technologies, technical engineering services, and the establishment of a national geopark.     Currently, the existing research and research is very important due to the dominant need of the region and the lack of a similar example, but because the majority of architectural research projects in our country still lack applied studies of energy, which is one of the pillars and concerns of the world, the existing research on study, research and design We have placed the center of Batkieh in the management of the energy process. Traditional architecture has invented logical solutions and methods to provide human comfort. One of the symbols of sustainable architecture is traditional Iranian architecture, which has responded to ecological issues and energy efficiency, both in terms of low initial price and low current and functional price of the building. Understanding energy in architectural design based on scientific techniques (based on energy simulation) in the process of architectural design, analysis of context, body and space systems, investigation of design behavior against solar energy, passive solar design in the path of sustainable architecture, and investigation of space quality is a new topic of this research.

    1-2-  Questions and hypotheses of the research:

    What shape features can a public building with an energy management center contain?

    How will the type of use of the building have an effect on the architectural design process with an energy efficient orientation? be?

    How can you access the architectural design process model based on energy management?

    Hypothesis‏ Research:

    Using passive architectural solutions in the initial stages of the design process can significantly reduce annual energy consumption.

    1-3-  Specific goals of the research

    Aspirational, general goals:

    Presenting a proposed plan in order to operationalize the need of the Qeshm Free Zone

    Directing most of the country's conferences in the cold seasons of the year to the Qeshm Free Zone

    Special and practical goals):

    Making the basis for the formulation of climate regulations for public buildings

    Providing a practical plan to promote economic development, social interactions and cultural issues

    Reduction of costs related to the duration of the operation period of public buildings (control of economy and energy issues)

    1-4-  Research Methodology

    Regarding the separation of the executive stages of the research and its explanation, from using general titles such as "Collection of primary information", "Preparation of test samples", "Conducting tests" and so on, and it is necessary to provide full explanations in each case regarding the sources and data preparation centers and requirements, type of activity, materials, methods, standards, equipment and specifications of each one.     In the field method, we will conduct research and study with the tool of observation and visit to the centers of successful international conferences (energy efficient) and refer to the records and studies done by other researchers regarding this subject so far and their study records inside the country as well as outside the country, and by examining the needs and requests of the Qeshm Free Zone Organization as the custodians of this matter and relevant publications.

    1-5-  This thesis consists of six chapters. includes The second chapter includes the three main parts of the literature review, case examples and criteria and standards, which actually introduce the main topics discussed in the treatise. In the third chapter, the climatic, economic, cultural and social aspects of Qeshm city are clarified. In the fourth chapter, the fundamental concepts of Islamic Iranian architecture are discussed, which are considered as the theoretical bases of the treatise. The fifth chapter clarifies part of the design process and some structural, installation and climatic considerations of the plan. In the last chapter (sixth), the physical plan and project documents are also presented.
