    Abstract

    The purpose of the research was to investigate the effect of establishing a suggestion system on the efficiency of the professional response system of the 115 Medical Emergency and Accident Management Center in Mazandaran. The research population in this research is 208 operational employees of 115 Mazandaran Emergency Department and the data collection tool is a questionnaire, which investigated four hypotheses of the relationship between the establishment of a suggestion system and the efficiency of human resources, management efficiency, organization efficiency (structure and administrative system) and service quality improvement.

     Statistical method in data analysis is the use of descriptive and inferential statistics, the use of t-test using SPSS software. The results of the statistical test showed that there is a positive and significant relationship between the establishment of the suggestion system and the efficiency of manpower, management, structure and administrative system, and the quality of emergency services in Mazandaran 115, and it showed that  There is a positive and meaningful relationship between the establishment of the suggestion system and the efficiency of the professional response system in Mazandaran Emergency 115, as a result of the establishment and continuation and support of managers of the suggestion system and participatory decision-making in the organization and turning this type of decision-making into an organizational culture, it can, in addition to saving system costs, increase the performance of managers and employees and increase the quality of Mazandaran Emergency 115 services to the people. In this research, based on the records of previous researches and thematic research literature and using the descriptive and analytical statistics obtained from the questionnaire data. A native model is presented and then at the end some suggestions are made to increase the efficiency of the system.

    The existing problems in the administrative structure of the country have doubled the need to use appropriate and modern methods to organize the state of government offices and solve their problems, and it is in this direction that in the administrative system of our country, the flow of participatory management has been for several years.     In order to protect people's health, several organizations have been established, each of them by assuming a part of the responsibility, accomplish this task, and considering the role that sometimes seconds and minutes play in saving human lives, [Medical Emergency and Accident Management Center (Country)] was also formed for this purpose, which plays an important and fundamental role in protecting people's health. slow The emergency medical service system is a comprehensive system of personnel, equipment and resources, which has been compiled in order to help and provide emergency medical care to the society. Every year, medical emergencies in the country lead to the death and physical and mental disability of thousands of people and many financial damages. Also, after each accident, it causes a lot of psychological stress and financial pressure on the people around the sick and injured, which is sometimes irreparable. accident, correct and scientific medical procedures and . . It is one of the things that all medical teams should be aware of.(Joyce, 98:2006)[2]

    I am a researcher who has been working in this system (emergency medicine) for eleven years, since  The role of the operational staff of this system in the relief of patients  It is very bold and these employees are responsible and  They have many tasks in this matter. In this research, the aim is to find out the effect of using the opinions and suggestions of emergency medical staff, as a result of involving the staff in decision-making and establishing an efficient suggestion system, which can increase the efficiency of the system. Professional accountability in relation to the goals and responsibilities of this system means their quick response to incidents and as a result  Increasing the quantity and quality of emergency medical services It has helped the public health system a lot and investigated the cause of people's satisfaction with the emergency medical services and analyzed the problem using descriptive and inferential statistics and at the end I will present some suggestions to advance the goals of the research. Operational staff of 115 emergency system in the whole country, service type  relief   they are mostly mobile, the duties of this relief group are to  In accidents and road accidents, in the homes of the sick and injured, in public places and in any place where they ask for help, be present and provide help. Working conditions  requires that  This group  Aid in most of their relief services  They are connected with relief and law enforcement organizations, and in many cases, especially in road accidents, the good performance of this system depends on the cooperation and coordination of other relief centers, as a result, considering the valuable experiences of this relief group in the context of emergency medical measures to save the lives of patients, the use of the opinions and suggestions of emergency medical staff in decision-making matters of the organization can increase the efficiency of the professional response system of medical emergency management, in front of accidents and as a result  Increasing the quantity and quality of emergency medical services To the people, helping the community health system has become very effective and useful, employing and implementing their positive and constructive opinions and suggestions in the direction of efficiency  The performance of the emergency medical service system will make the manager at a very low cost and by honoring these employees and valuing them, in addition to causing creativity and innovation to flourish. in this group and in the end it makes people satisfied with emergency medical services and makes professional response more efficient. They are familiar with the system and play a major role in the implementation of the organization's strategy.
