    Abstract

    The increasing growth of information technology on the one hand, the complexity of today's organizations on the other hand requires these organizations to  It implements a coherent and coordinated program with the organization's mission in order to avoid spending repeated and parallel costs and delays in the implementation of information technology development projects.

    The purpose of preparing the "Comprehensive Information Technology Plan" is to provide a model and strategy framework for the effective management of information technology in an organization in such a way that on the one hand the mission and goals of the organization are realized and on the other hand it creates an infrastructure for the possibility of proper and effective circulation and exchange of data, information and resource sharing. To provide alignment with organizational developments.

    The preparation and formulation of the comprehensive information technology program of the National Library of Iran is important in terms of the position of this organization at the national and international level, and it undoubtedly has an impact on other strategic plans as well. This program provides the basis for creating coherence and integration as well as coordination with other effective institutions at the national and international level and in a way of coherence  It follows the organization inside and outside, and in an atmosphere based on scientific and philosophical studies, it will lead the organization towards its vision and mission.

    In this research, firstly, the necessary information is collected by the library study method in the theoretical foundations of the research, then the types of approaches of the comprehensive technology program are listed. For the final analysis of the findings, the strengths and weaknesses of each have been prepared with the preliminary analysis and the final analysis of the findings has been done with the opinion of experts and experts. Examining the obtained results shows that service-oriented architecture is chosen as the best approach. Then, based on the articles, books and materials published on the Internet, all kinds of service-oriented architecture models were studied and reviewed, three SOA reference models, the model proposed by IBM and the model proposed by Oracle were selected as relevant models. Then, a text containing the models and their features was prepared, then by organizing a training workshop for experts to fully explain the models and the benefits of each, four indicators of comprehensiveness, the existence of technical and qualitative documentation, reliability, dynamism and flexibility were evaluated in these models. After collecting and reviewing the results from inside and outside the organization, based on the hierarchical analysis process of AHP and with the help of Expert Choice software, a pairwise comparison of these indicators was done, and finally, the model proposed by IBM was presented as the best service-oriented architecture model. The final results showed that the best way to implement this model in libraries is to modernize legacy systems; which gradually extract the functions of the legacy system in the form of standard services without interrupting the work and finally the modern system replaces the old system. In this research, special attention has been paid to the service and knowledge-oriented aspect of the organization in architecture.

    Chapter 1: General research

    1-1- Introduction

    The emergence and significant development of information technology has caused major changes in the structure, performance and management at the organizational (or national) level. Today, information technology has become not a competitive advantage, but an inevitable necessity.

    Organizations need information technology planning to successfully enter the information age and make optimal use of its facilities in relation to their missions and goals. Undoubtedly, scattered and uncoherent efforts in the field of information technology cannot have the necessary efficiency, and will only cause additional costs, parallel work and ultimately delays in the implementation of large organizational projects. Information technology planning should be formed in such a way that it can include the development of all information technology needs, in other words, cover the full range of management layers to the executive and operational layers of the organization. For the proper development of information technology at the organizational level, it is necessary to extract and formulate information technology strategies in order to determine and adjust the general directions of the organization in relation to the use of information technology.As seen in Figure 1-1, the development strategies of information technology in an organization are placed under the organizational strategies and are coordinated with them.

    Strategic planning of the organization leads to the extraction of strategies or general orientations of the organization, and according to Figure 2-1, the strategic planning of technology under planning  There is an organizational strategy.

    Comprehensive information technology program,  It is a comprehensive and complete map that defines the processes, path and manner of expansion of information technology in the organization. In other words, this program, with a strategic view, deals with the correct recognition of the needs of the organization and examines various solutions, and presents the best method for the systematic development of information technology in the organization, which is in line with the organization's macro strategies.

    Architecture shows a single and coherent structure of all existing components, as well as how they communicate and interact with each other. Therefore, information technology architecture should represent all the important and involved elements for the development of information technology in the organization and their relationship with each other [1 and 9]. and communications of the National Library of Iran.

     

    1-3- Necessity of the problem and expression of the main research topic

    Despite the increasing development and growth of new technologies, today the importance and necessity of using information technology in organizations is inevitable, information technology is able to create opportunities and facilities that support the goals and missions of organizations. Help in performing tasks and improving your services.

    Obviously, one of the key success factors in using information technology is to have a specific orientation, attitude, plan and program in this field  is The information technology comprehensive plan is able to support the organization's mission and goals by providing a strategic model and framework for effective information management, on the one hand, and on the other hand, to provide an infrastructure to enable the circulation, proper and effective exchange of data, sharing of resources (data, applications, and equipment) and to create a basis for aligning with the changes in the environment and improving services. The National Library of the Islamic Republic of Iran is an educational, research, scientific and service institution. And in this regard, the mission of the National Library is as follows:

    Collecting, protecting, organizing and disseminating information related to written (printed and written) and non-written works in Iran or belonging to Iranians abroad.

    Collecting, protecting, organizing and disseminating information related to written (printed and written) and non-written works in the field of Iranology and Islamology, especially the Islamic Revolution led by the Imam Khomeini.
