    Abstract:

    In the world economic system and increasing competition, creativity and innovation are the key to the survival and success of organizations. In fact, innovation is the response that organizations provide to market changes and transformations in order to guarantee their survival and growth in the field of competition with other organizations. One of the environmental values ??in the internationalization scene is the ability to create relative advantage and competitive advantage. One of the most important and fundamental mechanisms for creating relative and competitive advantage in today's dynamic and evolving environment is the use of improvement and innovation models in organizations. To identify the factors influencing the creation of innovation in the university from a questionnaire  researcher made which includes 53 components has been used and by using the method of exploratory factor analysis of questionnaire data, 52 components have been identified as the components influencing innovation in universities, and these 52 components were classified in the form of 8 factors, which are: management style and organizational culture, knowledge management and information technology, training and improvement of human resources, organizational structure, organizational strategy and planning in university affairs, research affairs, student affairs and investment in It is innovation. Also, in order to prioritize these factors, the AHP method has been used, and management style and organizational culture, training and improvement of human resources, organizational strategy and planning in academic affairs, knowledge management and information technology, organizational structure, research affairs, investment in innovation and student affairs are the most important in order  in creating innovation in universities and finally the innovation performance of 6 public universities was compared with the TOPSIS method.

    Research overview

    Introduction

     

    Change and transformation in today's organizations are so fast, multifaceted, complex and pervasive. It is that organizations are not able to survive, grow, develop and develop without forecasting, synchronizing and matching with it. Until two decades ago, many organizations in the domestic competition scene could survive by pursuing quantitative and economic goals, but with the internationalization of competition (that is, the extension of goals from national to transnational) and the importance of qualitative and supra-economic goals, organizations are no longer able to survive without development and innovation, and their development and progress is not possible without appropriate response and conscious response to changing and dynamic environmental conditions (Sultani Tirani, 2017). As a result, the ability to adapt and manage changes is the main element of the success and survival of any organization, and the acquisition of these abilities requires the organization to pay attention to creating conditions to support innovation in the organization. In other words, today's organizations must be dynamic in order to survive, and their managers and employees must be creative and innovative people so that they can adapt the organization to these changes and respond to the needs of society. Use innovation as a strategic lever to gain knowledge and remain in competitive conditions. Therefore, in order to remain in competitive conditions and take advantage of the opportunities in front of them, successful organizations need to create innovation in their organization. Creativity and innovation are the key to the survival and success of organizations and provide market transformation in order to guarantee their survival and growth in the field of competition with other organizations.

    In a world that has undergone transformation and its security is under threat every day, the only way to survive is creativity and innovation (Hosseini and Sadeghi, 2009). The need for creativity and innovation in organizations has reached such a point that some sources equate the lack of creativity and innovation with the destruction of the organization in the long run. An organization that does not have creativity and innovation cannot survive and will disappear from the competition scene over time. Therefore, organizations are constantly looking for ways to strengthen creativity and innovation and remove its obstacles in the organization.(Stoner James[1], 1379)

     One of the environmental values ??in the internationalization of competition is the ability to create comparative advantage[2] and competitive advantage[3]. One of the most important and basic mechanisms for creating relative and competitive advantage in today's dynamic and changing industrial environment is the use of improvement and innovation systems in organizations. (Sultani Tirani, 1387).

    The importance of creativity and innovation in the success of organizations is not only limited to the manufacturing sectors of the country, but this issue also applies to service sectors such as universities and other higher education institutions that " Production and packaging of new technical knowledge, foresight and production of social change software and internalization of modern norms »  It is one of their basic functions and they are the breeders of future human resources. Cultivation and expansion of creative and innovative people cannot be achieved unless there is a suitable platform that enables the development of ideas and brings them to the border of creativity (Hosseini and Sadeghi, 2019).

     

    Statement of the problem

     

    The innovation performance of universities and higher education institutions is evaluated mostly based on the amount of research and research that is done, but there may be several factors. exist to affect the innovation performance of universities. Unfortunately, the lack of a suitable model that is the most important factors influencing the creation of creativity and innovation related to universities and higher education institutions is the most important reason for the waste of creative and innovative abilities, and until we can identify these factors influencing the creation of innovation in universities, we cannot compete in today's fast-paced environment. As a result, knowing the factors that influence the creation of creativity and innovation in universities can help to provide a suitable platform for the development of people and the excellence of universities by strengthening them. The problems of universities and institutions of higher education are that it prevents the development of appropriate policies and accurate and targeted analysis. Therefore, by conducting an innovation assessment in universities and higher education institutions and collecting this information, in addition to making it possible to conduct appropriate analyzes and formulate better policies for the universities that currently exist, it also makes it possible to obtain knowledge through this information and use it to establish a new university in the future so that the universities and higher education institutions of our country are in accordance with the indicators and criteria that are used in the creation and support of  Innovations are appropriate in universities.

     

    Necessity and importance of research

     

    Today's world is more competitive than ever before. Competition is seen in all walks of human life. From individuals to large organizations, everyone must compete for limited resources in order to achieve success and achieve their goals. What adds to the difficulty of this is the existence of an uncertain and unstable environment whose changes can take away any power and authority from the organization.

    Today's organizations can no longer apply what has been done successfully in the past, just by simple imitation, and be successful, but each one must constantly search for new opportunities. Opportunities that are hidden from the eyes of other competitors. These opportunities can be sought in any field, from creating a new service to strengthening innovative and new procedures to carry out the daily activities of an organization. Of course, what can lead an organization to these opportunities is nothing but the existence of innovation at all its levels. An organization that has the ability to present new and original ideas and apply them appropriately, does not turn its back on change and development, but can even act as a factor in creating change in its environment, and through this, the organization can achieve stable and continuous growth and development while ensuring its survival.

    The importance of creativity and innovation in universities is very high for countries like Iran. Because the acceleration of the growth of technology and knowledge in the advanced industrial world every moment creates a deep gap with the current realities of these countries, as a result, innovation is the basic condition for reducing this gap.
