    Abstract:

    Recently, a new concept has been proposed in the theoretical foundations of management, which is called organizational maturity. Organizational maturity is like a drawing that measures organizational actions and processes and categorizes them at different levels. Various models have been presented to show the maturity of organizations. While in immature organizations, achieving results is the result of the heroic efforts of individuals in using approaches that they have more or less spontaneously created, organizational maturity is the extent to which an organization openly and without contradictions,  It refers to documented, managed, measured and controlled actions and processes classified at different levels and continuously improved. In this research, various organizational maturity models have been investigated and the appropriate model has been identified for implementation in the Imam Khomeini Port Education Department. The statistical population of the research is 110 personnel of the department. The research questionnaire was distributed among 83 experts and managers of the department as a statistical sample, and the research data were analyzed with statistical methods of one-sample t-test and Friedman's test. The results of the research showed that among the organizational maturity models of systematic attitude, human resources, social responsibilities, stakeholder satisfaction, leadership and management capabilities, improvement, learning and value creation and knowledge management, finally the model of improvement, learning and value creation  The best model for implementation and use in the education department of Bandar Imam Khomeini.

    Research Overview

    Introduction:

    Companies' managers and owners, in many cases, especially at critical moments of the company's life, need or are interested in knowing what level their company is at from a specific point of view (for example, attention to strategy, or innovation, or attention to human resources or marketing policies, etc.). To answer this need, reference organizations, management consultants and universities, each in a way and based on a point of view, have started to develop models called organization maturity models. If you do a search under the title of organizational maturity, you will find a world of information about this. Maturity models allow the organization to compare itself, its processes, tools and methods with the best practices and processes and see where is it standing Based on information and simple signs, the organization finds out at what level of maturity it is in the desired field.

    Whether a mature organization is good or bad, or what kind of organization should be mature, is a fundamental question; Because if the environmental conditions, laws, manner and belief of the management and things like this are not in harmony with the conditions of the organization, the institution will either decline or continue its activity in a neutral, stagnant and ineffective way, which can be expected to occur more often in the second type of situation. On the contrary, in terms of the clarity of the mission of organizations and enterprises, as well as the alignment of their vision and strategy with the drawn mission, a mature organization is definitely the most appropriate platform and place to achieve a legitimate and reasonable goal. Working in a mature organization is fun but difficult, it must be recognized and determined and drawn according to the dimensions of the organization, how to manage and guide it. or long-term performance development and the result is the continued satisfaction of the organization's stakeholders over time. The scope of the discussion of maturity is wide at different levels, including macroeconomics, industry and organization. The paradigm of organizational maturity has been seen to a great extent as a substitute for success in the literature of organization management.. In fact, it seems that the success and progress of an organization without maturity will be a temporary success and progress. Therefore, a mature organization is an organization that can progress and continue this progress. But so far, various models have been presented in order to implement, measure and evaluate the level of organizational maturity. In the meantime, a basic question is which model can be implemented better in an organization? In this regard, the main goal of the current research is to know the best organizational maturity model in Imam Khomeini's Bandar Education Department. In the following, in this chapter, the generalities of the research will be discussed. This chapter is the foundation for the next chapters of the research.

     

    1-1-  Statement of the problem

    The thinkers in the field of organization development have been able to present various tools and systems through the examination and analysis of the status of organizations, so that managers can identify and solve the problems and problems of their organization by applying them. One of these tools is called life cycle model. In the life cycle model, scientists have tried to consider a life cycle with different stages for the organization like a living organism (Adises [1], 1989). This means that the life and identity of the organization begins with a stage called the beginning and then with the passage of time, the organization spends its life by passing through several stages such as: maturity, growth, evolution and death (Kevin and Camton [2], 1983). Organization, the level of achievement of pre-planned goals and the maturity of the organization, the ability to maintain or develop performance in the long term and the result of continued satisfaction of the organization's stakeholders over time. The scope of the discussion of maturity is wide at various levels, including macroeconomics, industry, and organization.

    The paradigm of organizational maturity has been seen to a great extent as a substitute for success in the literature of organization management. If the literature on the success of the organization is looking for the two concepts of goal setting and performance and measures the degree of achievement of the predetermined goals, the concept of organizational maturity tries to find answers to the following questions:

    - What is the logic and mechanisms of goal setting in the organization and to what extent is it adapted from the strategies and macro goals of the organization?

    - What is the process of the organization's performance in achieving planned goals over time? Does this success continue over time or is it temporary?

     - What is the reason for achieving successful results and positive performance of the organization? Are the successes due to the adoption of appropriate strategies and approaches of the organization or are they random, temporary and influenced by environmental factors?

    - Are the successful results of the organization commendable against the performance of other competing and non-competing organizations?

    - Do the results refer to a specific part of the organization or can the scope of the results be presented in the entire scope of the organization?

    The main goal of this research is to examine the strategy­ Organizational maturity and formulating a suitable maturity strategy in the studied organization according to the characteristics of the organization. It seems that Imam Khomeini (RA) Bandar Education Department currently does not have a clear strategy in the field of organizational maturity. This issue shows the need to examine various organizational maturity models and provide a suitable model for maturity in the said department.

    Today, education is considered one of the complex and large social organizations in any country due to the necessity of social changes, and it has an inseparable link with social, cultural and economic growth and development, and it has gradually turned from a simple, elementary state to a complex state.
