    Abstract

    Banks are one of the most effective institutions in economic growth. By attracting people's deposits and investing in economic projects, these economic enterprises create jobs in the society and play an important role in national production. In order to deal with threats and use opportunities, banks need to identify internal capacities (shareholders) in order to increase capital, or in different ways to  They try to equip their own financial resources. Therefore, the general purpose of the research is to know the factors affecting the success of the branches of the National Bank of the province in equipping financial resources. In this regard, the research questions are as follows: What are the factors affecting the success of the branches of the National Bank of the province in equipping the financial resources? What is the order of their effect?

    The type of research is applied in terms of purpose and descriptive survey in terms of method  And its statistical population includes 16 first-class presidents of national banks in Mazandaran province. The data collection tool is a closed-arm questionnaire (pairwise comparisons), which was collected after it was distributed and completed by the respondents. Then its data was analyzed using descriptive statistics. In addition, the AHP technique was used to rank the research variables.

    The findings of the research show that the efficiency of information technology, customer satisfaction, management efficiency, environmental factors and the efficiency of human resources have an effect on the success of the branches of the National Bank of the province in equipping financial resources, respectively. from the abilities, facilities and resources available to him. In today's era, this has been the focus of many business organizations more than ever. Because on the one hand, they are facing limited resources, and on the other hand, due to the variety of needs, they are facing opportunities and threats. How can they turn threats into opportunities? And to get out of these bottlenecks, what fruitful action should be taken to use their resources properly.

    One of these business organizations are banks. By attracting people's financial resources in the form of various deposits, banks create new opportunities for themselves in the money market and play their role in economic development through basic investments.

    In order to understand more about the research topic, in this chapter, firstly, it will state the problem and the importance and necessity of its research, and then the conceptual model, goals and research questions  was presented Then each of the definition words and terms 

     

     

     

     

    Statement of the problem

    Banks are one of the effective institutions in economic growth. By attracting people's deposits and investing them in economic projects, these economic enterprises create jobs in the society and play an important role in production. The Central Bank and the Money and Credit Council take management decisions to organize the amount of money in the society and play a role in regulating the money market through appropriate monetary policies. On the other hand, in order to make the state banks competitive, the said institutions have established private banks and organized credit and financial institutions. in order to respond to the diverse needs of the society. Also, in order to deal with threats and use opportunities, banks should try to increase their capital by identifying their internal capacities (shareholders) or by attracting customers to equip their financial resources. Despite the use of new methods by the bank, unfortunately, due to a structure such as the provision of similar interest in public and private banks, their competition has been hampered and in fact, it has created this mindset for depositors that there is no obvious difference in the provision of facilities by them. And this phenomenon can seriously harm their competitive environment. In particular, the increase in current costs of the banks has become a further reason that has doubled the need for change on their part. What are the necessary arrangements to overcome these threats? How can they achieve their success in equipping financial resources with management mechanisms while reducing costs?

    On the other hand, the latest data recorded on the Informatics website of the National Bank of Mazandaran province shows that the growth rate of effective private sector deposit absorption in 2019 compared to 2018 is 18%. And this is in a situation where other state banks in the province have grown by 14%, which shows the increase in deposit absorption by the National Bank. (Appendix 1) What factors are the roots of this success? Are these factors human? Or have other factors caused the success of National Bank branches in mobilizing resources?

    The importance and necessity of research

    Banks, like any other economic enterprise, are looking for profit, and for this purpose, their first important issue is how to attract financial resources. On the other hand, theoretical studies show that economic enterprises use internal sources for financing in many ways, such as accumulated profits and selling low-yielding assets. If internal sources are not sufficient, they use external sources (money and capital markets) such as borrowing, bonds, and issuing shares for their financing. Meanwhile, commercial banks mainly use deposits from customers to provide their financial resources. These deposits are in various forms, such as current good loans, savings, short-term, and long-term capital deposits in banks, which are like blood in the arteries of the bank, which contributes to the organizational survival of this huge organization.

    Therefore, according to the new approaches in the structure of the Money and Credit Council, which has led to the establishment of private banks and financial and credit institutions, it is possible to create a competitive environment in the money and capital market. It has created effects on the state banking system, including the National Bank of Mazandaran province, to attract new financial resources. Compared to other monetary and financial institutions of the province, this bank has mobilized resources by attracting all kinds of people's deposits in the form of current, savings, short-term and long-term deposits in the year 2019 in the amount of 1,661,6615 million. which compared to other state banks of the province has had relatively good activity. (Attachment No. 2)

    Therefore, it is necessary to maintain this position, the branch managers of the provincial banks always think of new mechanisms to equip resources so as not to be out of competition. Otherwise, failure to make basic decisions may face serious challenges for banks. Therefore, the correct understanding of the key success factors of bank branches in equipping financial resources is important.

     

     

    Conceptual model of research

    The conceptual model of this research is the result of library studies and referring to expert experts [1], which according to Chen's theories [2] consists of key success factors [3] which include managerial efficiency, human resources efficiency, information and communication technology efficiency, customer satisfaction and environmental factors

    Research Objectives

    The general objective of the research is to identify the key factors of the success of Melli Bank branches in the province in mobilizing financial resources, and its specific objectives are:

    1- Identifying each of the influencing factors in the success of Melli Bank branches in the province in mobilizing financial resources

    Determining the effectiveness of each of the success factors in mobilizing financial resources

     

    Research questions

    1- Components What are the factors affecting the success of the branches of the National Bank of the province in equipping financial resources? 2- What is the order of its influence?

    Thematic field: This research is related to the field of public administration, financial orientation.

    Place field: This research was conducted in the National Bank of Mazandaran province.

    Time field: It was related to the year 90-91 .

     

    Theoretical and operational definition of words and terms:

    Management efficiency: Managerial efficiency means the efficiency of the organization, efficiency is related to the correct implementation of work in the organization. That is, the decisions that are made with the aim of reducing costs, increasing the amount of production and improving product quality, efficiency is the ratio of efficiency to standard efficiency. (Tahiri, 1384: 18)

    Efficiency of human resources: in the production activities of organizations and their performance, increasing the effectiveness of human resources is one of the most important goals of organizations. Therefore, it can be said that organizations are constantly and continuously trying to increase the effectiveness of human resources and always pay attention to the workforce to increase productivity and also raise the nature of business life.
