    Abstract

    The purpose of this research is to determine the components of the development of the infrastructure of the leather industry and to formulate a suitable model for the development of the infrastructure of the leather industry of Tabriz. The research questions are: 1- What are the components of the desirable leather industry infrastructure development model? 2- Based on the aforementioned components, what model can be presented for the desirable leather industry infrastructure development?

    The research method is descriptive-survey. The research sampling method is systematic random sampling. In this research, 120 questionnaires were used for analysis.

    The study method is library and field research.   gathering   information   research   Internet, all databases of international articles, interviews and the last step is questionnaire. The results of the review of a collection of articles, related theories, and interviews with related components and indicators, research components and variables have been compiled. This collection includes seven components: 1-internal human resources, 2- external human resources, 3-  Support and support, 4- Laws, 5- Technology, 6- Business relations,  7-Innovation.

    Then the research questionnaire was developed and its validity and reliability were tested. In the current study, to check the normality of the variables and to determine the type of appropriate tests for data analysis, the Klomogrof-Spirinov test, the result of which shows the normality of all research variables.

    Multivariate regression was used to test the presented model and find the appropriate model for the research. It has high reliability. R= 0.98. The results of the statistical analysis of the mentioned components and the indicators included for each component and the test results show a significant relationship between the variables of internal human resources, support and support, technology, business relations and innovation with the development and performance of the leather industry, and there is no significant relationship between the variables of laws and foreign manpower with the development and performance of the leather industry. 1-1  Introduction

    Industrial unit development is based on specific conditions and that is why different patterns can be seen in this field. The set of managerial decisions and actions determines the long-term performance of an organization, and environmental review, strategy formulation, strategy implementation, evaluation, control, and competition in the free market are perhaps the most important reasons for the existence of strategy in organizations and economic bodies. Basically, the most important part of management topics in any organization is "explanation and explanation of weaknesses and inadequacies, strengths, situations and threats". managers and planners also deal with political assumptions, i.e. the situations and conditions that will be added to these situations and conditions in the future, or replaced. It means that the past experiences and solutions are no longer useful for the current and future issues of the organization. We must think in a different way and look for new organizational solutions so that we can produce goods and services at the lowest cost and with superior quality, in such a way that we can compete in the global market and win this global competition.

    Today, human beings stand on the threshold of entering a new era, which is called the era of creativity and innovation, to the point where the largest human communication network is the result of curiosity, idealism, creativity, innovation, and value creation, which is worth as much as the entire human history in a short period, but more It has created all the past ages. This huge entrepreneurship has spread a platform to the breadth of human talents so that the sense of human transformation and self-fulfillment is strongly struggling.

    In the era of creativity and innovation, organizations are not driven by the arms of workers nor by the intellectual work of scientists who are creative human beings with the power of innovation.  “Joseph Schumpeter[1]“ He introduced entrepreneurship as the engine of economic development and the locomotive of this development as an entrepreneur. Emphasizing that entrepreneurship means opportunity management, he states that new companies destroy old companies; This process is done through the cycle of innovation and entrepreneurship.The importance of entrepreneurship has reached such a point that some experts recognize entrepreneurship as one of the factors of reproduction of capital and labor and call it the engine of economic development (Samad Aghaei, 1377).

    Toyota, as the most profitable car manufacturer in the world with the highest profit margin in the car manufacturing industry, does not introduce itself as a car manufacturer, but as a "man-making" organization. He knows and has given himself the name "system of thinking people". It is in such an organization that in 2005, 540,000 new ideas were presented by its Japanese employees alone. Toyota's performance shows that in a world where the life cycle of strategy is getting shorter, for an organization, the only way to guarantee sustainable success is innovation and entrepreneurship.

    Globalization, both positive and negative, is penetrating all countries, including our country, with its great speed. Meanwhile, our most important task is to prepare ourselves to use its advantages as best as possible and prevent its disadvantages (Kolbasi and Jalai, 2013). To face this phenomenon, it seems necessary for countries to pay attention to the phenomenon of international entrepreneurship. International entrepreneurship is the process of identifying, approving, evaluating and exploiting opportunities by crossing borders to create new goods and services. The general trend in Iranian organizations also confirms that the conditions governing these organizations are traditional and non-entrepreneurial, and it seems that one of the most important causes of the inefficiency of these organizations in Iran is the lack of organizational entrepreneurship (Mirzaei Ahranjani and Moghimi, 1382).

    In today's competitive and market-based economy, which is accompanied by rapid international changes and transformations and has created the process of transition from an industrial society to an information society, entrepreneurship is referred to as the engine of economic development.

    Globalization is a fact that is progressing positively or negatively at a very fast pace. Whether it is evaluated positively or negatively is a sub-category, because it will cover everyone whether wanted or not.   In such an economy, organizations and countries can be successful that have the ability to adapt to these changes because entrepreneurship is a requirement for technology development and technology development is the basis of entrepreneurship, and also entrepreneurship is a determinant of economic growth and organizations and countries in which the amount of entrepreneurial activities is higher are able to gain a better position in the global economy. Finally, managers and organizations due to the necessity of entrepreneurship, in order to maintain their survival in the era of globalization, should strengthen their behavior and thinking Entrepreneurship, by providing supportive contexts, strengthen the effective hidden variables of their organization to support entrepreneurial behavior. Strategic thinking and action are more primary and important than strategic planning in every way and can be effective and useful without the presence of non-strategic plans. It is easy to understand that reaching the desired and ideal situation is emphasized on development and despite various definitions, development can be considered as the construction, use and knowledge related to the tools, machines, techniques, systems or methods of an organization in order to solve a problem or achieve a specific function. Therefore, in a comprehensive view, development has two main directions, on the one hand, universities and educational centers, and on the other hand, the special industry society.

    The sustainable development of every industry requires a strong link between the university as a center of science and technology production and resources. The humanities of industries are as users of science and technology, in addition to the accelerating and increasing changes of global markets, they always force producers to coordinate and accompany themselves with these changes, and this is manifested by the influence of scientific and technological environments in the industry. Therefore, in order to have a stable and advanced industry in terms of development, its links with educational centers should be strengthened as much as possible. In order to achieve this goal, various capabilities in the form of educational, technological, laboratory, research facilities and consulting services of the university's faculties and research centers should be compiled and appropriately provided to the owners of industries and institutions outside the university.

    The main engine of the industry is human power and human power is also cultivated in universities and educational centers, therefore the position of the university is very special, the university plays a role in different levels of business and all groups and branches in the university are related. with the industry.
